Dok Europska unija i Sjedinjene Američke Države pooštravaju sankcije protiv režima bjeloruskog vlastodršca Aleksandra Lukašenka, Rusija već godinama financijski podržava svog zapadnog susjeda. Početkom ljeta Bjelorusija je dobila novu tranšu ruskog zajma u visini 500 milijuna američkih dolara (423 milijuna eura). Isti iznos je već uplaćen prije šest mjeseci.

Izvana ovo može izgledati kao normalan veliki kredit, koji jedna zemlja daje drugoj i za to ubire kamate. Ali, u bjelorusko-ruskim odnosima je to drugačije, smatraju promatrači: kamate se gomilaju, kreditna zaduženja rastu iz godine u godinu a Minsk unatoč tomu dobiva uvijek nove kredite, piše Deutsche Welle. 

Ovaj oblik financijske podrške, u kojoj Rusija Bjelorusiju doslovno subvencionira, postoji već godinama. Samo u razdoblju od 2005. do 2015. se, prema navodima Međunarodnog monetarnog fonda (MMF) iz Rusije u bjelorusku privredu slilo 106 milijardi dolara (90 milijardi eura).

Snižene cijene za naftu i plin

Ekonomska podrška Bjelorusije ruskim novcem dijeli se na dva glavna toka: legalni i ilegalni. Niti jedan pak nije tržišno orijentiran i oba idu na teret ruskog državnog proračuna. Najočiglednije su subvencije u energetskom sektoru: niske cijene za isporuku plina, kao i oslobađanje carina za ruske isporuke nafte bjeloruskim rafinerijama te naftne derivate iz Rusije.

„U posljednjih 20 godina se cijena plina za Bjelorusiju samo dva puta približila cijeni plina za Europu. I oba puta je Bjelorusija obustavila isplatu i zahtijevala popuste", kaže Sergej Kondratjev, zamjenik direktora ekonomskog odjela Instituta za energetiku i financije u Moskvi. Prema procjenama ovog instituta, Rusija je Bjelorusiju od 2011. do 2020. subvencionirala preko niskih cijena sirovina s 35 milijardi američkih dolara (30 milijardi eura) kada se radilo o nafti i s 19 milijardi dolara (16 milijardi eura) kod isporuka plina.

Rusija je najbolja bjeloruska banka

Drugi legalni tok subvencija su jeftini krediti za Minsk, čiji rok otplate Moskva stalno produžava. I uvjeti se konstantno mijenjaju. Najbolji primjer je kredit u visini od 10 milijardi dolara (8,5 milijardi eura) za izgradnju bjeloruske nuklearke. „Bjelorusija je dobila dugoročno „grace" razdoblje kao i mogućnost otplate po smanjenoj stopi. Takve uvjete Bjelorusija ne bi mogla dobiti na slobodnom tržištu", kazao je Kondratjev.

Nejasno je kako će se trošiti ruski krediti. Minsk ih koristi po vlastitom nahođenju. Bogdan Bespalko, član Vijeća za međuetničke veze u Predsjedništvu Ruske Federacije sumnja u to da se novi krediti koriste kako bi se pokrili stari. „Veliki dio posljednje tranše od 500 milijuna američkih dolara će definitivno biti upotrijebljen za to da se pokriju krediti kod ruskih koncerna“, kaže Bespalko.

Treći važan legalni mehanizam za podršku bjeloruskoj privredi su preferencijalni uvjeti za pristup ruskom tržištu. Druge partnerske zemlje Rusije unutar Euroazijske ekonomske unije ne uživaju takve povlastice kao bjeloruske tvrtke. Promatrači vjeruju da je to ono što omogućava postojanje čitavih sektora bjeloruske industrije, prije svega u prehrambenoj i strojarskoj industriji. Prema proračunu moskovskog Instituta za energetiku i financije, preferencije za pristup ruskom tržištu su, pored zajmova s niskim kamatnim stopama, donijeli bjeloruskoj privredi u razdoblju od 2011. do 2020. oko 11 milijardi dolara (9 milijardi eura).

