Kutije s potpisima za referendum – njih točno 82 – mostovci su u ponedjeljak, 24. siječnja, u snijegom zabijeljenu zgradu Sabora počeli unositi nešto prije 12 sati.

Nakon čega su najmanje tri stvari postale potpuno jasne. Most je, bar nominalno, prikupio dovoljan broj potpisa. Utvrđivanje koliko je od 410.533 potpisa za inicijativu "Odlučujmo zajedno" i 409.219 za inicijativu "Dosta je" valjano, prvi put će moći nadzirati promatrači. A ako potpisa doista bude više od potrebnih 368.867, o sudbini referenduma odlučivat će Ustavni sud.

Bit će promatrača

– Ovo je pobjeda građana i jasna poruka Vladi i Ustavnom sudu da ljudi očekuju referendum. Od Vlade tražim da budu jednako efikasni kao što smo bili i mi, i u jednakom vremenu u kojemu smo mi u Mostu prebrojali potpise, to i oni učine – poručio je u ponedjeljak predsjednik Mosta Božo Petrov. Most je, podsjetimo, potpise sortirao i brojio tijekom posljednjih mjesec dana. Nikola Grmoja istaknuo je, pak, primjer Sinja, jedinoga grada u Hrvatskoj u koji COVID potvrde nikada nisu uvedene.

– Mnogi su se junačili, na kraju su kleknuli i morali pristati na COVID potvrde nakon što je izmijenjen zakon. Nikada nećemo pristati na nešto za što nema racionalnog objašnjenja. Postupali smo na temelju relevantnih znanstvenih činjenica. Zato ovo nije politička, već moralna pobjeda. Mislim da Ustavni sud osjeća bilo javnosti i da neće imati hrabrosti proglasiti referendum neustavnim – ocijenio je Grmoja.

Predsjednik Hrvatskog sabora Gordan Jandroković objasnio je, pak, proceduru koja slijedi. Odboru za Ustav, Poslovnik i politički sustav uputit će zahtjev referendumskih inicijativa za održavanjem referenduma i zapisnik o primopredaji potpisa. Odbor će potom uputiti plenarnoj sjednici zaključak kojim će od Vlade zatražiti da utvrdi broj i vjerodostojnost potpisa.

Kad Vlada to učini, znat će se postoji li dovoljan broj potpisa za raspisivanje referenduma ili ne. Ako ne postoji, referenduma nema. A ako postoji, predsjednik Sabora šalje Odboru izvješće Vlade i tada Odbor može ili uputiti plenarnoj sjednici zaključak da se provede referendum, ili od Ustavnog suda zatražiti mišljenje jesu li referendumska pitanja u skladu s Ustavom. Ustavni sud ima rok od 30 dana za svoj pravorijek.

Jandroković je najavio i jedan veliki novitet vezan uz postupak brojenja potpisa.

– Bit će sigurno promatrača, kako ni jedna strana ne bi mogla dovoditi u pitanje relevantnost odluke o brojenju potpisa – poručio je predsjednik Sabora.

Ogolile se rupe

Mostove referendumske inicijative protiv COVID potvrda i "stožerokracije" ponovno su ogolile sve rupe u proceduri s raspisivanjem referenduma. A u nejasnoj proceduri svi mogu loviti u mutnom, i referendumske inicijative, s koje god one strane dolazile, i vladajući, ako im održavanje referenduma o pojedinom pitanju ne odgovara.

Nigdje tako nije propisano tko nadgleda prikupljanje potpisa. Nigdje na štandovima nema ni stranačkih ni nezavisnih promatrača. Pa javnost tako ne zna "prelijevaju" li se imena građana koji su prije potpisali za jednu neuspjelu u neku novu, potpuno drugu inicijativu.

Potpisi za referendum protiv uvođenja eura, koje su Suverenisti pokušali prikupiti u listopadu prošle godine, misteriozno su nestali. Je li ih netko mogao prepisati na potpisnu listu za Mostov referendum? U teoriji jest, u praksi za sada o tome nema nikakvih indicija.

Sumnja prati i rok za prestanak prikupljanje potpisa. Tko jamči da se potpisi kriomice ne prikupljaju i tjednima nakon isteka dvotjednog roka? Nitko, osim časne riječi organizatora referendumske inicijative.

Nitko do sada nije kontrolirao ni proceduru brojenja potpisa. Ona je potpuno prepuštena Vladi i njezinim tijelima. Nije definirano ni koliko dugo ta procedura provjere može trajati. Posljednji put – a riječ je bila o inicijativama "Narod odlučuje" i "Istina o istanbulskoj" – vjerodostojnost glasova provjeravala se puna četiri mjeseca, od lipnja do listopada 2018. Što je – ma što mislili o ovim inicijativama – nedopustivo predugo.

Nije im u interesu

Jedini rok koji je propisan jest onaj od 30 dana u kojemu Ustavni sud, nakon što od Sabora primi zahtjev za ocjenu ustavnosti referendumskog pitanja, mora donijeti svoju odluku. No puno bi logičnije bilo da Ustavni sud i prije nego se potpisi prikupe kaže je li pitanje u skladu s Ustavom ili nije.

To bi u startu riješilo sve dileme. A građane poštedjelo političkog cirkusa koji prati svaku referendumsku temu. Skupljanja bodova, bildanja mišića i neizostavnog natezanja.

No to očito nije bilo u interesu nijedne vlade do sada. Ne samo ove Plenkovićeve.

Kutije s potpisima za referendum – njih točno 82 – mostovci su u ponedjeljak, 24. siječnja, u snijegom zabijeljenu zgradu Sabora počeli unositi nešto prije 12 sati.

