Cjepivo bi trebalo biti politički neutralno, medicinski resurs koji spašava živote, ali ono, kako upozoravaju stručnjaci, širom svijeta biva raspodijeljeno prije svega prema političkim i geostrateškim sferama utjecaj.

"Možemo govoriti o dvije filozofije koje trenutno postoje kada je riječ o cjepivu: istočna i zapadna. Imamo istočno, političko cjepivo, a zapadno imamo ekonomsko. Oba imaju isti medicinski cilj, ali potpuno različite političke ciljeve. Istočno je državno u svim aspektima, od planiranja, preko istraživanja do proizvodnje i distribucije. Istočno cjepivo se dijeli na osnovu interesa vanjske politike, znači ono je čisto geopolitički instrument. Na Zapadu pak imamo situaciju da smo svi mi, pa i šefovi država i vlada ovisni o privantnim (farmaceutskim – op. aut.) kompanijama i ono stoga nije direktno političko", kaže Igor Pellicciari, profesor međunarodnih odnosa na Sveučilištu Urbino i LUISS u Rimu.

Ponašanje Rusije i Kina ne iznenađuje, iznenađuje Zapad

I dok primjerice SAD, Velika Britanija, te i sama EU, nastoje najprije obaviti vakcinaciju vlastitog stanovništva, Rusija trenutno izvozi svoje cjepivo Sputnjik V u više od 50 zemalja, a Kina, prema posljednjim službenim podacima, u 27 zemalja, navodi Deutsche Welle.

"Ono što rade Rusija i Kina nije uopće izneđujuće jer one imaju dugu tradiciju u tome, tzv. soft power (mekana sila) i u tome ne vidim ništa novo", kaže Pellicciari. Ono što, kako kaže, iznenađuje jest situacija na Zapadu.

"Imam osjećaj da je Zapad malo zaspao ili je pak previše ovisan o privatnim farmaceutskim kompanijama", kaže on. Što se konkretno EU tiče Pellicciari kaže da je pandemija koronavirusom pokazala da multilateralni nivo nije sposoban za donošenje brzih odluka."Multilateralni nivo nažalost jednostavno ne funkcionira", kaže on.

"No za godinu dana ćemo svi imati cjepivo. Situacija će biti kao sada s maskama, koje danas imamo na svakom uglu. No u ovom trenutku imamo geopolitički jaz i mislim da je sada politički problem na strani Zapada", kaže Pellicciari.

Kada je pak konkretno riječ o aktualnoj raspodjeli cjepiva s ruske i kineske strane on kaže da postoji konkurencija i između same Rusije i Kine, ali da to nije tako primjetno kao između Istoka i Zapada. "Ruska privreda je znatno slabija od kineske. Ono što Rusiju danas čini jednim od glavnih međunarodnih igrača nije njeni privredni učinak nego njene tehnološke sposobnosti i njih vidimo kada je riječ o cjepivu. Kina pak igra i na zdravstvenom planu, ali njen glavni instrument je ekonomija. Ne treba stoga čuditi da je Rusija u diplomaciji vakcinama aktivnija od Kine", kaže on.

O dvojbama u EU oko ruskog cjepiva on kaže da nemaju veze sa kvalitetom vakcine Sputnik V, već da je riječ o političkom problemu: "Tu moramo otvoreno reći da ako postoji problem sa ruskim cjepivom, onda je to zato što je ono rusko i ništa drugo." U općoj raspravi o tome koje cjepivo je bolje on vidi čisto natjecanje koja se opet razlikuje na relaciji Istok-Zapad: "Na Zapadu je riječ o marketinškom natjecanju, na Istoku o geopolitičkom."

Donatori imaju više interesa od primaoca pomoći

A kada je riječ o globalnoj vakcina-diplomaciji i njenim učincima na Zapadni Balkan, Pellicciari kaže da Rusija i Kina tu preuzimaju geopolitičku prednost: "Zanimljivo je to što se dešava na Zapadnom Balkanu gdje su donatori uvijek bili EU ili Sjedinjene Američke Države. Njih odjednom nema, a pojavljuju se Rusija i Kina. Nije iznenađujuće da Rusija i Kina igraju tu igru, ali je iznenađujuće da se Zapad nije pojavio na početku utrke. To će se morati riješiti ukoliko se želi održati ravnoteža u sadašnjim međunarodnim odnosima", kaže profesor koji se u svom radu posebno bavi međunarodnom pomoći i njenim efektima.

Pružanje državne pomoći je legitimni instrument vanjske politike, navodi on. No ono što je bitno razumjeti jest što je interes države koja pruža pomoć. "Donatori često imaju više političkih interesa od primaoca pomoći i u ovom novom poglavlju ćemo kad-tad imati politički interes s ruske i s kineske strane.

Hoće li to biti u smjeru stabilizacije Zapadnog Balkana ili više u zadržavanju sadašnje situacije, prerano je reći", kaže Igor Pellicciari. Tužno je, zaključuje on, da se neriješeni problemi lome na leđima civilnog stanovništva, ali ovaj put ne samo na Balkanu, na što smo navikli, već, kao što se vidi, i u cijelom svijetu.

Cjepivo bi trebalo biti politički neutralno, medicinski resurs koji spašava živote, ali ono, kako upozoravaju stručnjaci, širom svijeta biva raspodijeljeno prije svega prema političkim i geostrateškim sferama utjecaj.

