Gnjev zbog slabe željezničke sigurnosti u Grčkoj ključa, nakon što su vlasti objavile audio u kojem je strojovođi vlaka, uoči jedne od najgorih željezničkih nesreća u povijesti, rečeno da zanemari crveno svjetlo.

Prosvjednici su se sukobili s policijom u Ateni, ministar prometa podnio je ostavku nakon tragedije, a sindikat željezničkih radnika stupio je u štrajk, optužujući vladu za ignoranciju i nepoštovanje.

Broj poginulih u nesreći kod grada Larisse trenutno iznosi 57 i riječ je mahom o mladim ljudima, studentima. Još gotovo toliko ih je u bolnici, od čega je barem šestero kritično.

Grčka ima slabu evidenciju sigurnosti putnika u željezničkom prometu u usporedbi s drugim zemljama u Europi. I prije zadnje strašne nesreće bilježili su najveću stopu smrtnosti u željezničkom prometu: od 2018. do 2020. bili su prvi među 28 zemalja na europskom kontinentu, prema izvješću Agencije Europske unije za željeznice. Plod je to niza loših strateških odluka grčke države, počevši s privatizacijom cijelokupnog željezničkog sustava za smiješne novce (govorilo se svojedobno o samo 45 milijuna eura).

Privatizacija željeznice Grčkoj je nametnuta iz EU-a u sklopu svojedobnih mjera štednje, te je ona prodana jednoj talijanskoj tvrtki koju se još iz proračuna obilno subvencioniralo. Sindikat željezničkih radnika godinama je upozoravao da se željeznice neadekvatno održavaju i da su nesreće sve češće. Sad se s političkih govornica tvrdi da je nesreća u Larisi nezamisliva tragedija, no sve je bilo odavno itekako predvidivo da se slušalo upozorenja: koordinacija između vlakova ovisila je o lošem i primitivnom sustavu veze i o neškolovanim kadrovima, a i nepotizam, korupcija i ignoriranje standarda sigurnosti učinili su svoje. Vlade su godinama imale druge prioritete, a sad najodgovorniji lome ruke nad strašnom tragedijom koja je mnoge obitelji zavila u crno.

Nikola Tsikalakis koji vodi Udrugu željezničkih radnika izjavio je za Guardian da se cijeli sustav ne samo koprca u kroničnom nedostatku osoblja, nego i beznadno tehnološki zaostaje za modernim vremenom.

„Država je sama izglasala propis po kojemu na željeznici treba biti barem 2100 ljudi, a danas je u cijeloj Grčkoj opslužuje samo 750 radnika. Nije normalno ni da šef željezničke stanice mora razgovarati telefonom s drugim šefom željezničke stanice da bi promet normalno funkcionirao. Sve bi trebalo biti puno više automatizirano i samim tim sigurnije za osoblje i putnike”, kazao je Tsikalakis.

Analitičar nesreća Konstantinos Hasiotis kaže da je bilo dugih odgoda u instaliranju elektroničkog radarskog sustava za sigurnost vlakova, koji je Grčka izvorno nabavila još prije dva desetljeća.

"Odgovornost moraju preuzeti svi oni koji su upravljali modernizacijom mreže", rekao je Hasiotis za AFP.

Predsjednik sindikata strojovođa Kostas Genidounias rekao je da će njegova organizacija uskoro objaviti dokaz političke odgovornosti za sigurnosne propuste.

"Postoje mnogi dokumenti koje ćemo objaviti", rekao je, "jer kako elektroničke zaštite nisu bile operativne od 2000. godine, kontrola vlakova i dalje se obavljala "ručno".

Čak je i glasnogovornik vlade Yiannis Economou priznao "kašnjenja" u postavljanju zaštitnih mjerača na trasi gdje se dogodila nesreća, što je rezultat kronične bolesti i desetljeća neuspjeha u upravljanju državom.

Nesreća je razotkrila i zbunjujuću mješavinu neodgovornosti između privatnog željezničkog operatera Hellenic Train te državne tvrtke OSE koja još uvijek posjeduje mrežu pruga, i državnog nadzornog tijela nominalno zaduženog za kontrolu sigurnosti. Ove tri instance sad igraju otvoreni ping-pong s odgovornošću za tragediju.

Prošloga mjeseca Europska komisija uputila je Grčku pred Sud pravde EU-a jer nije potpisala i objavila sporazum s OSE-om koji je potreban prema direktivi iz 2012., u interesu transparentnosti. Iako se direktiva nije posebno odnosila na sigurnosna pitanja, glasnogovornik Komisije je primijetio da je EU već podržala 16 željezničkih projekata u Grčkoj od 2014. godine, investiravši dosad gotovo 700 milijuna eura.

Grčka tragedija zorno svjedoči koliko su dužnosnička grabež, partijske protekcije, korupcija i nepotizam smrtonosne pojave po svaku državu i društvo.