Cigarete iz gnojiva

Postoje i drugi financijski tokovi, kojima se podržava Bjelorusija, ali oni, moglo bi se reći, nisu na dobrovoljnoj bazi ruske strane. Ovi tokovi su daleko manji od legalnih, ali također nanose štetu državnom budžetu Rusije. Riječ je o krijumčarenju, omogućenom ukidanjem graničnih kontrola i favoriziranog statusa Bjelorusije. Tu se ubraja i uvoz proizvoda iz Europske unije, koji su pod protu-sankcijama Rusije.U Bjelorusiji im se promijene naljepnice, opreme lažnim carinskim papirima i transportiraju dalje u Rusiju. Pored toga, roba se šverca bez plaćanja poreza na potrošnju.

"Pri tom, tu zarađuje samo Bjelorusija. Jedan primjer su bjeloruske cigarete. Pošiljka s oko milijun kutija se doprema u Rusiju bez carinskih markica. Omiljeni način je da se cigarete transportiraju sakrivene u mineralnom gnojivu", kaže Kondratjev. Sve u svemu, šteta za Rusiju zbog ilegalnog uvoza duhanskih proizvoda je od 2011. do 2020. iznosila oko 2,6 milijardi dolara, a zbog uvoza robe koja je pod sankcijama od 2014. do 2020. oko 4,2 milijarde dolara.

Drugi izvor prihoda za Minsk je konfiskacija imovine ruskih poduzetnika u Bjelorusiji. Najpoznatiji primjer je Belgazprobank iz 2020. godine. „Uspostavljanje privremene uprave dovelo je do masivnog odljeva depozita i imovine i nanijelo štetu ruskim dioničarima. I to nije usamljen slučaj. Poznati su nam slučajevi zaplijene robe ruskih pošiljaoca, koja je bila samo u tranzitu kroz Bjelorusiju", kaže Kondratjev.

„Rusija ne podržava niti jednu drugu zemlju kao što to čini s Bjelorusijom. Ali je državni proračun Rusije na gubitku. Istodobno se ne može reći da je ovaj oblik podrške bjeloruskoj privredi omiljen i da se sredstva efikasno koriste. Naprotiv, vidimo stalnu stagnaciju", kaže Bogdan Bespalko.

Dok Europska unija i Sjedinjene Američke Države pooštravaju sankcije protiv režima bjeloruskog vlastodršca Aleksandra Lukašenka, Rusija već godinama financijski podržava svog zapadnog susjeda. Početkom ljeta Bjelorusija je dobila novu tranšu ruskog zajma u visini 500 milijuna američkih dolara (423 milijuna eura). Isti iznos je već uplaćen prije šest mjeseci.

Izvana ovo može izgledati kao normalan veliki kredit, koji jedna zemlja daje drugoj i za to ubire kamate. Ali, u bjelorusko-ruskim odnosima je to drugačije, smatraju promatrači: kamate se gomilaju, kreditna zaduženja rastu iz godine u godinu a Minsk unatoč tomu dobiva uvijek nove kredite, piše Deutsche Welle. 

Ovaj oblik financijske podrške, u kojoj Rusija Bjelorusiju doslovno subvencionira, postoji već godinama. Samo u razdoblju od 2005. do 2015. se, prema navodima Međunarodnog monetarnog fonda (MMF) iz Rusije u bjelorusku privredu slilo 106 milijardi dolara (90 milijardi eura).

Snižene cijene za naftu i plin

Ekonomska podrška Bjelorusije ruskim novcem dijeli se na dva glavna toka: legalni i ilegalni. Niti jedan pak nije tržišno orijentiran i oba idu na teret ruskog državnog proračuna. Najočiglednije su subvencije u energetskom sektoru: niske cijene za isporuku plina, kao i oslobađanje carina za ruske isporuke nafte bjeloruskim rafinerijama te naftne derivate iz Rusije.

„U posljednjih 20 godina se cijena plina za Bjelorusiju samo dva puta približila cijeni plina za Europu. I oba puta je Bjelorusija obustavila isplatu i zahtijevala popuste", kaže Sergej Kondratjev, zamjenik direktora ekonomskog odjela Instituta za energetiku i financije u Moskvi. Prema procjenama ovog instituta, Rusija je Bjelorusiju od 2011. do 2020. subvencionirala preko niskih cijena sirovina s 35 milijardi američkih dolara (30 milijardi eura) kada se radilo o nafti i s 19 milijardi dolara (16 milijardi eura) kod isporuka plina.

