Rusko gospodarstvo je u teškom stanju i u danas se suočava s prvom uplatom obveznica u američkim dolarima otkako je prošlog mjeseca izvršila invaziju na Ukrajinu. Moskva bi trebala platiti 117 milijuna dolara kamata na dvije državne obveznice denominirane u dolarima ili riskira bankrot, a još 615 milijuna dolara dospijeva kasnije tijekom mjeseca, piše Al Jazeera.

Napad Rusije na Ukrajinu izazvao je međunarodnu osudu u glavnim financijskim prijestolnicama. Sjedinjene Države, Europska unija i saveznici uveli su stroge sankcije Moskvi. Kazne su zamrznule više od polovice imovine središnje banke od 300 milijardi dolara i dovele do pada rublje za 35 posto u odnosu na američki dolar. Stotine zapadnih tvrtki također su otada povukle posao iz zemlje.

Ruski predsjednik Vladimir Putin rekao je da će Moskva izvršiti plaćanja, ali u rubljama sve dok sankcije ne dopuštaju nagodbe u dolarima. Plaćanje u lokalnoj valuti, a ne u dolarima, moglo bi pokrenuti značajan val bankrota – nezamisliv prije samo nekoliko tjedana. Rusija i ruske tvrtke duguju oko 150 milijardi dolara u stranoj valuti. Rusko neplaćanje vanjskog duga bilo bi prvo otkako boljševici nisu priznali carski dug nakon revolucije 1917. godine.

Odobreno je razdoblje odgode od 30 dana na ove posebne obveznice. Ako Moskva ne izvrši uplatu, agencije za kreditni rejting će vjerojatno smatrati da je u bankrotu, a vlasnici obveznica počet će pregovarati. Ali čini se da ti pregovori ne obećavaju s obzirom na rusko gospodarsko gušenje i rastuću izolaciju.

Neke od obveznica koje je Rusija izdala imaju klauzulu koja dopušta plaćanje u rubljama, ali to se ne odnosi na kamate koje dospijevaju u srijedu. Rusija ih mora platiti u dolarima, a s obzirom na smanjenu vrijednost svoje valute, to je težak zadatak. Vlada svakako može pokušati premostiti ugovorne stavke na način da kaže "plaćamo vam u rubljama umjesto da vam uopće ne plaćamo".

Unatoč tome što je Rusija odsječena od mnogih financijskih mehanizama, američki Ured za kontrolu inozemne imovine odobrio je izuzeće za transakcije za osobe iz SAD-a u pogledu "primanja kamata, dividende ili plaćanja dospijeća u vezi s dugom ili vlasničkim kapitalom".

No, neplaćanje duga moglo bi otjerati nekoliko preostalih stranih ulagača Rusije iz zemlje, dodatno je izolirajući. Ako vlada ne plati, mnoge tvrtke bi mogle slijediti taj uzorak. Ovakav scenarij bi bio usporediv s onim što se dogodilo u Argentini 2020. godine, kaže Gerard DiPippo, viši stručni suradnik za ekonomiju u Centru za strateške i međunarodne studije. "Ovdje je velika razlika što je u pitanju šok koji investitori nisu očekivali prije dva ili tri mjeseca, dok se u Argentini moglo promatrati kako se problemi povećavaju", dodao je.

Dakle, ovo je situacija bez presedana, pošto ekonomisti obično mogu predvidjeti velike krize. “Obično postoje tzv. crvene zastavice, koje su ovdje izostale, jer je riječ o izvanrednoj situaciji. To je geostrateški događaj, praćen ogromnim sankcijama, raspadanjem gospodarstva, a sada i potencijalom neplaćanja duga”, objasnio je DiPippo.

Ruske obveznice uglavnom drže institucionalni ulagači - mirovinski fondovi, hedge fondovi i korporacije. Obveznicama se još uvijek može trgovati na sekundarnim tržištima i trenutno se trguju po oko 20 centi za dolar. “Pitanje je hoće li im se novac vratiti i hoće li na kraju biti isplaćene. Cijena obveznice odražava ta očekivanja”, rekao je DiPippo.

Na pitanje vjeruje li da su SAD i njihovi saveznici smatrali da će sankcije otežati Rusima plaćanje duga, DiPippo je kazao: "Pretpostavljam da su bili svjesni implikacija učinkovitog zamrzavanja mogućnosti ruske središnje banke da pristupi dolarima, eurima i drugim glavnim valutama."

Ruse prvenstveno pogađa deprecijacija rublje i njihova naglo pala kupovna moć. Ako Rusija neće platiti svoj dug, strani ulagači će postati još više neodlučni da posluju s tom zemljom. Rublja će patiti. Inače, ruska vlada zapravo i nije toliko dužna. Dio njihove strategije "tvrđave Rusije" bio je izgradnja bilance Moskve, prvenstveno deviznim rezervama i s nešto zlata, a zatim održavanje niske razine duga. Unutarnji dug Rusije je prošle godine iznosio oko 13 posto njenog bruto domaćeg proizvoda. Vanjski dug iznosi oko 150 milijardi dolara, a od toga samo 45 milijardi zapravo je u vlasništvu ruske vlade. Većina je u vlasništvu ruskih tvrtki i ruskih banaka. Najveća pojedinačna tvrtka koja posjeduje dug je naftni div Gazprom, ali ruski naftni i plinski sektor prilično je izoliran od zapadnih sankcija. Rusko gospodarstvo je u teškom stanju i u danas se suočava s prvom uplatom obveznica u američkim dolarima otkako je prošlog mjeseca izvršila invaziju na Ukrajinu. Moskva bi trebala platiti 117 milijuna dolara kamata na dvije državne obveznice denominirane u dolarima ili riskira bankrot, a još 615 milijuna dolara dospijeva kasnije tijekom mjeseca, piše Al Jazeera.

