Građani Siska čiji su domovi stradali u razornom potresu, prema izmijenjenom Zakonu o obnovi, jedini će u Sisačko-moslavačkoj županiji imati imovinski cenzus, a oni koji prelaze taj cenzus iz svojeg će džepa morati platiti 20 posto troška obnove. Stanovnici Petrinje, Gline i ostalih mjesta neće imati nikakav cenzus i država će im u potpunosti platiti obnovu, piše Goran Penić za Jutarnji list.

Ovu nelogičnost i, po svemu sudeći, diskriminatornu odredbu uočili smo proučavajući detaljno sve izmjene Zakona o obnovi koji je Vlada poslala Saboru, a koju su nam potvrdili i u Ministarstvu graditeljstva.

Zakon, naime, definira da će država u potpunosti financirati obnovu na potpomognutim područjima na kojima je proglašena katastrofa. Sisačko-moslavačka županija u kojoj je proglašena katastrofa ima sedam gradova i 12 općina, od toga je čak 17 mjesta potpomognuto, dok Sisak i Kutina ne spadaju pod tu kategoriju. Budući da Kutina nije stradala u potresu, ispada da je najveća žrtva ovog zakona Sisak, jer će jedini imati imovinski cenzus.

9500 oštećenih objekata

Kada je riječ o Karlovačkoj županiji, od ukupno pet gradova i 17 općina, samo Karlovac, Duga Resa, Ozalj i Ogulin nisu potpomognuta područja, no u tim gradovima nije niti zabilježena šteta od potresa pa se na njih ne odnosi zakon.

U Sisku je, s druge strane, prijavljeno čak 9500 objekata koji su pretrpjeli štetu, a od toga je zasad 427 objekata s crvenom naljepnicom.

Na građane Siska će se, dakle, odnositi odredbe zakona kao i za Zagrepčane, stanovnike Zagrebačke i Krapinsko-zagorske županije kojima su domovi stradali u potresu u ožujku 2020. godine.

Prema toj odredbi, ako vlasnik stana i njegov bračni ili izvanbračni drug, životni ili neformalni životni partner, imaju zajednički mjesečni dohodak veći od 8000 kuna, te drugu imovinu veću od 200.000 kuna (druge nekretnine, štednju, motorna vozila i plovila), ako nisu osobe s invaliditetom te ne primaju zajamčenu minimalnu naknadu, prelaze imovinski cenzus i obnova im se financira u omjeru gdje država snosi 60 posto troška, županija 20 posto, a sami vlasnici 20 posto.

Posebni propis

"Dodavanjem odredbe u članak 5. stavak 2. važećeg zakona propisano je da će za potpomognuta područja sukladno posebnom propisu, a na kojima je proglašena katastrofa, Republika Hrvatska osigurati sredstva u državnom proračunu u visini od 100 posto, dakle na tim područjima ne primjenjuje se imovinski cenzus. Što se tiče primjene imovinskog cenzusa na području Sisačko-moslavačke i Karlovačke županije, imovinski cenzus se primjenjuje na onim područjima u te dvije županije koja nisu potpomognuta, a kriteriji su isti kao i za druge županije", pojasnili su nam u Ministarstvu.

Pitali smo i što znači odredba da će "Vlada posebnom odlukom utvrditi dodatne kriterije za oslobođenje od uplata sredstava za obnovu od strane vlasnika" za ta područja, odgovorili su da je ta odredba stavljena kako bi se Vladi ostavila mogućnost da u slučaju buduće katastrofe na potpomognutim područjima reagira u skladu sa specifičnostima tih područja, ali to se ne odnosi na Sisak.

Sisačka gradonačelnica Kristina Ikić Baniček kaže kako bi se svi građani, bez obzira na to žive li u Zagrebu, Glini ili Sisku, trebali tretirati jednako, da za sve postoji cenzus.

- U Sisku su, prema ovome, građani drugog reda jer postoje dobrostojeći ljudi i u svim ovim drugim gradovima, kao i socijalni slučajevi. Mi imamo zgradu u Capragu s 46 stanova i njima će biti potrebno pola milijuna kuna samo za dokumentaciju do troškovnika. Budu li oni sami to financirali, obnova ne može ići brzo - upozorava.

Kako je pak jučer izvijestio glasnogovornik Vlade, u ponedjeljak će Vlada usvojiti zaključak o otpisu režijskih troškova vezanih za energiju na tim područjima. Na Twitteru je reagirao i ministar Tomislav Ćorić: "Poruka našim sugrađanima na potresom pogođenim područjima: ne brinite za račune za grijanje".

Građani Siska čiji su domovi stradali u razornom potresu, prema izmijenjenom Zakonu o obnovi, jedini će u Sisačko-moslavačkoj županiji imati imovinski cenzus, a oni koji prelaze taj cenzus iz svojeg će džepa morati platiti 20 posto troška obnove. Stanovnici Petrinje, Gline i ostalih mjesta neće imati nikakav cenzus i država će im u potpunosti platiti obnovu, piše Goran Penić za Jutarnji list.