Nakon čega su najmanje tri stvari postale potpuno jasne. Most je, bar nominalno, prikupio dovoljan broj potpisa. Utvrđivanje koliko je od 410.533 potpisa za inicijativu "Odlučujmo zajedno" i 409.219 za inicijativu "Dosta je" valjano, prvi put će moći nadzirati promatrači. A ako potpisa doista bude više od potrebnih 368.867, o sudbini referenduma odlučivat će Ustavni sud.

– Ovo je pobjeda građana i jasna poruka Vladi i Ustavnom sudu da ljudi očekuju referendum. Od Vlade tražim da budu jednako efikasni kao što smo bili i mi, i u jednakom vremenu u kojemu smo mi u Mostu prebrojali potpise, to i oni učine – poručio je u ponedjeljak predsjednik Mosta Božo Petrov. Most je, podsjetimo, potpise sortirao i brojio tijekom posljednjih mjesec dana. Nikola Grmoja istaknuo je, pak, primjer Sinja, jedinoga grada u Hrvatskoj u koji COVID potvrde nikada nisu uvedene.

– Mnogi su se junačili, na kraju su kleknuli i morali pristati na COVID potvrde nakon što je izmijenjen zakon. Nikada nećemo pristati na nešto za što nema racionalnog objašnjenja. Postupali smo na temelju relevantnih znanstvenih činjenica. Zato ovo nije politička, već moralna pobjeda. Mislim da Ustavni sud osjeća bilo javnosti i da neće imati hrabrosti proglasiti referendum neustavnim – ocijenio je Grmoja.

Predsjednik Hrvatskog sabora Gordan Jandroković objasnio je, pak, proceduru koja slijedi. Odboru za Ustav, Poslovnik i politički sustav uputit će zahtjev referendumskih inicijativa za održavanjem referenduma i zapisnik o primopredaji potpisa. Odbor će potom uputiti plenarnoj sjednici zaključak kojim će od Vlade zatražiti da utvrdi broj i vjerodostojnost potpisa.

Kad Vlada to učini, znat će se postoji li dovoljan broj potpisa za raspisivanje referenduma ili ne. Ako ne postoji, referenduma nema. A ako postoji, predsjednik Sabora šalje Odboru izvješće Vlade i tada Odbor može ili uputiti plenarnoj sjednici zaključak da se provede referendum, ili od Ustavnog suda zatražiti mišljenje jesu li referendumska pitanja u skladu s Ustavom. Ustavni sud ima rok od 30 dana za svoj pravorijek.

Jandroković je najavio i jedan veliki novitet vezan uz postupak brojenja potpisa.

– Bit će sigurno promatrača, kako ni jedna strana ne bi mogla dovoditi u pitanje relevantnost odluke o brojenju potpisa – poručio je predsjednik Sabora.

Ogolile se rupe

Mostove referendumske inicijative protiv COVID potvrda i "stožerokracije" ponovno su ogolile sve rupe u proceduri s raspisivanjem referenduma. A u nejasnoj proceduri svi mogu loviti u mutnom, i referendumske inicijative, s koje god one strane dolazile, i vladajući, ako im održavanje referenduma o pojedinom pitanju ne odgovara.

Nigdje tako nije propisano tko nadgleda prikupljanje potpisa. Nigdje na štandovima nema ni stranačkih ni nezavisnih promatrača. Pa javnost tako ne zna "prelijevaju" li se imena građana koji su prije potpisali za jednu neuspjelu u neku novu, potpuno drugu inicijativu.

Potpisi za referendum protiv uvođenja eura, koje su Suverenisti pokušali prikupiti u listopadu prošle godine, misteriozno su nestali. Je li ih netko mogao prepisati na potpisnu listu za Mostov referendum? U teoriji jest, u praksi za sada o tome nema nikakvih indicija.

Sumnja prati i rok za prestanak prikupljanje potpisa. Tko jamči da se potpisi kriomice ne prikupljaju i tjednima nakon isteka dvotjednog roka? Nitko, osim časne riječi organizatora referendumske inicijative.

Nitko do sada nije kontrolirao ni proceduru brojenja potpisa. Ona je potpuno prepuštena Vladi i njezinim tijelima. Nije definirano ni koliko dugo ta procedura provjere može trajati. Posljednji put – a riječ je bila o inicijativama "Narod odlučuje" i "Istina o istanbulskoj" – vjerodostojnost glasova provjeravala se puna četiri mjeseca, od lipnja do listopada 2018. Što je – ma što mislili o ovim inicijativama – nedopustivo predugo.

Nije im u interesu

Jedini rok koji je propisan jest onaj od 30 dana u kojemu Ustavni sud, nakon što od Sabora primi zahtjev za ocjenu ustavnosti referendumskog pitanja, mora donijeti svoju odluku. No puno bi logičnije bilo da Ustavni sud i prije nego se potpisi prikupe kaže je li pitanje u skladu s Ustavom ili nije.

To bi u startu riješilo sve dileme. A građane poštedjelo političkog cirkusa koji prati svaku referendumsku temu. Skupljanja bodova, bildanja mišića i neizostavnog natezanja.

No to očito nije bilo u interesu nijedne vlade do sada. Ne samo ove Plenkovićeve.

Kutije s potpisima za referendum – njih točno 82 – mostovci su u ponedjeljak, 24. siječnja, u snijegom zabijeljenu zgradu Sabora počeli unositi nešto prije 12 sati.

Nakon čega su najmanje tri stvari postale potpuno jasne. Most je, bar nominalno, prikupio dovoljan broj potpisa. Utvrđivanje koliko je od 410.533 potpisa za inicijativu "Odlučujmo zajedno" i 409.219 za inicijativu "Dosta je" valjano, prvi put će moći nadzirati promatrači. A ako potpisa doista bude više od potrebnih 368.867, o sudbini referenduma odlučivat će Ustavni sud.
