Dragan Markovina, hrvatski povjesničar i publicist, rekao je u intervjuu za Federalni radio Bosne i Hercegovine da HDZ te zemlje neće bojkotirati izbore, već naprotiv težiti što boljem rezultatu, a onda, kao i obično, blokirati uspostavu vlasti.

- Problem je što mi svi zatvaramo oči pred nečim što je očito, a to je da se mi možemo praviti da 'treći entitet' ne postoji, ali on zapravo postoji, dakle ja živim u zapadnom dijelu Mostara i plaćam račune firmi koja se zove EP HZHB, netko tko živi u istočnom dijelu Mostara plaća račune EP BiH. Nažalost. Kao što je sramota i žalost da se Hrvatska miješa u unutrašnja pitanja BiH - istaknuo je Markovina.

U BiH kao da je stalno na sceni neki zamrznuti konflikt koji stalno producira nesreću, nervozu i histeriju oko toga što će biti sa zemljom, smatra Markovina.

- Ako me pitate kako s distance izgleda situacija u BiH, mogu vam reći da izgleda jako opterećujuće za ljude koji bi recimo htjeli živjeti najnormalnije svoj svakodnevni život - rekao je povjesničar. 

Da ste me pitali prije par mjeseci o opstojnosti BiH, prije ruskog napada na Ukrajinu, ja ne bih bio tako siguran da se RS neće otcijepiti.

- Međutim, sada jesam siguran da neće, jer bez efektivne pomoći Rusije to je neostvarivo, ne bi u tome niti Srbija sudjelovala, jer ipak ima dovoljno racionalnosti u Aleksandru Vučiću da to ne napravi. Tako da to se formalno neće dogoditi. BiH će nastaviti postojati, ali mislim da je ogroman problem da ona postoji samo na ovoj razini, da ima granice i da ima pat poziciju unutar zemlje i da ne postoji nikakav unutrašnji dogovor koji će biti na fonu izgradnje zajedničke zemlje pa makar oko neke tri stvari koje ćemo staviti na papir i raditi na njima. Niti to ne postoji i možemo se ovako i deset narednih godina ovim baviti. I to je najveći problem BiH - poručio je Markovina.

On vjeruje da najava HNS-a o poduzimanju pravnih procedura i političkih koraka za novu institucionalnu i teritorijalnu organizaciju BiH na načelima federalizma i konsocijacijske demokracije ne treba zabrinjavati.

- Neće se od toga dogoditi ništa, to je jasno kao dan, kao što je jasno kao dan da će HDZ BiH izaći na izbore i da će nastojati imati što bolji rezultat i da će onda kao i do sad nastaviti blokirati bilo kakvo formiranje vlasti nakon izbora - naglasio je Markovina.

Dodao je i da su Bošnjaci u Stocu i Čapljini obespravljeni, navodi Federalna.ba.

- Čak i ono što im je garantirano na papiru, od pozicija u Općinskom vijeću do zapošljavanja u institucijama, niti minimum nisu dobili. Svi to sve znamo. Ali ne možemo ništa napraviti dok se nešto temeljno ne promijeni. A neće se promijeniti, jer netko ne želi da se promijeni. A Dayton mogu promijeniti samo oni koji su natjerali ove naše da ga potpišu - smatra publicist.

Markovina je iznio mišljenje i o izbornom zakonu, naglasivši prije toga da se ono što ima reći neće svidjeti mnogim ljudima u Sarajevu.

- Jesu problem BiH i Milorad Dodik i Dragan Čović, ali da sad maknete njih, bonskim ovlastima recimo, onaj tko dođe zagovarat će istu stvar iz jednostavnog razloga što ogromna većina Srba i Hrvata podržava te politike. To je stvar oko koje se ne bismo trebali zanositi. I to je srž problema BiH, što ona nema unutarnji konsenzus o tome kako treba izgledati. Ja ne mislim da će HNS napraviti formalno ikakvu teritorijalnu organizaciju niti je to moguće bez novog rata, niti, kao što sam već rekao, da će bojkotirati izbore, već će bojkotirati uspostavu vlasti nakon izbora. Najiskrenije kažem, stalno sam u Mostaru i pričam s ljudima i preko 95 posto Hrvata jednostavno ne želi to da ne mogu birati svog člana Predsjedništva, mnogi od njih su glasali za Željka Komšića kad je prvi put bio kandidat SDP-a, a sad im je ta opcija u potpunosti neprihvatljiva. Dakle, može se ignorirati to raspoloženje, ali ako ga se ignorira neće se puno dobiti. Ja se ne slažem ni u čemu s HDZ-om, ali smatram da BiH nužno treba nekakav unutarnji dogovor, pa i o Izbornom zakonu. Ali ne ide, pa sam u više navrata govorio da se Hrvatima dopusti da biraju člana Predsjedništva, a da se smanje ovlasti Doma naroda i da se ukine mogućnost blokada, i da je to već sasvim razumno rješenje. Ali kad jedni popuste na jednom, drugi neće popustiti na drugom i obrnuto, i zato mislim da je puno veći problem BiH od potencijalnog raspada koji se neće dogoditi da vječno traje ovo stanje statusa quo u kojem se ništa ne pomiče - zaključio je povijesničar. 