Rusija je najbolja bjeloruska banka

Drugi legalni tok subvencija su jeftini krediti za Minsk, čiji rok otplate Moskva stalno produžava. I uvjeti se konstantno mijenjaju. Najbolji primjer je kredit u visini od 10 milijardi dolara (8,5 milijardi eura) za izgradnju bjeloruske nuklearke. „Bjelorusija je dobila dugoročno „grace" razdoblje kao i mogućnost otplate po smanjenoj stopi. Takve uvjete Bjelorusija ne bi mogla dobiti na slobodnom tržištu", kazao je Kondratjev.

Nejasno je kako će se trošiti ruski krediti. Minsk ih koristi po vlastitom nahođenju. Bogdan Bespalko, član Vijeća za međuetničke veze u Predsjedništvu Ruske Federacije sumnja u to da se novi krediti koriste kako bi se pokrili stari. „Veliki dio posljednje tranše od 500 milijuna američkih dolara će definitivno biti upotrijebljen za to da se pokriju krediti kod ruskih koncerna“, kaže Bespalko.

Treći važan legalni mehanizam za podršku bjeloruskoj privredi su preferencijalni uvjeti za pristup ruskom tržištu. Druge partnerske zemlje Rusije unutar Euroazijske ekonomske unije ne uživaju takve povlastice kao bjeloruske tvrtke. Promatrači vjeruju da je to ono što omogućava postojanje čitavih sektora bjeloruske industrije, prije svega u prehrambenoj i strojarskoj industriji. Prema proračunu moskovskog Instituta za energetiku i financije, preferencije za pristup ruskom tržištu su, pored zajmova s niskim kamatnim stopama, donijeli bjeloruskoj privredi u razdoblju od 2011. do 2020. oko 11 milijardi dolara (9 milijardi eura).

Cigarete iz gnojiva

Postoje i drugi financijski tokovi, kojima se podržava Bjelorusija, ali oni, moglo bi se reći, nisu na dobrovoljnoj bazi ruske strane. Ovi tokovi su daleko manji od legalnih, ali također nanose štetu državnom budžetu Rusije. Riječ je o krijumčarenju, omogućenom ukidanjem graničnih kontrola i favoriziranog statusa Bjelorusije. Tu se ubraja i uvoz proizvoda iz Europske unije, koji su pod protu-sankcijama Rusije.U Bjelorusiji im se promijene naljepnice, opreme lažnim carinskim papirima i transportiraju dalje u Rusiju. Pored toga, roba se šverca bez plaćanja poreza na potrošnju.

"Pri tom, tu zarađuje samo Bjelorusija. Jedan primjer su bjeloruske cigarete. Pošiljka s oko milijun kutija se doprema u Rusiju bez carinskih markica. Omiljeni način je da se cigarete transportiraju sakrivene u mineralnom gnojivu", kaže Kondratjev. Sve u svemu, šteta za Rusiju zbog ilegalnog uvoza duhanskih proizvoda je od 2011. do 2020. iznosila oko 2,6 milijardi dolara, a zbog uvoza robe koja je pod sankcijama od 2014. do 2020. oko 4,2 milijarde dolara.

Drugi izvor prihoda za Minsk je konfiskacija imovine ruskih poduzetnika u Bjelorusiji. Najpoznatiji primjer je Belgazprobank iz 2020. godine. „Uspostavljanje privremene uprave dovelo je do masivnog odljeva depozita i imovine i nanijelo štetu ruskim dioničarima. I to nije usamljen slučaj. Poznati su nam slučajevi zaplijene robe ruskih pošiljaoca, koja je bila samo u tranzitu kroz Bjelorusiju", kaže Kondratjev.

„Rusija ne podržava niti jednu drugu zemlju kao što to čini s Bjelorusijom. Ali je državni proračun Rusije na gubitku. Istodobno se ne može reći da je ovaj oblik podrške bjeloruskoj privredi omiljen i da se sredstva efikasno koriste. Naprotiv, vidimo stalnu stagnaciju", kaže Bogdan Bespalko.
