Vlasti u Republici Srpskoj planiraju donijeti zakon kojim će nametnuti strogi nadzor nad radom nevladinih organizacija u tom entitetu, a one koje dobivaju bilo kakva sredstva iz inozemstva obvezati da se registriraju kao "strani agenti" što su EU i SAD osudili i ocijenili neprihvatljivim.
Vlada RS koju kontrolira Milorad Dodik uputila je entitetskom parlamentu na razmatranje nacrt zakona "o posebnom registru i javnosti rada neprofitnih organizacija".
Taj bi se dokument na sjednici entitetskog parlamenta trebao naći već narednog tjedna, a kako Dodikova koalicija tamo ima čvrstu većinu očekuje se i njegovo brzo usvajanje.
Dodik je još u ožujku najavio donošenje cijelog niza zakona za koje su novinari, nevladin sektor te oporbene političke stranke ocijenili kako im je cilj ograničiti slobodu govora i time ugušiti kritike na račun vlasti.
Već je usvojen zakon kojim je u RS kriminalizirana kleveta, a vlasti su sada pripremile zakonsko rješenje kojim će, kako je navedeno u obrazloženju, spriječiti "urušavanje pravnog sustava i ustavnog uređenja RS i štetne posljedice na rad tijela i organizacija RS".
U praksi to znači i kaznenu odgovornost za nevladine organizacije i njihove članove za koje se ocijeni da djeluju kao "agent stranog utjecaja".
Dodik se pri najavi donošenja novog represivnog zakona pozvao na rješenja kakva postoje u SAD, no američko veleposlanstvo u BiH ocijenilo je kako je ono što je predloženo u konačnici puno bliže cenzuri i nadzoru kakav provodi Rusija.
U reakciji veleposlanstva navodi se kako će ovim zakonom RS biti još više gurnuta u autokraciju i omogućiti vlasti izbjegavanje bilo kakvog nadzora i kritike.
"Nacrt (zakona) postavlja stroge uvjete za nevladine organizacije i novinare i podsjeća na restriktivne zakone koje je Rusija koristila kako bi ugušila drugačije mišljenje i uništila građansko društvo. Ovaj potez protiv nevladinih organizacija još je jedan pokušaj podrivanja sloboda građana BiH od strane Vlade RS", stajalište je veleposlanstva SAD.
Delegacija EU reagirala je na sličan način upozoravajući kako je sadržaj nacrta zakona korak unatrag na putu ka članstvu EU.
Nejasno postavljene zakonske odredbe, kako se ističe, omogućavaju široku interpretaciju pa tako i sankcioniranje prekršitelja.
"Prekomjerne obveze izvještavanja, uključujući pojačani inspekcijski nadzor, odgovornost i novčane kazne, nametnut će ograničenja slobodnog djelovanja organizacijama civilnog društva", stoji u očitovanju Delegacije EU u BiH koja je pozvala zastupnike u parlamentu RS da odbiju ovakav zakon.

Vlasti u Republici Srpskoj planiraju donijeti zakon kojim će nametnuti strogi nadzor nad radom nevladinih organizacija u tom entitetu, a one koje dobivaju bilo kakva sredstva iz inozemstva obvezati da se registriraju kao "strani agenti" što su EU i SAD osudili i ocijenili neprihvatljivim.
Vlada RS koju kontrolira Milorad Dodik uputila je entitetskom parlamentu na razmatranje nacrt zakona "o posebnom registru i javnosti rada neprofitnih organizacija".
Taj bi se dokument na sjednici entitetskog parlamenta trebao naći već narednog tjedna, a kako Dodikova koalicija tamo ima čvrstu većinu očekuje se i njegovo brzo usvajanje.
Dodik je još u ožujku najavio donošenje cijelog niza zakona za koje su novinari, nevladin sektor te oporbene političke stranke ocijenili kako im je cilj ograničiti slobodu govora i time ugušiti kritike na račun vlasti.
Već je usvojen zakon kojim je u RS kriminalizirana kleveta, a vlasti su sada pripremile zakonsko rješenje kojim će, kako je navedeno u obrazloženju, spriječiti "urušavanje pravnog sustava i ustavnog uređenja RS i štetne posljedice na rad tijela i organizacija RS".
U praksi to znači i kaznenu odgovornost za nevladine organizacije i njihove članove za koje se ocijeni da djeluju kao "agent stranog utjecaja".
Dodik se pri najavi donošenja novog represivnog zakona pozvao na rješenja kakva postoje u SAD, no američko veleposlanstvo u BiH ocijenilo je kako je ono što je predloženo u konačnici puno bliže cenzuri i nadzoru kakav provodi Rusija.
U reakciji veleposlanstva navodi se kako će ovim zakonom RS biti još više gurnuta u autokraciju i omogućiti vlasti izbjegavanje bilo kakvog nadzora i kritike.
"Nacrt (zakona) postavlja stroge uvjete za nevladine organizacije i novinare i podsjeća na restriktivne zakone koje je Rusija koristila kako bi ugušila drugačije mišljenje i uništila građansko društvo. Ovaj potez protiv nevladinih organizacija još je jedan pokušaj podrivanja sloboda građana BiH od strane Vlade RS", stajalište je veleposlanstva SAD.
Delegacija EU reagirala je na sličan način upozoravajući kako je sadržaj nacrta zakona korak unatrag na putu ka članstvu EU.
Nejasno postavljene zakonske odredbe, kako se ističe, omogućavaju široku interpretaciju pa tako i sankcioniranje prekršitelja.
"Prekomjerne obveze izvještavanja, uključujući pojačani inspekcijski nadzor, odgovornost i novčane kazne, nametnut će ograničenja slobodnog djelovanja organizacijama civilnog društva", stoji u očitovanju Delegacije EU u BiH koja je pozvala zastupnike u parlamentu RS da odbiju ovakav zakon.
