Predsjednički izbori u Siriji, zakazani za srijedu 26. svibnja, započeli su nasiljem u – Libanonu. Točnije: u Bejrutu.

Ulični neredi izbili su u četvrtak, kad su lokalne skupine civila napale kolonu autobusa i automobila sa sirijskim izbjeglicama koji su krenuli u ambasadu Sirije, smještene na rubu Bejruta, kako bi glasali. Naime, za Sirijce u inozemstvu glasanje počinje tjedan prije izbornog dana u domovini.

Sirijci su napadnuti jer je bilo očito za koga će glasati: vozila u koloni bila su okićena portretima sirijskog predsjednika Bashara al-Assada i službenim zastavama Sirije (opozicijsko-islamistička zastava Sirije je drukčija od službene), a iz vozila su se orile patriotske pjesme u slavu Assada i Sirijske arapske armije (SAA).

To je bilo dovoljno da izazove bijes onog dijela libanonskih građana koji nisu skloni Assadu, pa je vesela kolona prilično stradala: na više vozila razbijeni su prozori, zastave sekularne Sirije su spaljene, a ima i ozlijeđenih.

Assad sigurno dobiva

U etničko-vjerskom loncu Libanona, jednako kompleksnom kao onome u Siriji (ako ne i kompleksnijem), ima dovoljno građana koji ne vole dinastiju Assad. Veliki dio tog animoziteta potječe još od vremena Basharova oca Hafeza al-Assada, koji je Sirijom vladao od 1971. do 2000., a kojeg mnogi Libanonci krive za prisustvo sirijske vojska u Libanonu za građanskog rata od 1975. do 1990. godine.

Iako se sirijska vojska još 2005. povukla iz Libanona – a povukao ju je upravo Hafezov sin Bashar al-Assad – stari animozitet je ostao, a njemu je pridodan i novi, jer je Assad mlađi pobjedom u sirijskom ratu ozlojedio one koji su podržavali islamističku opoziciju, a takvih ima i u Libanonu. Prvenstveno među sunitima, kojih je u Libanonu oko 30 posto, baš koliko i šijita (Assad pripada alavitima, ogranku šijitskog islama).

K tome, danas u Libanonu živi oko milijun izbjeglica iz Sirije, što čini 15 posto populacije Libanona, pa i ta činjenica zacijelo stvara dodatne tenzije unutar eksplozivnog libanonskog korpusa.

Tako su izbori u Siriji dobili negativnu reklamu. Sami izbori, pak, bit će prilično dosadni: smatra se da će Assad dobiti preko 80 posto glasova, kao i svaki put dosad: na referendumu iz 2007. dobio je 97 posto, a na izborima iz 2014. godine 88 posto.

A sada će mu ratna pobjeda dati dodatni vjetar u izborna jedra, tako da dvoje protukandidata (bivši ministar Abdallah Salloum Abdallah i predstavnik tzv. „tolerirane opozicije” Mahmoud Marei) nema nikakve šanse.

Opozicija iz Saudijske Arabije

Zanimljivije od samih izbora bit će reakcije tzv. međunarodne zajednice. O tim reakcijama ne moramo nagađati, jer su se već dogodile: vodeće zapadne zemlje unaprijed su izbore u Siriji proglasile „nedemokratskom farsom”.

O tome se 28. travnja raspravljalo na mjesečnom zasjedanju Vijeća sigurnosti UN-a: SAD, Francuska i Britanija poručile su da neće priznati rezultate, što je Moskva osudila kao oblik „uplitanja” protivan međunarodnom pravu.

Nazvavši sirijske izbore „lažnim”, veleposlanica SAD-a pri UN-u Linda Thomas-Greenfield pozvala je vlasti u Damasku da uzmu u obzir „sudjelovanje izbjeglica, prognanika i dijaspore na izborima”, ustvrdivši da se „nećemo zavaravati”.

Francuski veleposlanik Nicolas de Rivière prisnažio je da njegova zemlja neće priznati „nikakvu valjanost” izbora, jer će se glasanje održati „pod isključivom kontrolom režima, bez međunarodnog nadzora”. Slično je izjavila i britanska predstavnica Sonia Farrey:

„Izbori u nedostatku sigurnog i neutralnog okruženja, u klimi trajnog straha, kada milijuni Sirijaca ovise o humanitarnoj pomoći (...) ne daju politički legitimitet, već pokazuju prezir prema sirijskom narodu”, rekla je Farrey.

