Rusija troškove rata u Ukrajini ne može pokriti rekordnim prihodima od prodaje nafte i plina, piše Financial Times.

Prema tvrdnjama ruskog ministra financija Antona Siluanova, proračunski deficit Rusije u 2022. godine iznosio je 3,35 bilijuna rubalja (45 milijardi eura), odnosno 2,3 posto BDP-a, prenosi Jutarnji.

Prije nego što je Rusija krajem veljače prošle godine napala Ukrajinu, Moskva je predviđala da će 2022. ostvariti suficit od jedan posto BDP-a, no u prosincu je tu projekciju revidirala te nagovijestila da će se ipak raditi o deficitu od dva posto.

Ovo priznanje o financijskim poteškoćama s kojima se Rusija susreće dolazi u trenutku kada zemlja bilježi rekordne prihode od prodaje nafte i plina. Pomogle su joj pritom i visoke cijene energenata te povećanje izvoza u Aziju.

Proračunski prihodi Rusije u 2022. godini narasli su za 10 posto u odnosu na 2021. godinu, ali su joj zato troškovi prošle godine narasli za golemih 26 posto. Detalji o potrošnji Moskve nisu poznati jer ih je ministarstvo financija u lipnju označilo kao povjerljive podatke. Razlog? "Sjedinjene Američke Države, Europska unija i druge neprijateljske zemlje pritišću Moskvu."

"Ne razumijemo distribuciju troškova, međutim možemo pretpostaviti da se većinom radi o potrošnji na vojsku. Usporedimo li planove potrošnje koji su objavljeni u lipnju i rujnu, planirana je potrošnja u rujnu narasla za dva bilijuna rubalja (27 milijardi eura). Onda je u prosincu ponovno narasla za dva bilijuna rubalja", rekla je Sofja Donec, ekonomistica ruske investicijske banke Renaissance Capital.

Moskva je deficit pokrila novcem iz državnog investicijskog funda, zaduživanjem te jednokratnim oporezivanjem energetskog giganta Gazproma.

"Unatoč geopolitičkoj situaciji, restrikcijama i sankcija, odradili smo planirane poslove", rekao je Siluanov. "Povećali smo potrošnju... i taj je novac uglavnom korišten za davanje podrške ljudima."

Ruski je ministar financija prilikom obrazlaganja proračunskih prihoda i troškova spomenuo povećanje mirovina i odgađani program subvencioniranih hipoteka, no nije ni riječi rekao o ratu u Ukrajini. Siluanov je rekao i da procijenjeni deficit od 2,3 posto sadržava i prebacivanje sredstava u socijalno osiguranje te druge neproračunske fondove. Kako je obrazložio ministar, ti fondovi 2022. nisu dobili dio sredstava jer je predsjednik Rusije Vladimir Putin tvrtke oslobodio određenih davanja.

Konzervativne fiskalne politike Rusiji su pomogle da stabilizira svoju poziciju, međutim zemlja će tek ove godine osjetiti punu snagu sankcija koje joj je Zapad nametnuo zbog invazije na Ukrajine.

Barel mješavine nafte Urali, ruskog ponosa i dike, sada košta manje od 40 dolara. Rusija je u zakonu o proračunu za 2023. godinu predvidjela da će se Urali prodavati po cijeni od 70 dolara.

"Ako prosječna cijena Urala bude 60 dolara po barelu, a državna potrošnja ostane ista, Rusija će se suočiti s deficitom od otprilike 4,5 posto BDP-a", rekla je ekonomistica Sofja Donec.

Ruska potrošnja na obranu, tuzemnu i inozemnu, trebala bi 2023. narasti za 3,5 bilijuna rubalja, odnosno 47 milijardi eura. Ta brojka predstavlja 30 posto svih ovogodišnjih proračunskih troškova.

"Ako je potrošnja u 2022. godine na kraju godine nadišla predviđanja, isto bi se moglo dogoditi i 2023.", rekla je Donec. "Ako joj prihodi padnu, a troškovi narastu, Rusija će ove godine morati potrošiti znantno više novca iz svog investicijskog fonda."