Gnjev zbog slabe željezničke sigurnosti u Grčkoj ključa, nakon što su vlasti objavile audio u kojem je strojovođi vlaka, uoči jedne od najgorih željezničkih nesreća u povijesti, rečeno da zanemari crveno svjetlo.

Prosvjednici su se sukobili s policijom u Ateni, ministar prometa podnio je ostavku nakon tragedije, a sindikat željezničkih radnika stupio je u štrajk, optužujući vladu za ignoranciju i nepoštovanje.

Broj poginulih u nesreći kod grada Larisse trenutno iznosi 57 i riječ je mahom o mladim ljudima, studentima. Još gotovo toliko ih je u bolnici, od čega je barem šestero kritično.

Grčka ima slabu evidenciju sigurnosti putnika u željezničkom prometu u usporedbi s drugim zemljama u Europi. I prije zadnje strašne nesreće bilježili su najveću stopu smrtnosti u željezničkom prometu: od 2018. do 2020. bili su prvi među 28 zemalja na europskom kontinentu, prema izvješću Agencije Europske unije za željeznice. Plod je to niza loših strateških odluka grčke države, počevši s privatizacijom cijelokupnog željezničkog sustava za smiješne novce (govorilo se svojedobno o samo 45 milijuna eura).

Privatizacija željeznice Grčkoj je nametnuta iz EU-a u sklopu svojedobnih mjera štednje, te je ona prodana jednoj talijanskoj tvrtki koju se još iz proračuna obilno subvencioniralo. Sindikat željezničkih radnika godinama je upozoravao da se željeznice neadekvatno održavaju i da su nesreće sve češće. Sad se s političkih govornica tvrdi da je nesreća u Larisi nezamisliva tragedija, no sve je bilo odavno itekako predvidivo da se slušalo upozorenja: koordinacija između vlakova ovisila je o lošem i primitivnom sustavu veze i o neškolovanim kadrovima, a i nepotizam, korupcija i ignoriranje standarda sigurnosti učinili su svoje. Vlade su godinama imale druge prioritete, a sad najodgovorniji lome ruke nad strašnom tragedijom koja je mnoge obitelji zavila u crno.

Nikola Tsikalakis koji vodi Udrugu željezničkih radnika izjavio je za Guardian da se cijeli sustav ne samo koprca u kroničnom nedostatku osoblja, nego i beznadno tehnološki zaostaje za modernim vremenom.

„Država je sama izglasala propis po kojemu na željeznici treba biti barem 2100 ljudi, a danas je u cijeloj Grčkoj opslužuje samo 750 radnika. Nije normalno ni da šef željezničke stanice mora razgovarati telefonom s drugim šefom željezničke stanice da bi promet normalno funkcionirao. Sve bi trebalo biti puno više automatizirano i samim tim sigurnije za osoblje i putnike”, kazao je Tsikalakis.

Analitičar nesreća Konstantinos Hasiotis kaže da je bilo dugih odgoda u instaliranju elektroničkog radarskog sustava za sigurnost vlakova, koji je Grčka izvorno nabavila još prije dva desetljeća.

"Odgovornost moraju preuzeti svi oni koji su upravljali modernizacijom mreže", rekao je Hasiotis za AFP.

Predsjednik sindikata strojovođa Kostas Genidounias rekao je da će njegova organizacija uskoro objaviti dokaz političke odgovornosti za sigurnosne propuste.

"Postoje mnogi dokumenti koje ćemo objaviti", rekao je, "jer kako elektroničke zaštite nisu bile operativne od 2000. godine, kontrola vlakova i dalje se obavljala "ručno".

Čak je i glasnogovornik vlade Yiannis Economou priznao "kašnjenja" u postavljanju zaštitnih mjerača na trasi gdje se dogodila nesreća, što je rezultat kronične bolesti i desetljeća neuspjeha u upravljanju državom.

Nesreća je razotkrila i zbunjujuću mješavinu neodgovornosti između privatnog željezničkog operatera Hellenic Train te državne tvrtke OSE koja još uvijek posjeduje mrežu pruga, i državnog nadzornog tijela nominalno zaduženog za kontrolu sigurnosti. Ove tri instance sad igraju otvoreni ping-pong s odgovornošću za tragediju.

Prošloga mjeseca Europska komisija uputila je Grčku pred Sud pravde EU-a jer nije potpisala i objavila sporazum s OSE-om koji je potreban prema direktivi iz 2012., u interesu transparentnosti. Iako se direktiva nije posebno odnosila na sigurnosna pitanja, glasnogovornik Komisije je primijetio da je EU već podržala 16 željezničkih projekata u Grčkoj od 2014. godine, investiravši dosad gotovo 700 milijuna eura.

Grčka tragedija zorno svjedoči koliko su dužnosnička grabež, partijske protekcije, korupcija i nepotizam smrtonosne pojave po svaku državu i društvo.