Dodao je da bi trebalo pronaći minimalni konsenzus, ali da to nije moguće bez aktivnijeg pritiska Međunarodne zajednice.

Iznio je i svoje mišljenje o aktualnom hrvatskom predsjedniku ​Zoranu Milanoviću​, usporedivši ga s prvih hrvatskim predsjednikom ​Franjom Tuđmanom. "Milanović je štetočina samo malo manje od Franje Tuđmana zato što na svu sreću nema ovlasti kojen je imao Franjo Tuđman", rekao je Markovina.

- Hrvatski predsjednik nema realne ovlasti, ali kad je riječ o BiH poanta je da i Plenković i Milanović u osnovi žele isto, ono sve što želi i Dragan Čović. To nije ništa novo, ali stvar je u tome da naprosto to želi i ogromna većina Hrvata u BiH. Sad je pitanje samo je li pošteno i u redu, a mislim da nije, da se itko iz Zagreba bavi time kako će izgledati Izborni zakon u BiH. Kao što nije uredu da se itko iz Srbije bavi time kako će izgledati bilo što u BiH. To nije pristojno, jer je BiH međunarodno priznata država i Hrvati imaju mehanizme u njoj i koriste ih da bi se zaštitili. Te iste mehanizme imaju i Srbi i Bošnjaci. Nema potrebe producirati nervozu i sa strane nametati bilo što, a nažalost to radi Hrvatska - kazao je između ostalog Markovina za Radio Federacije Bosne i Hercegovine u razgovoru s urednicom i voditeljicom Jasenkom Tica Isović.

Dragan Markovina, hrvatski povjesničar i publicist, rekao je u intervjuu za Federalni radio Bosne i Hercegovine da HDZ te zemlje neće bojkotirati izbore, već naprotiv težiti što boljem rezultatu, a onda, kao i obično, blokirati uspostavu vlasti.

- Problem je što mi svi zatvaramo oči pred nečim što je očito, a to je da se mi možemo praviti da 'treći entitet' ne postoji, ali on zapravo postoji, dakle ja živim u zapadnom dijelu Mostara i plaćam račune firmi koja se zove EP HZHB, netko tko živi u istočnom dijelu Mostara plaća račune EP BiH. Nažalost. Kao što je sramota i žalost da se Hrvatska miješa u unutrašnja pitanja BiH - istaknuo je Markovina.

U BiH kao da je stalno na sceni neki zamrznuti konflikt koji stalno producira nesreću, nervozu i histeriju oko toga što će biti sa zemljom, smatra Markovina.

- Ako me pitate kako s distance izgleda situacija u BiH, mogu vam reći da izgleda jako opterećujuće za ljude koji bi recimo htjeli živjeti najnormalnije svoj svakodnevni život - rekao je povjesničar. 

Da ste me pitali prije par mjeseci o opstojnosti BiH, prije ruskog napada na Ukrajinu, ja ne bih bio tako siguran da se RS neće otcijepiti.

- Međutim, sada jesam siguran da neće, jer bez efektivne pomoći Rusije to je neostvarivo, ne bi u tome niti Srbija sudjelovala, jer ipak ima dovoljno racionalnosti u Aleksandru Vučiću da to ne napravi. Tako da to se formalno neće dogoditi. BiH će nastaviti postojati, ali mislim da je ogroman problem da ona postoji samo na ovoj razini, da ima granice i da ima pat poziciju unutar zemlje i da ne postoji nikakav unutrašnji dogovor koji će biti na fonu izgradnje zajedničke zemlje pa makar oko neke tri stvari koje ćemo staviti na papir i raditi na njima. Niti to ne postoji i možemo se ovako i deset narednih godina ovim baviti. I to je najveći problem BiH - poručio je Markovina.