"Možemo govoriti o dvije filozofije koje trenutno postoje kada je riječ o cjepivu: istočna i zapadna. Imamo istočno, političko cjepivo, a zapadno imamo ekonomsko. Oba imaju isti medicinski cilj, ali potpuno različite političke ciljeve. Istočno je državno u svim aspektima, od planiranja, preko istraživanja do proizvodnje i distribucije. Istočno cjepivo se dijeli na osnovu interesa vanjske politike, znači ono je čisto geopolitički instrument. Na Zapadu pak imamo situaciju da smo svi mi, pa i šefovi država i vlada ovisni o privantnim (farmaceutskim – op. aut.) kompanijama i ono stoga nije direktno političko", kaže Igor Pellicciari, profesor međunarodnih odnosa na Sveučilištu Urbino i LUISS u Rimu.

Ponašanje Rusije i Kina ne iznenađuje, iznenađuje Zapad

I dok primjerice SAD, Velika Britanija, te i sama EU, nastoje najprije obaviti vakcinaciju vlastitog stanovništva, Rusija trenutno izvozi svoje cjepivo Sputnjik V u više od 50 zemalja, a Kina, prema posljednjim službenim podacima, u 27 zemalja, navodi Deutsche Welle.

"Ono što rade Rusija i Kina nije uopće izneđujuće jer one imaju dugu tradiciju u tome, tzv. soft power (mekana sila) i u tome ne vidim ništa novo", kaže Pellicciari. Ono što, kako kaže, iznenađuje jest situacija na Zapadu.

"Imam osjećaj da je Zapad malo zaspao ili je pak previše ovisan o privatnim farmaceutskim kompanijama", kaže on. Što se konkretno EU tiče Pellicciari kaže da je pandemija koronavirusom pokazala da multilateralni nivo nije sposoban za donošenje brzih odluka."Multilateralni nivo nažalost jednostavno ne funkcionira", kaže on.

"No za godinu dana ćemo svi imati cjepivo. Situacija će biti kao sada s maskama, koje danas imamo na svakom uglu. No u ovom trenutku imamo geopolitički jaz i mislim da je sada politički problem na strani Zapada", kaže Pellicciari.

Kada je pak konkretno riječ o aktualnoj raspodjeli cjepiva s ruske i kineske strane on kaže da postoji konkurencija i između same Rusije i Kine, ali da to nije tako primjetno kao između Istoka i Zapada. "Ruska privreda je znatno slabija od kineske. Ono što Rusiju danas čini jednim od glavnih međunarodnih igrača nije njeni privredni učinak nego njene tehnološke sposobnosti i njih vidimo kada je riječ o cjepivu. Kina pak igra i na zdravstvenom planu, ali njen glavni instrument je ekonomija. Ne treba stoga čuditi da je Rusija u diplomaciji vakcinama aktivnija od Kine", kaže on.

O dvojbama u EU oko ruskog cjepiva on kaže da nemaju veze sa kvalitetom vakcine Sputnik V, već da je riječ o političkom problemu: "Tu moramo otvoreno reći da ako postoji problem sa ruskim cjepivom, onda je to zato što je ono rusko i ništa drugo." U općoj raspravi o tome koje cjepivo je bolje on vidi čisto natjecanje koja se opet razlikuje na relaciji Istok-Zapad: "Na Zapadu je riječ o marketinškom natjecanju, na Istoku o geopolitičkom."

Donatori imaju više interesa od primaoca pomoći

A kada je riječ o globalnoj vakcina-diplomaciji i njenim učincima na Zapadni Balkan, Pellicciari kaže da Rusija i Kina tu preuzimaju geopolitičku prednost: "Zanimljivo je to što se dešava na Zapadnom Balkanu gdje su donatori uvijek bili EU ili Sjedinjene Američke Države. Njih odjednom nema, a pojavljuju se Rusija i Kina. Nije iznenađujuće da Rusija i Kina igraju tu igru, ali je iznenađujuće da se Zapad nije pojavio na početku utrke. To će se morati riješiti ukoliko se želi održati ravnoteža u sadašnjim međunarodnim odnosima", kaže profesor koji se u svom radu posebno bavi međunarodnom pomoći i njenim efektima.

Pružanje državne pomoći je legitimni instrument vanjske politike, navodi on. No ono što je bitno razumjeti jest što je interes države koja pruža pomoć. "Donatori često imaju više političkih interesa od primaoca pomoći i u ovom novom poglavlju ćemo kad-tad imati politički interes s ruske i s kineske strane.

Hoće li to biti u smjeru stabilizacije Zapadnog Balkana ili više u zadržavanju sadašnje situacije, prerano je reći", kaže Igor Pellicciari. Tužno je, zaključuje on, da se neriješeni problemi lome na leđima civilnog stanovništva, ali ovaj put ne samo na Balkanu, na što smo navikli, već, kao što se vidi, i u cijelom svijetu.

Cjepivo bi trebalo biti politički neutralno, medicinski resurs koji spašava živote, ali ono, kako upozoravaju stručnjaci, širom svijeta biva raspodijeljeno prije svega prema političkim i geostrateškim sferama utjecaj.

"Možemo govoriti o dvije filozofije koje trenutno postoje kada je riječ o cjepivu: istočna i zapadna. Imamo istočno, političko cjepivo, a zapadno imamo ekonomsko.
