Scenarij je dramatičan: "Ako Putin uspije i Ukrajina izgubi rat, još deset milijuna ljudi mogli bi postati izbjeglice". Ovo kaže stručnjak za migracije Gerald Knaus u intervjuu za DW.

Rusija sada gotovo svakodnevno prijavljuje nova osvajanja ukrajinskog teritorija. Borbe su žestoke, ali jedno je jasno: Rusija napreduje, bolje je opremljena i nedavno je rat počela nazivati ratom, a ne više "posebnom vojnom operacijom". Istovremeno, međunarodna podrška Ukrajini opada.

"Ako sada budu uništeni veliki gradovi poput Harkova i drugih, ako broj žrtava poraste, a nada opadne, onda bismo možda mogli doživjeti najveći val izbjeglica na svijetu od 1940-ih", upozorava stručnjak za migracije Gerald Knaus.

Helge Lindh, stručnjak za unutarnje poslove Socijaldemokratske stranke (SPD), u intervjuu za DW relativizira ovaj scenarij: "Ne očekujem da će taj broj biti astronomski kao što se priča. Međutim, porast broja izbjeglica, daljnja dramatizacija rata, to je sasvim moguće. Ali nema razloga da se kaže da sada postoji opasnost od ogromnog vala izbjeglica."

Njemačka je primila najveći broj izbjeglica

Prije dvije godine, kada je ruska vojska napala Ukrajinu kršeći međunarodno pravo, solidarnost u Njemačkoj bila je velika: Ukrajinskim izbjeglicama spontano su pomagali i obični građani i politika. Izbjeglice iz Ukrajine ne moraju prolaziti kroz birokratsku proceduru dodjele azila u Njemačkoj, imaju pravo na socijalnu pomoć, besplatnu medicinsku njegu i tečajeve jezika, a mogu i odmah raditi.

Prema podacima medijske službe "Integracija", od ukupno 4,3 milijuna ratnih izbjeglica iz Ukrajine, u Njemačkoj se trenutno nalazi oko 1,15 milijuna. Njihov broj stalno raste.

Politčari konzervativnih stranaka CDU i CSU to gledaju sa zabrinutošću: "Mi kao Europljani imamo posebnu odgovornost za ratne izbjeglice iz našeg neposrednog susjedstva. Ali naravno, naši kapaciteti će u jednom trenutku dosegnuti svoje granice", rekao je političar CDU-a Torsten Frey za DW.

Uskoro nakon početka rata, većina Ukrajinaca pobjegla je u susjedne zemlje, posebno u Poljsku. Tamo je nekoć bilo registrirano čak oko 1,6 milijuna Ukrajinaca, dok ih danas ima nešto manje od milijun.

Sada Njemačka ima najveći broj ratnih izbjeglica iz Ukrajine. Međutim, ako se računa u odnosu na broj stanovnika, dobiva se drugačija slika: Bugarska ima udio izbjeglica od 3,4 posto, Poljska i Češka po 2,6 posto, a Njemačka samo 1,4 posto. To je izračunao istraživač migracija Gerald Knaus.

Apel za europsku solidarnost

Torsten Frey, s druge strane, kritizira činjenicu da se, uzimajući u obzir apsolutni broj izbjeglica, "Njemačka mora nositi s najvećim teretom". Savezna vlada mora hitno raditi na ravnomjernoj raspodjeli ukrajinskih ratnih izbjeglica.

"Samo njemačka pokrajina Baden-Württemberg primila je više ratnih izbjeglica iz Ukrajine nego cijela Francuska. Baden-Württemberg ima 11 milijuna stanovnika, a Francuska 68 milijuna", rekao je Frey za DW.

Helge Lind za to ima razumijevanja: "Kada su izbjeglice pred izborom: u koju državu ići - u Francusku, Belgiju, Italiju, i ako su socijalni uvjeti u Njemačkoj jasni, s mogućnošću izravnog zapošljavanja i boljih socijalnih beneficija - onda je razumljivo da je veća vjerojatnost da će doći u Njemačku."

Može li Njemačka primiti još više izbjeglica iz Ukrajine?

Rat Rusije protiv Ukrajine odnosi sve više žrtava, ljudi ginu, bježe ili su prognani. Putin bi čak mogao i pobijediti. Ili bi mogao trajno anektirati dio zemlje i širiti teror.

"EU nije spremna za najgori scenarij koji bi mogao uslijediti", kritizira Gerald Knaus. Vladini i oporbeni političari ne znaju što će jer sve više ljudi iz drugih zemalja traži zaštitu u Njemačkoj.

Prema nekim procjenama ove godine bi u Njemačkoj mogli postavljeno 300.000 novih zahtjeva za azil, što onda direktno utječe na ukrajinske ratne izbjeglice, za koje tada nedostaje smještaj i, posebno, integracijski kapaciteti. A to bi, napominje Helge Lind dovelo do preopterećenja: "Komune već sada govore da smo na rubu kapaciteta. To znači, ako se broj ljudi iz Ukrajine ponovo značajno poveća, onda ćemo odmah ponovo imati debatu o migracijama u Njemačkoj."

Stoga, slažu se svi: najbolje bi bilo da se Ukrajini pruži još veća vojna podrška, kako ljudi uopće ne bi morali bježati od rata.

