Vijeće OECD-a (Organizacija za ekonomsku suradnju i razvoj) odlučilo je u utorak, 25. siječnja otvoriti pristupne rasprave sa šest kandidata za članstvo – Argentinom, Brazilom, Bugarskom, Hrvatskom, Peruom i Rumunjskom, piše Jutarnji.hr.

Pojedinačne mape puta za detaljni postupak procjene sada će biti pripremljene pod uvjetom da te zemlje potvrde svoju privrženost vrijednostima, viziji i prioritetima koji se odražavaju u OECD-ovoj Izjavi o viziji povodom 60. obljetnice i Izjavi Ministarskog vijeća usvojenoj prošle godine.

Ovi dokumenti ponovno potvrđuju ciljeve Osnivačke konvencije OECD-a, kojoj nove članice moraju pristupiti, i navode vrijednosti koje dijele članice OECD-a, uključujući očuvanje slobode pojedinca, vrijednosti demokracije, vladavinu prava i zaštitu ljudskih prava , te vrijednost otvorenih, trgovačkih, konkurentnih, održivih i transparentnih tržišnih ekonomija. Također se odnose na predanost članica OECD-a promicanju održivog i uključivog gospodarskog rasta i njihovim ciljevima u borbi protiv klimatskih promjena, uključujući zaustavljanje i poništavanje gubitka biološke raznolikosti i krčenja šuma. Mathias Cormann, glavni tajnik OECD-a Mathias Cormann je nakon donesene odluke istaknuo: “Članice su danas su potvrdile da je OECD otvorena, globalno relevantna organizacija koja evoluira. Članstvo u OECD-u ostaje najizravniji i najučinkovitiji način da se osigura usvajanje i širenje naših zajedničkih vrijednosti, načela i standarda diljem svijeta”. Istaknuo je da će “zemlje kandidatkinje moći iskoristiti proces pristupanja za promicanje daljnjih reformi na dobrobit svojih ljudi, istovremeno jačajući OECD kao zajednicu istomišljenika predanu međunarodnom poretku utemeljenom na pravilima”.

Kako zemlje kandidati odgovore na pismo glavnog tajnika, Vijeće OECD-a će razmotriti i usvojiti pojedinačne pristupne mape u kojima će se postaviti uvjeti, odredbe i proces za pristupanje i odražavati prioritetna područja koja su već identificirale članice OECD-a.

Proces će uključivati rigoroznu i dubinsku ocjenu od strane više od 20 tehničkih odbora, usklađenosti zemlje kandidatkinje sa standardima, politikama i praksama OECD-a.

OECD jedna je od posljednjih organizacija kojih Hrvatska nije članica. Ulazak je bio jedan od prioriteta sadašnje vlade i uskoro bi mogao biti ostvaren. Ostaju još dva cilja: ulazak u europodručje, koje očekujemo početkom iduće godine (sve će ovisiti o odluci u lipnju) te Schengen.

Organizacija za ekonomsku suradnju i razvoj (engl. Organisation for Economic Cooperation and Development, akronim OECD), međunarodna organizacija osnovana 1961. radi poticanja ekonomskog razvoja i svjetske trgovine, sa sjedištem u Parizu. Preteča OECD-a bila je Organizacija za europsku ekonomsku suradnju (OEEC), koja je osnovana 1948. na poticaj SAD-a, a osnovni joj je zadatak bio koordiniranje Marshallova plana za obnovu europskoga gospodarstva.

Odluku o osnivanju OECD-a potpisalo je 14. prosinca 1960. osamnaest europskih država (Austrija, Belgija, Danska, Francuska, Grčka, Island, Irska, Italija, Luksemburg, Nizozemska, Norveška, Njemačka, Portugal, Španjolska, Švedska, Švicarska, Turska i Velika Britanija), SAD i Kanada, a na snagu je stupila 30. rujna 1961. Od tada su OECD-u pristupili i: Japan (1964), Finska (1968), Australija (1971), Novi Zeland (1973), Meksiko (1994), Češka (1995), Južna Koreja (1996), Madžarska (1996), Poljska (1996) i Slovačka (2000). U skladu sa svojim ciljevima (najveći mogući ekonomski razvoj i zaposlenost te rast životnog standarda u zemljama članicama, uz istodobnu financijsku stabilnost) OECD se zauzima za liberalizaciju međunarodne trgovine i slobodan protok kapitala. Iako OECD ima uglavnom savjetodavnu ulogu, njegov je utjecaj velik. Svoj program provodi putem konferencija, seminara i velikoga broja publikacija, te kontaktima i suradnjom s mnogobrojnim državnim i međunarodnim agencijama poput Međunarodnoga monetarnog fonda (MMF). Vijeće OECD-a (Organizacija za ekonomsku suradnju i razvoj) odlučilo je u utorak, 25. siječnja otvoriti pristupne rasprave sa šest kandidata za članstvo – Argentinom, Brazilom, Bugarskom, Hrvatskom, Peruom i Rumunjskom, piše Jutarnji.hr.