Ovu nelogičnost i, po svemu sudeći, diskriminatornu odredbu uočili smo proučavajući detaljno sve izmjene Zakona o obnovi koji je Vlada poslala Saboru, a koju su nam potvrdili i u Ministarstvu graditeljstva.

Zakon, naime, definira da će država u potpunosti financirati obnovu na potpomognutim područjima na kojima je proglašena katastrofa. Sisačko-moslavačka županija u kojoj je proglašena katastrofa ima sedam gradova i 12 općina, od toga je čak 17 mjesta potpomognuto, dok Sisak i Kutina ne spadaju pod tu kategoriju. Budući da Kutina nije stradala u potresu, ispada da je najveća žrtva ovog zakona Sisak, jer će jedini imati imovinski cenzus.

9500 oštećenih objekata

Kada je riječ o Karlovačkoj županiji, od ukupno pet gradova i 17 općina, samo Karlovac, Duga Resa, Ozalj i Ogulin nisu potpomognuta područja, no u tim gradovima nije niti zabilježena šteta od potresa pa se na njih ne odnosi zakon.

U Sisku je, s druge strane, prijavljeno čak 9500 objekata koji su pretrpjeli štetu, a od toga je zasad 427 objekata s crvenom naljepnicom.

Na građane Siska će se, dakle, odnositi odredbe zakona kao i za Zagrepčane, stanovnike Zagrebačke i Krapinsko-zagorske županije kojima su domovi stradali u potresu u ožujku 2020. godine.

Prema toj odredbi, ako vlasnik stana i njegov bračni ili izvanbračni drug, životni ili neformalni životni partner, imaju zajednički mjesečni dohodak veći od 8000 kuna, te drugu imovinu veću od 200.000 kuna (druge nekretnine, štednju, motorna vozila i plovila), ako nisu osobe s invaliditetom te ne primaju zajamčenu minimalnu naknadu, prelaze imovinski cenzus i obnova im se financira u omjeru gdje država snosi 60 posto troška, županija 20 posto, a sami vlasnici 20 posto.

Posebni propis

"Dodavanjem odredbe u članak 5. stavak 2. važećeg zakona propisano je da će za potpomognuta područja sukladno posebnom propisu, a na kojima je proglašena katastrofa, Republika Hrvatska osigurati sredstva u državnom proračunu u visini od 100 posto, dakle na tim područjima ne primjenjuje se imovinski cenzus. Što se tiče primjene imovinskog cenzusa na području Sisačko-moslavačke i Karlovačke županije, imovinski cenzus se primjenjuje na onim područjima u te dvije županije koja nisu potpomognuta, a kriteriji su isti kao i za druge županije", pojasnili su nam u Ministarstvu.

Pitali smo i što znači odredba da će "Vlada posebnom odlukom utvrditi dodatne kriterije za oslobođenje od uplata sredstava za obnovu od strane vlasnika" za ta područja, odgovorili su da je ta odredba stavljena kako bi se Vladi ostavila mogućnost da u slučaju buduće katastrofe na potpomognutim područjima reagira u skladu sa specifičnostima tih područja, ali to se ne odnosi na Sisak.

Sisačka gradonačelnica Kristina Ikić Baniček kaže kako bi se svi građani, bez obzira na to žive li u Zagrebu, Glini ili Sisku, trebali tretirati jednako, da za sve postoji cenzus.

- U Sisku su, prema ovome, građani drugog reda jer postoje dobrostojeći ljudi i u svim ovim drugim gradovima, kao i socijalni slučajevi. Mi imamo zgradu u Capragu s 46 stanova i njima će biti potrebno pola milijuna kuna samo za dokumentaciju do troškovnika. Budu li oni sami to financirali, obnova ne može ići brzo - upozorava.

Kako je pak jučer izvijestio glasnogovornik Vlade, u ponedjeljak će Vlada usvojiti zaključak o otpisu režijskih troškova vezanih za energiju na tim područjima. Na Twitteru je reagirao i ministar Tomislav Ćorić: "Poruka našim sugrađanima na potresom pogođenim područjima: ne brinite za račune za grijanje".

Građani Siska jedini će u svojoj županiji morati platiti petinu radova na obnovi. Gradonačelnica je ogorčena

Građani Siska čiji su domovi stradali u razornom potresu, prema izmijenjenom Zakonu o obnovi, jedini će u Sisačko-moslavačkoj županiji imati imovinski cenzus, a oni koji prelaze taj cenzus iz svojeg će džepa morati platiti 20 posto troška obnove. Stanovnici Petrinje, Gline i ostalih mjesta neće imati nikakav cenzus i država će im u potpunosti platiti obnovu, piše Goran Penić za Jutarnji list.

Ovu nelogičnost i, po svemu sudeći, diskriminatornu odredbu uočili smo proučavajući detaljno sve izmjene Zakona o obnovi koji je Vlada poslala Saboru, a koju su nam potvrdili i u Ministarstvu graditeljstva.

Zakon, naime, definira da će država u potpunosti financirati obnovu na potpomognutim područjima na kojima je proglašena katastrofa. Sisačko-moslavačka županija u kojoj...