Zapad, naravno, podržava Assadovu opoziciju, koja je također izbore unaprijed proglasila nelegitimnima, nazivajući Assadove protukandidate „produžetkom režima”.

Pritom nije zgorega znati da se ta sirijska opozicija oglašava iz Rijada, iz Saudijske Arabije. Tko nešto zna o stupnju liberalizma u toj kraljevini, može iz toga izvući određene zaključke.

Dvije međunarodne zajednice

Baš kao i u sirijskom ratu, u obranu Damaska ustala je Rusija. Izrazivši žaljenje zbog „negativne medijske pozadine oko budućih izbora”, ruski ambasador u UN-u Vasilij Nebenzia rekao je kako je „uznemirujuće vidjeti da su neke zemlje neprijateljske prema samoj ideji o predstojećim izborima i da su ih već požurile proglasiti nelegitimnima”.

„Unatoč svim teškoćama, sirijske vlasti ulažu napore da osiguraju funkcioniranje države”, dodao je Nebenzia, osuđujući „miješanje u unutarnje stvari Sirije (kao) neprihvatljivo i protivno postojećim međunarodnim zakonskim normama”.

Nužno je, na kraju, uočiti razlike između Zapada i ostatka svijeta oko definicije „međunarodne zajednice”. Kako ćemo vidjeti, to su (doslovno) različiti svjetovi.

Za Zapad će izbori u Siriji biti provedeni „bez međunarodnog nadzora”. No sirijska agencija Sana davno je objavila da su vlasti u Damasku pozvale parlamentarce „iz bratskih i prijateljskih zemalja da prate postupak izbora predsjednika Sirijske Arapske Republike (...) kako bi saznali o njegovom napretku”.

Među petnaest pozvanih država su Rusija, Kina, Iran, Alžir, Kuba, Venezuela, Ekvador i Bolivija. Osim što je riječ o bloku zemalja koje su u sirijskom ratu bile uz Damask (oružano, materijalno, moralno), to su i zemlje koje razvijaju drukčije društveno-

ekonomske i društveno-političke modele od zapadnog, odnosno koje vode nezavisnu vanjsku politiku, izvan dominantne Pax Americane.

Eto zašto u optici Zapada te zemlje ne spadaju u „međunarodnu zajednicu”. Očito je: dvije međunarodne zajednice (zasad) se teško prožimaju.

Predsjednički izbori u Siriji, zakazani za srijedu 26. svibnja, započeli su nasiljem u – Libanonu. Točnije: u Bejrutu.

Ulični neredi izbili su u četvrtak, kad su lokalne skupine civila napale kolonu autobusa i automobila sa sirijskim izbjeglicama koji su krenuli u ambasadu Sirije, smještene na rubu Bejruta, kako bi glasali. Naime, za Sirijce u inozemstvu glasanje počinje tjedan prije izbornog dana u domovini.

Sirijci su napadnuti jer je bilo očito za koga će glasati: vozila u koloni bila su okićena portretima sirijskog predsjednika Bashara al-Assada i službenim zastavama Sirije (opozicijsko-islamistička zastava Sirije je drukčija od službene), a iz vozila su se orile patriotske pjesme u slavu Assada i Sirijske arapske armije (SAA).

To je bilo dovoljno da izazove bijes onog dijela libanonskih građana koji nisu skloni Assadu, pa je vesela kolona prilično stradala: na više vozila razbijeni su prozori, zastave sekularne Sirije su spaljene, a ima i ozlijeđenih.

Assad sigurno dobiva

U etničko-vjerskom loncu Libanona, jednako kompleksnom kao onome u Siriji (ako ne i kompleksnijem), ima dovoljno građana koji ne vole dinastiju Assad. Veliki dio tog animoziteta potječe još od vremena Basharova oca Hafeza al-Assada, koji je Sirijom vladao od 1971. do 2000., a kojeg mnogi Libanonci krive za prisustvo sirijske vojska u Libanonu za građanskog rata od 1975. do 1990. godine.

Iako se sirijska vojska još 2005. povukla iz Libanona – a povukao ju je upravo Hafezov sin Bashar al-Assad – stari animozitet je ostao, a njemu je pridodan i novi, jer je Assad mlađi pobjedom u sirijskom ratu ozlojedio one koji su podržavali islamističku opoziciju, a takvih ima i u Libanonu. Prvenstveno među sunitima, kojih je u Libanonu oko 30 posto, baš koliko i šijita (Assad pripada alavitima, ogranku šijitskog islama).