Pojedinačne mape puta za detaljni postupak procjene sada će biti pripremljene pod uvjetom da te zemlje potvrde svoju privrženost vrijednostima, viziji i prioritetima koji se odražavaju u OECD-ovoj Izjavi o viziji povodom 60. obljetnice i Izjavi Ministarskog vijeća usvojenoj prošle godine.

Ovi dokumenti ponovno potvrđuju ciljeve Osnivačke konvencije OECD-a, kojoj nove članice moraju pristupiti, i navode vrijednosti koje dijele članice OECD-a, uključujući očuvanje slobode pojedinca, vrijednosti demokracije, vladavinu prava i zaštitu ljudskih prava , te vrijednost otvorenih, trgovačkih, konkurentnih, održivih i transparentnih tržišnih ekonomija. Također se odnose na predanost članica OECD-a promicanju održivog i uključivog gospodarskog rasta i njihovim ciljevima u borbi protiv klimatskih promjena, uključujući zaustavljanje i poništavanje gubitka biološke raznolikosti i krčenja šuma. Članstvo u OECD-u ostaje najizravniji i najučinkovitiji način da se osigura usvajanje i širenje naših zajedničkih vrijednosti, načela i standarda diljem svijeta”. Istaknuo je da će “zemlje kandidatkinje moći iskoristiti proces pristupanja za promicanje daljnjih reformi na dobrobit svojih ljudi, istovremeno jačajući OECD kao zajednicu istomišljenika predanu međunarodnom poretku utemeljenom na pravilima”.

Kako zemlje kandidati odgovore na pismo glavnog tajnika, Vijeće OECD-a će razmotriti i usvojiti pojedinačne pristupne mape u kojima će se postaviti uvjeti, odredbe i proces za pristupanje i odražavati prioritetna područja koja su već identificirale članice OECD-a.

Proces će uključivati rigoroznu i dubinsku ocjenu od strane više od 20 tehničkih odbora, usklađenosti zemlje kandidatkinje sa standardima, politikama i praksama OECD-a.

OECD jedna je od posljednjih organizacija kojih Hrvatska nije članica. Ulazak je bio jedan od prioriteta sadašnje vlade i uskoro bi mogao biti ostvaren. Ostaju još dva cilja: ulazak u europodručje, koje očekujemo početkom iduće godine (sve će ovisiti o odluci u lipnju) te Schengen.

Organizacija za ekonomsku suradnju i razvoj (engl. Organisation for Economic Cooperation and Development, akronim OECD), međunarodna organizacija osnovana 1961. radi poticanja ekonomskog razvoja i svjetske trgovine, sa sjedištem u Parizu. Preteča OECD-a bila je Organizacija za europsku ekonomsku suradnju (OEEC), koja je osnovana 1948. na poticaj SAD-a, a osnovni joj je zadatak bio koordiniranje Marshallova plana za obnovu europskoga gospodarstva.

Odluku o osnivanju OECD-a potpisalo je 14. prosinca 1960. osamnaest europskih država (Austrija, Belgija, Danska, Francuska, Grčka, Island, Irska, Italija, Luksemburg, Nizozemska, Norveška, Njemačka, Portugal, Španjolska, Švedska, Švicarska, Turska i Velika Britanija), SAD i Kanada, a na snagu je stupila 30. rujna 1961. Od tada su OECD-u pristupili i: Japan (1964), Finska (1968), Australija (1971), Novi Zeland (1973), Meksiko (1994), Češka (1995), Južna Koreja (1996), Madžarska (1996), Poljska (1996) i Slovačka (2000). U skladu sa svojim ciljevima (najveći mogući ekonomski razvoj i zaposlenost te rast životnog standarda u zemljama članicama, uz istodobnu financijsku stabilnost) OECD se zauzima za liberalizaciju međunarodne trgovine i slobodan protok kapitala. Iako OECD ima uglavnom savjetodavnu ulogu, njegov je utjecaj velik. Svoj program provodi putem konferencija, seminara i velikoga broja publikacija, te kontaktima i suradnjom s mnogobrojnim državnim i međunarodnim agencijama poput Međunarodnoga monetarnog fonda (MMF). Vijeće OECD-a (Organizacija za ekonomsku suradnju i razvoj) odlučilo je u utorak, 25. siječnja otvoriti pristupne rasprave sa šest kandidata za članstvo – Argentinom, Brazilom, Bugarskom, Hrvatskom, Peruom i Rumunjskom, piše Jutarnji.hr.

Pojedinačne mape puta za detaljni postupak procjene sada će biti pripremljene pod uvjetom da te zemlje potvrde svoju privrženost vrijednostima, viziji i prioritetima koji se odražavaju u OECD-ovoj Izjavi o viziji povodom 60. obljetnice i Izjavi Ministarskog vijeća usvojenoj prošle godine.

Ovi dokumenti ponovno potvrđuju ciljeve Osnivačke konvencije OECD-a, kojoj nove članice moraju pristupiti, i navode vrijednosti koje dijele članice OECD-a, uključujući očuvanje slobode pojedinca, vrijednosti demokracije, vladavinu prava i zaštitu...