Scenarij je dramatičan: "Ako Putin uspije i Ukrajina izgubi rat, još deset milijuna ljudi mogli bi postati izbjeglice". Ovo kaže stručnjak za migracije Gerald Knaus u intervjuu za DW.

Rusija sada gotovo svakodnevno prijavljuje nova osvajanja ukrajinskog teritorija. Borbe su žestoke, ali jedno je jasno: Rusija napreduje, bolje je opremljena i nedavno je rat počela nazivati ratom, a ne više "posebnom vojnom operacijom". Istovremeno, međunarodna podrška Ukrajini opada.

"Ako sada budu uništeni veliki gradovi poput Harkova i drugih, ako broj žrtava poraste, a nada opadne, onda bismo možda mogli doživjeti najveći val izbjeglica na svijetu od 1940-ih", upozorava stručnjak za migracije Gerald Knaus.

Helge Lindh, stručnjak za unutarnje poslove Socijaldemokratske stranke (SPD), u intervjuu za DW relativizira ovaj scenarij: "Ne očekujem da će taj broj biti astronomski kao što se priča. Međutim, porast broja izbjeglica, daljnja dramatizacija rata, to je sasvim moguće. Ali nema razloga da se kaže da sada postoji opasnost od ogromnog vala izbjeglica."

Njemačka je primila najveći broj izbjeglica

Prije dvije godine, kada je ruska vojska napala Ukrajinu kršeći međunarodno pravo, solidarnost u Njemačkoj bila je velika: Ukrajinskim izbjeglicama spontano su pomagali i obični građani i politika. Izbjeglice iz Ukrajine ne moraju prolaziti kroz birokratsku proceduru dodjele azila u Njemačkoj, imaju pravo na socijalnu pomoć, besplatnu medicinsku njegu i tečajeve jezika, a mogu i odmah raditi.

Prema podacima medijske službe "Integracija", od ukupno 4,3 milijuna ratnih izbjeglica iz Ukrajine, u Njemačkoj se trenutno nalazi oko 1,15 milijuna. Njihov broj stalno raste.

Politčari konzervativnih stranaka CDU i CSU to gledaju sa zabrinutošću: "Mi kao Europljani imamo posebnu odgovornost za ratne izbjeglice iz našeg neposrednog susjedstva. Ali naravno, naši kapaciteti će u jednom trenutku dosegnuti svoje granice", rekao je političar CDU-a Torsten Frey za DW.

Uskoro nakon početka rata, većina Ukrajinaca pobjegla je u susjedne zemlje, posebno u Poljsku. Tamo je nekoć bilo registrirano čak oko 1,6 milijuna Ukrajinaca, dok ih danas ima nešto manje od milijun.

Sada Njemačka ima najveći broj ratnih izbjeglica iz Ukrajine. Međutim, ako se računa u odnosu na broj stanovnika, dobiva se drugačija slika: Bugarska ima udio izbjeglica od 3,4 posto, Poljska i Češka po 2,6 posto, a Njemačka samo 1,4 posto. To je izračunao istraživač migracija Gerald Knaus.

Apel za europsku solidarnost

Torsten Frey, s druge strane, kritizira činjenicu da se, uzimajući u obzir apsolutni broj izbjeglica, "Njemačka mora nositi s najvećim teretom". Savezna vlada mora hitno raditi na ravnomjernoj raspodjeli ukrajinskih ratnih izbjeglica.

"Samo njemačka pokrajina Baden-Württemberg primila je više ratnih izbjeglica iz Ukrajine nego cijela Francuska. Baden-Württemberg ima 11 milijuna stanovnika, a Francuska 68 milijuna", rekao je Frey za DW.

Helge Lind za to ima razumijevanja: "Kada su izbjeglice pred izborom: u koju državu ići - u Francusku, Belgiju, Italiju, i ako su socijalni uvjeti u Njemačkoj jasni, s mogućnošću izravnog zapošljavanja i boljih socijalnih beneficija - onda je razumljivo da je veća vjerojatnost da će doći u Njemačku."

Može li Njemačka primiti još više izbjeglica iz Ukrajine?

Rat Rusije protiv Ukrajine odnosi sve više žrtava, ljudi ginu, bježe ili su prognani. Putin bi čak mogao i pobijediti. Ili bi mogao trajno anektirati dio zemlje i širiti teror.

"EU nije spremna za najgori scenarij koji bi mogao uslijediti", kritizira Gerald Knaus. Vladini i oporbeni političari ne znaju što će jer sve više ljudi iz drugih zemalja traži zaštitu u Njemačkoj.

Prema nekim procjenama ove godine bi u Njemačkoj mogli postavljeno 300.000 novih zahtjeva za azil, što onda direktno utječe na ukrajinske ratne izbjeglice, za koje tada nedostaje smještaj i, posebno, integracijski kapaciteti. A to bi, napominje Helge Lind dovelo do preopterećenja: "Komune već sada govore da smo na rubu kapaciteta. To znači, ako se broj ljudi iz Ukrajine ponovo značajno poveća, onda ćemo odmah ponovo imati debatu o migracijama u Njemačkoj."

Stoga, slažu se svi: najbolje bi bilo da se Ukrajini pruži još veća vojna podrška, kako ljudi uopće ne bi morali bježati od rata.