K tome, danas u Libanonu živi oko milijun izbjeglica iz Sirije, što čini 15 posto populacije Libanona, pa i ta činjenica zacijelo stvara dodatne tenzije unutar eksplozivnog libanonskog korpusa.

Tako su izbori u Siriji dobili negativnu reklamu. Sami izbori, pak, bit će prilično dosadni: smatra se da će Assad dobiti preko 80 posto glasova, kao i svaki put dosad: na referendumu iz 2007. dobio je 97 posto, a na izborima iz 2014. godine 88 posto.

A sada će mu ratna pobjeda dati dodatni vjetar u izborna jedra, tako da dvoje protukandidata (bivši ministar Abdallah Salloum Abdallah i predstavnik tzv. „tolerirane opozicije” Mahmoud Marei) nema nikakve šanse.

Opozicija iz Saudijske Arabije

Zanimljivije od samih izbora bit će reakcije tzv. međunarodne zajednice. O tim reakcijama ne moramo nagađati, jer su se već dogodile: vodeće zapadne zemlje unaprijed su izbore u Siriji proglasile „nedemokratskom farsom”.

O tome se 28. travnja raspravljalo na mjesečnom zasjedanju Vijeća sigurnosti UN-a: SAD, Francuska i Britanija poručile su da neće priznati rezultate, što je Moskva osudila kao oblik „uplitanja” protivan međunarodnom pravu.

Nazvavši sirijske izbore „lažnim”, veleposlanica SAD-a pri UN-u Linda Thomas-Greenfield pozvala je vlasti u Damasku da uzmu u obzir „sudjelovanje izbjeglica, prognanika i dijaspore na izborima”, ustvrdivši da se „nećemo zavaravati”.

Francuski veleposlanik Nicolas de Rivière prisnažio je da njegova zemlja neće priznati „nikakvu valjanost” izbora, jer će se glasanje održati „pod isključivom kontrolom režima, bez međunarodnog nadzora”. Slično je izjavila i britanska predstavnica Sonia Farrey:

„Izbori u nedostatku sigurnog i neutralnog okruženja, u klimi trajnog straha, kada milijuni Sirijaca ovise o humanitarnoj pomoći (...) ne daju politički legitimitet, već pokazuju prezir prema sirijskom narodu”, rekla je Farrey.

Zapad, naravno, podržava Assadovu opoziciju, koja je također izbore unaprijed proglasila nelegitimnima, nazivajući Assadove protukandidate „produžetkom režima”.

Pritom nije zgorega znati da se ta sirijska opozicija oglašava iz Rijada, iz Saudijske Arabije. Tko nešto zna o stupnju liberalizma u toj kraljevini, može iz toga izvući određene zaključke.

Dvije međunarodne zajednice

Baš kao i u sirijskom ratu, u obranu Damaska ustala je Rusija. Izrazivši žaljenje zbog „negativne medijske pozadine oko budućih izbora”, ruski ambasador u UN-u Vasilij Nebenzia rekao je kako je „uznemirujuće vidjeti da su neke zemlje neprijateljske prema samoj ideji o predstojećim izborima i da su ih već požurile proglasiti nelegitimnima”.

„Unatoč svim teškoćama, sirijske vlasti ulažu napore da osiguraju funkcioniranje države”, dodao je Nebenzia, osuđujući „miješanje u unutarnje stvari Sirije (kao) neprihvatljivo i protivno postojećim međunarodnim zakonskim normama”.

Nužno je, na kraju, uočiti razlike između Zapada i ostatka svijeta oko definicije „međunarodne zajednice”. Kako ćemo vidjeti, to su (doslovno) različiti svjetovi.

Za Zapad će izbori u Siriji biti provedeni „bez međunarodnog nadzora”. No sirijska agencija Sana davno je objavila da su vlasti u Damasku pozvale parlamentarce „iz bratskih i prijateljskih zemalja da prate postupak izbora predsjednika Sirijske Arapske Republike (...) kako bi saznali o njegovom napretku”.

Među petnaest pozvanih država su Rusija, Kina, Iran, Alžir, Kuba, Venezuela, Ekvador i Bolivija. Osim što je riječ o bloku zemalja koje su u sirijskom ratu bile uz Damask (oružano, materijalno, moralno), to su i zemlje koje razvijaju drukčije društveno-

ekonomske i društveno-političke modele od zapadnog, odnosno koje vode nezavisnu vanjsku politiku, izvan dominantne Pax Americane.

Eto zašto u optici Zapada te zemlje ne spadaju u „međunarodnu zajednicu”. Očito je: dvije međunarodne zajednice (zasad) se teško prožimaju.