‘Restrikcije stavljene na cijenu ruske nafte Moskvu dnevno koštaju 172 milijuna dolara‘

Vodeći analitičar Centra za istraživanje energije i čistog zraka (CREA) Lauri Myllyvirta rekao je da restrikcije koje su stavljene na cijenu ruske nafte Moskvu dnevnu koštaju 172 milijuna dolara, javlja Bloomberg.

Ti će se izgubljeni prihodi popeti na 280 milijuna dolara kada će se restrikcije proširiti i na naftne prerađevine. "Zabrana uvoza i ograničenje cijene ruske nafte koje je uvela Europska unija počeli su djelovati i njihov je učinak značajan", rekao je Myllyvirta.

CREA je rekla da bi Europska unija trebala dodatno pritisnuti Moskvu te cijenu barela ruske nafte ograničiti na između 25 i 35 dolara. Trenutno ograničenje iznosi 60 dolara. Taj bi potez dnevne ruske naftne prihode spustio za još najmanje 100 milijuna eura.

"Ključno je da se cijena barela spusti do te mjere da nestanu profiti koje Kremlj potom može oporezovati te da se uvedu restrikcije na ostatak nafte i plina koji se uvoze iz Rusije", rekao je Myllyvirta.

Bloomberg navodi da Moskva gubicima može pokušati stati na kraj tako što će arbitrarno smanjiti svoje zalihe te tako nabiti cijenu barela nafte na svjetskim tržištima.

Kremlj se već prijetio da će to napraviti.

Ruski predsjednik Vladimir Putin konstatirao je da je ograničenje cijene ruske nafte "ilegalno".

Rusija je do sada izvezla 3,1 milijardu eura sirove nafte po ograničenoj cijeni, a većinu je tog novca oporezovao Kremlj.

Veće kazne za nepoštivanje međunarodnih propisa te sankcije koje bi obuhvatile i prodaju tankera mogle bi dnevne ruske prihode od fosilnih goriva srezati za još 200 milijuna dolara.

Rusija troškove rata u Ukrajini ne može pokriti rekordnim prihodima od prodaje nafte i plina, piše Financial Times.

Prema tvrdnjama ruskog ministra financija Antona Siluanova, proračunski deficit Rusije u 2022. godine iznosio je 3,35 bilijuna rubalja (45 milijardi eura), odnosno 2,3 posto BDP-a, prenosi Jutarnji.

Prije nego što je Rusija krajem veljače prošle godine napala Ukrajinu, Moskva je predviđala da će 2022. ostvariti suficit od jedan posto BDP-a, no u prosincu je tu projekciju revidirala te nagovijestila da će se ipak raditi o deficitu od dva posto.

Ovo priznanje o financijskim poteškoćama s kojima se Rusija susreće dolazi u trenutku kada zemlja bilježi rekordne prihode od prodaje nafte i plina. Pomogle su joj pritom i visoke cijene energenata te povećanje izvoza u Aziju.

Proračunski prihodi Rusije u 2022. godini narasli su za 10 posto u odnosu na 2021. godinu, ali su joj zato troškovi prošle godine narasli za golemih 26 posto. Detalji o potrošnji Moskve nisu poznati jer ih je ministarstvo financija u lipnju označilo kao povjerljive podatke. Razlog? "Sjedinjene Američke Države, Europska unija i druge neprijateljske zemlje pritišću Moskvu."

"Ne razumijemo distribuciju troškova, međutim možemo pretpostaviti da se većinom radi o potrošnji na vojsku. Usporedimo li planove potrošnje koji su objavljeni u lipnju i rujnu, planirana je potrošnja u rujnu narasla za dva bilijuna rubalja (27 milijardi eura). Onda je u prosincu ponovno narasla za dva bilijuna rubalja", rekla je Sofja Donec, ekonomistica ruske investicijske banke Renaissance Capital.

Moskva je deficit pokrila novcem iz državnog investicijskog funda, zaduživanjem te jednokratnim oporezivanjem energetskog giganta Gazproma.

