Ideja nove američke vlade je dočekana s oduševljenjem diljem svijeta: privremeno ukinuti patente na cjepiva kako bi i proizvođači u nerazvijenim i siromašnijim zemljama također mogli za potrebe svog stanovništva proizvoditi cjepivo protiv koronavirusa. To bi trebalo smanjiti ogromne razlike koje vladaju u opskrbljenosti cjepivom protiv koronavirusa - piše Deutsche Welle.

Još prije nekoliko dana Svjetska zdravstvena organizacija (WHO) je priopćila kako je samo 0,2 posto od 700 milijuna doza cjepiva protiv koronavirusa, koliko je prema nekim procjenama izišlo u opticaj, otišlo u siromašne zemlje.

Zato ni ne čudi da je predsjednik WHO-a Tedros Adhanom Ghebreyesus inicijativu Washingtona nazvao "povijesnim momentom". Sličnim pridjevima inicijativu nove američke vlade pozdravile su i organizacija za zaštitu ljudskih prava kao i Liječnici bez granica.

Zadovoljstvo je izrazilo i stotinjak zemalja i nevladinih udruga iz Svjetske trgovinske organizacija (WTO) koje su podržavale inicijative Indije i Južne Afrike za ukidanjem patenata na cjepiva.

Bruxelles suzdržan

Europska unija, drugi najveći svjetski čimbenik kad je u pitanju proizvodnja cjepiva, je pozdravila inicijativu iz Washingtona, ali već s osjetno manje entuzijazma nego ostatak svijeta. Predsjednica Europske komisije Ursula von der Leyen je u prilično složenoj i zakučastoj rečenici poručila kako je Europska unije zainteresirana za pragmatično i brzo rješenje koje će brže dovesti do cilja koji je svima zajednički: pobjeda pandemije.

No, već je u nastavku naglasila kako je Europska unija "najveća demokracija na svijetu koja u velikom razmjeru izvozi cjepivo". I poručila, što je prije svega upućeno Washingtonu, kako je EU izvezao preko 200 milijuna doza što je, kako je naglasila, gotovo ista količina koju je i sam upotrijebio. U SAD-u je na snazi zabrana izvoza cjepiva. EU je naprotiv "ljekarna svijeta", kako je rekla Von der Leyen.

Berlin otvoreno protiv

Malo kasnije Njemačka, domovina Biontecha, nije više ni pokušavala sakriti svoju skepsu prema velikodušnom prijedlogu iz Washingtona. "Zaštita intelektualnog vlasništva je izvor inovacija i to tako mora ostati i u budućnosti", rekla je jedna glasnogovornica njemačke vlade za dnevnik Süddeutsche Zeitung. I dodala kako je stav vlade da ograničavajući faktor kad je u pitanju proizvodnja cjepiva nisu patenti nego visoki standardi kvalitete i nedostatak proizvodnih kapaciteta.

Ona je poručila kako njemačka vlada radi na tome kako da se u Njemačkoj i Europskoj uniji, ali i diljem svijeta poveća proizvodne kapacitete.

Prije toga su se oglasili i ministri zdravstva i pomoći zemljama u razvoju Jens Spahn i Gerd Müller, obojica pripadnici kršćansko-demokratske Unije CDU/CSU.

"Skinuti licencu s nekog patenta samo po sebi ne predstavlja niti jednu dozu cjepiva više na tržištu. Patent nije dovoljan. Treba znati i kako proizvoditi", rekao je minstar pomoći zemljama u razvoju Müller za Spiegel Online.

Ministar zdravstva Spahn izlaz iz pandemije vidi u povećanju proizvodnje cjepiva i pojačanom izvozu. No ministar vanjskih poslova Heiko Maas iz redova socijaldemokrata ne odbacuje ideju o privremenom ukidanju patenata. "Ako je to put koji može pomoći da se što više ljudi opskrbi cjepivom, onda je to pitanje koje si moramo postaviti", rekao je Maas.

Dobit od patenata – motor razvoja

Direktor i suvlasnik kompanije Biontech Ugur Sahin je već prije nekoliko dana odbacio ideju ukidanja patenta na cjepivo. On je još prošlog tjedna u razgovoru s dopisnicima stranih medija u Berlinu rekao kako ukidanje patenata "nije rješenje".

"Proizvodnja cjepiva je komplicirana i kvaliteta mora biti zajamčena", rekao je Sahin. Dionice njegove trke Biontech su u četvrtak izgubile 12 posto na vrijednosti.

No i čitava farmaceutska industrija se protivi ukidanju patenata. "Farmaceutski poduzetnici sami ulažu milijune u razvoj i istraživanje. Mnogi projekti propadaju, ali zato oni koji su uspješni moraju donositi i dobit. Bez izgleda na zaradu od patenata nestaje i spremnost na nove impulse", poručuju iz krovne udruge farmaceutske industrije. Generalni direktor farmaceutske udruge IMPFA Thomas Cueni ukazuje na kompliciranost procesa proizvodnje.

Jedna glasnogovornica Pfizera je, pokušavajući objasniti složenost proizvodnje, za New York Times rekla kako cjepivo protiv koronavirusa sadrži 280 komponenti koje šalje 86 dobavljača iz 19 zemalja.

No očito da diljem svijeta postoje tvrtke koje bi se usudile upustiti u kompliciranu proizvodnju cjepiva. Svjetska zdravstvena organizacija govori o 50 poduzeća diljem svijeta koja su pokazala zanimanje.

No za ukidanje dogovora o patentima je potrebna podrška svih zemalja članica WTO-a što je gotovo isključeno.