Napad Rusije na Ukrajinu izazvao je međunarodnu osudu u glavnim financijskim prijestolnicama. Sjedinjene Države, Europska unija i saveznici uveli su stroge sankcije Moskvi. Kazne su zamrznule više od polovice imovine središnje banke od 300 milijardi dolara i dovele do pada rublje za 35 posto u odnosu na američki dolar. Stotine zapadnih tvrtki također su otada povukle posao iz zemlje.

Ruski predsjednik Vladimir Putin rekao je da će Moskva izvršiti plaćanja, ali u rubljama sve dok sankcije ne dopuštaju nagodbe u dolarima. Plaćanje u lokalnoj valuti, a ne u dolarima, moglo bi pokrenuti značajan val bankrota – nezamisliv prije samo nekoliko tjedana. Rusija i ruske tvrtke duguju oko 150 milijardi dolara u stranoj valuti. Rusko neplaćanje vanjskog duga bilo bi prvo otkako boljševici nisu priznali carski dug nakon revolucije 1917. godine.

Odobreno je razdoblje odgode od 30 dana na ove posebne obveznice. Ako Moskva ne izvrši uplatu, agencije za kreditni rejting će vjerojatno smatrati da je u bankrotu, a vlasnici obveznica počet će pregovarati. Ali čini se da ti pregovori ne obećavaju s obzirom na rusko gospodarsko gušenje i rastuću izolaciju.

Neke od obveznica koje je Rusija izdala imaju klauzulu koja dopušta plaćanje u rubljama, ali to se ne odnosi na kamate koje dospijevaju u srijedu. Rusija ih mora platiti u dolarima, a s obzirom na smanjenu vrijednost svoje valute, to je težak zadatak. Vlada svakako može pokušati premostiti ugovorne stavke na način da kaže "plaćamo vam u rubljama umjesto da vam uopće ne plaćamo".

Unatoč tome što je Rusija odsječena od mnogih financijskih mehanizama, američki Ured za kontrolu inozemne imovine odobrio je izuzeće za transakcije za osobe iz SAD-a u pogledu "primanja kamata, dividende ili plaćanja dospijeća u vezi s dugom ili vlasničkim kapitalom".

No, neplaćanje duga moglo bi otjerati nekoliko preostalih stranih ulagača Rusije iz zemlje, dodatno je izolirajući. Ako vlada ne plati, mnoge tvrtke bi mogle slijediti taj uzorak. Ovakav scenarij bi bio usporediv s onim što se dogodilo u Argentini 2020. godine, kaže Gerard DiPippo, viši stručni suradnik za ekonomiju u Centru za strateške i međunarodne studije. "Ovdje je velika razlika što je u pitanju šok koji investitori nisu očekivali prije dva ili tri mjeseca, dok se u Argentini moglo promatrati kako se problemi povećavaju", dodao je.

Dakle, ovo je situacija bez presedana, pošto ekonomisti obično mogu predvidjeti velike krize. “Obično postoje tzv. crvene zastavice, koje su ovdje izostale, jer je riječ o izvanrednoj situaciji. To je geostrateški događaj, praćen ogromnim sankcijama, raspadanjem gospodarstva, a sada i potencijalom neplaćanja duga”, objasnio je DiPippo.

Ruske obveznice uglavnom drže institucionalni ulagači - mirovinski fondovi, hedge fondovi i korporacije. Obveznicama se još uvijek može trgovati na sekundarnim tržištima i trenutno se trguju po oko 20 centi za dolar. “Pitanje je hoće li im se novac vratiti i hoće li na kraju biti isplaćene. Cijena obveznice odražava ta očekivanja”, rekao je DiPippo.

Na pitanje vjeruje li da su SAD i njihovi saveznici smatrali da će sankcije otežati Rusima plaćanje duga, DiPippo je kazao: "Pretpostavljam da su bili svjesni implikacija učinkovitog zamrzavanja mogućnosti ruske središnje banke da pristupi dolarima, eurima i drugim glavnim valutama."

Ruse prvenstveno pogađa deprecijacija rublje i njihova naglo pala kupovna moć. Ako Rusija neće platiti svoj dug, strani ulagači će postati još više neodlučni da posluju s tom zemljom. Rublja će patiti. Inače, ruska vlada zapravo i nije toliko dužna. Dio njihove strategije "tvrđave Rusije" bio je izgradnja bilance Moskve, prvenstveno deviznim rezervama i s nešto zlata, a zatim održavanje niske razine duga. Unutarnji dug Rusije je prošle godine iznosio oko 13 posto njenog bruto domaćeg proizvoda. Vanjski dug iznosi oko 150 milijardi dolara, a od toga samo 45 milijardi zapravo je u vlasništvu ruske vlade. Većina je u vlasništvu ruskih tvrtki i ruskih banaka. Najveća pojedinačna tvrtka koja posjeduje dug je naftni div Gazprom, ali ruski naftni i plinski sektor prilično je izoliran od zapadnih sankcija. Ipak, Rusima je teško prodati svoju naftu, osim uz visok popust zbog zabrinutosti da će doći pod sankcije, rekao je DiPippo za Al Jazeeru.