On vjeruje da najava HNS-a o poduzimanju pravnih procedura i političkih koraka za novu institucionalnu i teritorijalnu organizaciju BiH na načelima federalizma i konsocijacijske demokracije ne treba zabrinjavati.

- Neće se od toga dogoditi ništa, to je jasno kao dan, kao što je jasno kao dan da će HDZ BiH izaći na izbore i da će nastojati imati što bolji rezultat i da će onda kao i do sad nastaviti blokirati bilo kakvo formiranje vlasti nakon izbora - naglasio je Markovina.

Dodao je i da su Bošnjaci u Stocu i Čapljini obespravljeni, navodi Federalna.ba.

- Čak i ono što im je garantirano na papiru, od pozicija u Općinskom vijeću do zapošljavanja u institucijama, niti minimum nisu dobili. Svi to sve znamo. Ali ne možemo ništa napraviti dok se nešto temeljno ne promijeni. A neće se promijeniti, jer netko ne želi da se promijeni. A Dayton mogu promijeniti samo oni koji su natjerali ove naše da ga potpišu - smatra publicist.

Markovina je iznio mišljenje i o izbornom zakonu, naglasivši prije toga da se ono što ima reći neće svidjeti mnogim ljudima u Sarajevu.

- Jesu problem BiH i Milorad Dodik i Dragan Čović, ali da sad maknete njih, bonskim ovlastima recimo, onaj tko dođe zagovarat će istu stvar iz jednostavnog razloga što ogromna većina Srba i Hrvata podržava te politike. To je stvar oko koje se ne bismo trebali zanositi. I to je srž problema BiH, što ona nema unutarnji konsenzus o tome kako treba izgledati. Ja ne mislim da će HNS napraviti formalno ikakvu teritorijalnu organizaciju niti je to moguće bez novog rata, niti, kao što sam već rekao, da će bojkotirati izbore, već će bojkotirati uspostavu vlasti nakon izbora. Najiskrenije kažem, stalno sam u Mostaru i pričam s ljudima i preko 95 posto Hrvata jednostavno ne želi to da ne mogu birati svog člana Predsjedništva, mnogi od njih su glasali za Željka Komšića kad je prvi put bio kandidat SDP-a, a sad im je ta opcija u potpunosti neprihvatljiva. Dakle, može se ignorirati to raspoloženje, ali ako ga se ignorira neće se puno dobiti. Ja se ne slažem ni u čemu s HDZ-om, ali smatram da BiH nužno treba nekakav unutarnji dogovor, pa i o Izbornom zakonu. Ali ne ide, pa sam u više navrata govorio da se Hrvatima dopusti da biraju člana Predsjedništva, a da se smanje ovlasti Doma naroda i da se ukine mogućnost blokada, i da je to već sasvim razumno rješenje. Ali kad jedni popuste na jednom, drugi neće popustiti na drugom i obrnuto, i zato mislim da je puno veći problem BiH od potencijalnog raspada koji se neće dogoditi da vječno traje ovo stanje statusa quo u kojem se ništa ne pomiče - zaključio je povijesničar. 

Dodao je da bi trebalo pronaći minimalni konsenzus, ali da to nije moguće bez aktivnijeg pritiska Međunarodne zajednice.

Iznio je i svoje mišljenje o aktualnom hrvatskom predsjedniku ​Zoranu Milanoviću​, usporedivši ga s prvih hrvatskim predsjednikom ​Franjom Tuđmanom. "Milanović je štetočina samo malo manje od Franje Tuđmana zato što na svu sreću nema ovlasti kojen je imao Franjo Tuđman", rekao je Markovina.

- Hrvatski predsjednik nema realne ovlasti, ali kad je riječ o BiH poanta je da i Plenković i Milanović u osnovi žele isto, ono sve što želi i Dragan Čović. To nije ništa novo, ali stvar je u tome da naprosto to želi i ogromna većina Hrvata u BiH. Sad je pitanje samo je li pošteno i u redu, a mislim da nije, da se itko iz Zagreba bavi time kako će izgledati Izborni zakon u BiH. Kao što nije uredu da se itko iz Srbije bavi time kako će izgledati bilo što u BiH. To nije pristojno, jer je BiH međunarodno priznata država i Hrvati imaju mehanizme u njoj i koriste ih da bi se zaštitili. Te iste mehanizme imaju i Srbi i Bošnjaci. Nema potrebe producirati nervozu i sa strane nametati bilo što, a nažalost to radi Hrvatska - kazao je između ostalog Markovina za Radio Federacije Bosne i Hercegovine u razgovoru s urednicom i voditeljicom Jasenkom Tica Isović.