Ideja nove američke vlade je dočekana s oduševljenjem diljem svijeta: privremeno ukinuti patente na cjepiva kako bi i proizvođači u nerazvijenim i siromašnijim zemljama također mogli za potrebe svog stanovništva proizvoditi cjepivo protiv koronavirusa. To bi trebalo smanjiti ogromne razlike koje vladaju u opskrbljenosti cjepivom protiv koronavirusa - piše Deutsche Welle.

Još prije nekoliko dana Svjetska zdravstvena organizacija (WHO) je priopćila kako je samo 0,2 posto od 700 milijuna doza cjepiva protiv koronavirusa, koliko je prema nekim procjenama izišlo u opticaj, otišlo u siromašne zemlje.

Zato ni ne čudi da je predsjednik WHO-a Tedros Adhanom Ghebreyesus inicijativu Washingtona nazvao "povijesnim momentom". Sličnim pridjevima inicijativu nove američke vlade pozdravile su i organizacija za zaštitu ljudskih prava kao i Liječnici bez granica.

Zadovoljstvo je izrazilo i stotinjak zemalja i nevladinih udruga iz Svjetske trgovinske organizacija (WTO) koje su podržavale inicijative Indije i Južne Afrike za ukidanjem patenata na cjepiva.

Bruxelles suzdržan

Europska unija, drugi najveći svjetski čimbenik kad je u pitanju proizvodnja cjepiva, je pozdravila inicijativu iz Washingtona, ali već s osjetno manje entuzijazma nego ostatak svijeta. Predsjednica Europske komisije Ursula von der Leyen je u prilično složenoj i zakučastoj rečenici poručila kako je Europska unije zainteresirana za pragmatično i brzo rješenje koje će brže dovesti do cilja koji je svima zajednički: pobjeda pandemije.

No, već je u nastavku naglasila kako je Europska unija "najveća demokracija na svijetu koja u velikom razmjeru izvozi cjepivo". I poručila, što je prije svega upućeno Washingtonu, kako je EU izvezao preko 200 milijuna doza što je, kako je naglasila, gotovo ista količina koju je i sam upotrijebio. U SAD-u je na snazi zabrana izvoza cjepiva. EU je naprotiv "ljekarna svijeta", kako je rekla Von der Leyen.

Berlin otvoreno protiv

Malo kasnije Njemačka, domovina Biontecha, nije više ni pokušavala sakriti svoju skepsu prema velikodušnom prijedlogu iz Washingtona. "Zaštita intelektualnog vlasništva je izvor inovacija i to tako mora ostati i u budućnosti", rekla je jedna glasnogovornica njemačke vlade za dnevnik Süddeutsche Zeitung. I dodala kako je stav vlade da ograničavajući faktor kad je u pitanju proizvodnja cjepiva nisu patenti nego visoki standardi kvalitete i nedostatak proizvodnih kapaciteta.

Ona je poručila kako njemačka vlada radi na tome kako da se u Njemačkoj i Europskoj uniji, ali i diljem svijeta poveća proizvodne kapacitete.

Prije toga su se oglasili i ministri zdravstva i pomoći zemljama u razvoju Jens Spahn i Gerd Müller, obojica pripadnici kršćansko-demokratske Unije CDU/CSU.

"Skinuti licencu s nekog patenta samo po sebi ne predstavlja niti jednu dozu cjepiva više na tržištu. Patent nije dovoljan. Treba znati i kako proizvoditi", rekao je minstar pomoći zemljama u razvoju Müller za Spiegel Online.

Ministar zdravstva Spahn izlaz iz pandemije vidi u povećanju proizvodnje cjepiva i pojačanom izvozu. No ministar vanjskih poslova Heiko Maas iz redova socijaldemokrata ne odbacuje ideju o privremenom ukidanju patenata. "Ako je to put koji može pomoći da se što više ljudi opskrbi cjepivom, onda je to pitanje koje si moramo postaviti", rekao je Maas.

Dobit od patenata – motor razvoja

Direktor i suvlasnik kompanije Biontech Ugur Sahin je već prije nekoliko dana odbacio ideju ukidanja patenta na cjepivo. On je još prošlog tjedna u razgovoru s dopisnicima stranih medija u Berlinu rekao kako ukidanje patenata "nije rješenje".

"Proizvodnja cjepiva je komplicirana i kvaliteta mora biti zajamčena", rekao je Sahin. Dionice njegove trke Biontech su u četvrtak izgubile 12 posto na vrijednosti.

No i čitava farmaceutska industrija se protivi ukidanju patenata. "Farmaceutski poduzetnici sami ulažu milijune u razvoj i istraživanje. Mnogi projekti propadaju, ali zato oni koji su uspješni moraju donositi i dobit. Bez izgleda na zaradu od patenata nestaje i spremnost na nove impulse", poručuju iz krovne udruge farmaceutske industrije. Generalni direktor farmaceutske udruge IMPFA Thomas Cueni ukazuje na kompliciranost procesa proizvodnje.

Jedna glasnogovornica Pfizera je, pokušavajući objasniti složenost proizvodnje, za New York Times rekla kako cjepivo protiv koronavirusa sadrži 280 komponenti koje šalje 86 dobavljača iz 19 zemalja.

No očito da diljem svijeta postoje tvrtke koje bi se usudile upustiti u kompliciranu proizvodnju cjepiva. Svjetska zdravstvena organizacija govori o 50 poduzeća diljem svijeta koja su pokazala zanimanje.

No za ukidanje dogovora o patentima je potrebna podrška svih zemalja članica WTO-a što je gotovo isključeno.