"Unatoč geopolitičkoj situaciji, restrikcijama i sankcija, odradili smo planirane poslove", rekao je Siluanov. "Povećali smo potrošnju... i taj je novac uglavnom korišten za davanje podrške ljudima."

Ruski je ministar financija prilikom obrazlaganja proračunskih prihoda i troškova spomenuo povećanje mirovina i odgađani program subvencioniranih hipoteka, no nije ni riječi rekao o ratu u Ukrajini. Siluanov je rekao i da procijenjeni deficit od 2,3 posto sadržava i prebacivanje sredstava u socijalno osiguranje te druge neproračunske fondove. Kako je obrazložio ministar, ti fondovi 2022. nisu dobili dio sredstava jer je predsjednik Rusije Vladimir Putin tvrtke oslobodio određenih davanja.

Konzervativne fiskalne politike Rusiji su pomogle da stabilizira svoju poziciju, međutim zemlja će tek ove godine osjetiti punu snagu sankcija koje joj je Zapad nametnuo zbog invazije na Ukrajine.

Barel mješavine nafte Urali, ruskog ponosa i dike, sada košta manje od 40 dolara. Rusija je u zakonu o proračunu za 2023. godinu predvidjela da će se Urali prodavati po cijeni od 70 dolara.

"Ako prosječna cijena Urala bude 60 dolara po barelu, a državna potrošnja ostane ista, Rusija će se suočiti s deficitom od otprilike 4,5 posto BDP-a", rekla je ekonomistica Sofja Donec.

Ruska potrošnja na obranu, tuzemnu i inozemnu, trebala bi 2023. narasti za 3,5 bilijuna rubalja, odnosno 47 milijardi eura. Ta brojka predstavlja 30 posto svih ovogodišnjih proračunskih troškova.

"Ako je potrošnja u 2022. godine na kraju godine nadišla predviđanja, isto bi se moglo dogoditi i 2023.", rekla je Donec. "Ako joj prihodi padnu, a troškovi narastu, Rusija će ove godine morati potrošiti znantno više novca iz svog investicijskog fonda."

‘Restrikcije stavljene na cijenu ruske nafte Moskvu dnevno koštaju 172 milijuna dolara‘

Vodeći analitičar Centra za istraživanje energije i čistog zraka (CREA) Lauri Myllyvirta rekao je da restrikcije koje su stavljene na cijenu ruske nafte Moskvu dnevnu koštaju 172 milijuna dolara, javlja Bloomberg.

Ti će se izgubljeni prihodi popeti na 280 milijuna dolara kada će se restrikcije proširiti i na naftne prerađevine. "Zabrana uvoza i ograničenje cijene ruske nafte koje je uvela Europska unija počeli su djelovati i njihov je učinak značajan", rekao je Myllyvirta.

CREA je rekla da bi Europska unija trebala dodatno pritisnuti Moskvu te cijenu barela ruske nafte ograničiti na između 25 i 35 dolara. Trenutno ograničenje iznosi 60 dolara. Taj bi potez dnevne ruske naftne prihode spustio za još najmanje 100 milijuna eura.

"Ključno je da se cijena barela spusti do te mjere da nestanu profiti koje Kremlj potom može oporezovati te da se uvedu restrikcije na ostatak nafte i plina koji se uvoze iz Rusije", rekao je Myllyvirta.

Bloomberg navodi da Moskva gubicima može pokušati stati na kraj tako što će arbitrarno smanjiti svoje zalihe te tako nabiti cijenu barela nafte na svjetskim tržištima.

Kremlj se već prijetio da će to napraviti.

Ruski predsjednik Vladimir Putin konstatirao je da je ograničenje cijene ruske nafte "ilegalno".

Rusija je do sada izvezla 3,1 milijardu eura sirove nafte po ograničenoj cijeni, a većinu je tog novca oporezovao Kremlj.

Veće kazne za nepoštivanje međunarodnih propisa te sankcije koje bi obuhvatile i prodaju tankera mogle bi dnevne ruske prihode od fosilnih goriva srezati za još 200 milijuna dolara.
