Veledrogerije ponovno upozoravaju na povećanje duga, odnosno na nastavak neplaćanja isporučenih lijekove. U samo mjesec dana dugovi za lijekove porasli su s 5,2 milijarde na više od 6 milijardi kuna, piše jutarnji.hr.
Tako je HUP jutros izvijestio kako su veledrogerije, svaka u skladu sa svojim internim propisima, započele s uvjetovanom isporukom lijekova i medicinskih proizvoda prema zdravstvenim institucijama koje svoje obveze ne podmiruju redovito.
Dugovi bolnica dosegli su 4,5 milijardi, a ljekarnama 1,5 milijardi, za što predstavnici veledrogerija kažu da je neodrživo stanje i da su nužne promjene koje će konačno prekinuti stalni rast dugova u zdravstvenom sustavu. Naime, nakon rebalansa proračuna krajem prošle godine veledrogerijama je plaćeno 1,340 milijardi kuna te još 500 milijuna nešto ranije, ali s obzirom na to da se nakon toga dugovi nisu zauzdali već, dapače, rasli, situacija se nije popravila u odnosu na listopad kad su veledrogerije upozoravale na velike dugove koje ne mogu financirati jer im banke ne daju nove kredite, a proizvođači lijekove dok se ne plati odavno potrošeno. Tada je čak došlo do obustave isporuka za 28 bolnica koja je potrajala dok se rok dugovanja nije smanjio ispod godinu dana, odnosno dok se nisu platili oni najstariji računi.
Limit veći 25 posto
I ministar financija Zdravko Marić nedavno je slično komentirao činjenicu da zdravstvo trenutno ima 12 milijardi kuna ukupnih gubitaka, a polovica su dugovi za lijekove, i naglasio da bi se dug veledrogerijama mogao svesti na nulu jednokratnim plaćanjem, ali pod uvjetom da se ne stvara novi. No, to je zasad nemoguće jer većina bolnica, poglavito onih općih, većinu svog mjesečnog limita troši za isplatu plaća, a liječenje i lijekovi se "pokrivaju" gubicima.
Predstavnici veledrogerija pak kažu da više ne mogu isporučivati lijekove bolnicama dok ih ne plate i tako rade već nekoliko mjeseci. Točnije, bolnice su od srpnja na "uvjetnoj isporuci lijekova", odnosno nema isporuke dok se narudžba ne plati. Sve je veći broj bolnica koje imaju račune starije od godinu dana, a odnedavno su se već dobro poznatim neplatišama "sa zaostatkom" pridružile i neke velike bolnice poput KBC-a Osijek, KBC-a Split, KB-a Sveti Duh, OB-a Pula, OB-a Varaždin...
Zabrinutost raste i zbog sve većeg duga ljekarnama kojima su još do polovice prošle godine lijekovi plaćani u zakonskom roku od 60 dana, a onda se plaćanje podiglo na 120 dana pa se dug stalno povećava. U HZZO-u pak kažu da se rok plaćanja ljekarnama produljio za 50 dana jer se moralo osigurati 412 milijuna kuna za plaćanje cjepiva te remdesivira za liječenje najtežih pacijenata oboljelih od covida-19. No, ipak je enigma zašto su barem neke bolnice sve lošiji platiše lijekova koje su već potrošili s obzirom na to da im se limit povećao od početka godine, i to nekima za čak 25 posto. One s pak "brane" objašnjenjem da su im osnovice plaća morale biti povećane za 4 posto na temelju kolektivnog ugovora.
Na pitanje zašto ne plaćaju čak ni posebno skupe lijekove za koje dobivaju posebna sredstva, dakle koji nisu uključeni u limit, odgovor je da se i iz tog iznosa dio prelijeva u plaće!? Upravo to govori u prilog Marićevoj tezi po kojoj je nužna reorganizacija sustava, posebice bolničkog dijela, u kojem lokalna samouprava kao vlasnik povećava djelatnosti, kupuje uređaje, investira, a kad te investicije proizvedu gubitke za, primjerice, lijekove, onda to treba platiti državni proračun. Nema odgovora ni na pitanje zašto neke bolnice nisu u stanju odraditi ugovorene poslove, a istodobno za njih dobivaju konkretne iznose. Istina, protekla je godina bila specifična i po načinu rada i po troškovima u bolničkom sustavu, ali gubici koji rastu iz mjeseca u mjesec ne proizlaze iz više izvršenog posla.
No, kako se približavaju lokalni izbori, teško se može očekivati konkretna rješenja.
Do kraja lipnja
Po svemu sudeći, uskoro bi mogla uslijediti injekcija Ministarstva financija, ali to neće riješiti problem koji se samo povećava.
"Tražili smo od nadležnih ministarstava razgovor i trenutno smo u očekivanju ne bismo li riješili ovaj problem koji je sve veći", rekao nam je Damir Zorić, glavni direktor HUP-a. Naime, veledrogerije traže hitnu injekciju od oko 3 mlrd. kuna, a u suprotnom se mogu očekivati i ovrhe bolnica, što bi ugrozilo i isplatu plaća. Ističu da mogu kreditirati sustav do 3 mlrd. do kraja lipnja, ali da je dvostruko veći dug neizdrživ.

Veledrogerije ponovno upozoravaju na povećanje duga, odnosno na nastavak neplaćanja isporučenih lijekove. U samo mjesec dana dugovi za lijekove porasli su s 5,2 milijarde na više od 6 milijardi kuna, piše jutarnji.hr.
Tako je HUP jutros izvijestio kako su veledrogerije, svaka u skladu sa svojim internim propisima, započele s uvjetovanom isporukom lijekova i medicinskih proizvoda prema zdravstvenim institucijama koje svoje obveze ne podmiruju redovito.
Dugovi bolnica dosegli su 4,5 milijardi, a ljekarnama 1,5 milijardi, za što predstavnici veledrogerija kažu da je neodrživo stanje i da su nužne promjene koje će konačno prekinuti stalni rast dugova u zdravstvenom sustavu. Naime, nakon rebalansa proračuna krajem prošle godine veledrogerijama je plaćeno 1,340 milijardi kuna te još 500 milijuna nešto ranije, ali s obzirom na to da se nakon toga dugovi nisu zauzdali već, dapače, rasli, situacija se nije popravila u odnosu na listopad kad su veledrogerije upozoravale na velike dugove koje ne mogu financirati jer im banke ne daju nove kredite, a proizvođači lijekove dok se ne plati odavno potrošeno. Tada je čak došlo do obustave isporuka za 28 bolnica koja je potrajala dok se rok dugovanja nije smanjio ispod godinu dana, odnosno dok se nisu platili oni najstariji računi.
Limit veći 25 posto
I ministar financija Zdravko Marić nedavno je slično komentirao činjenicu da zdravstvo trenutno ima 12 milijardi kuna ukupnih gubitaka, a polovica su dugovi za lijekove, i naglasio da bi se dug veledrogerijama mogao svesti na nulu jednokratnim plaćanjem, ali pod uvjetom da se ne stvara novi. No, to je zasad nemoguće jer većina bolnica, poglavito onih općih, većinu svog mjesečnog limita troši za isplatu plaća, a liječenje i lijekovi se "pokrivaju" gubicima.
Predstavnici veledrogerija pak kažu da više ne mogu isporučivati lijekove bolnicama dok ih ne plate i tako rade već nekoliko mjeseci. Točnije, bolnice su od srpnja na "uvjetnoj isporuci lijekova", odnosno nema isporuke dok se narudžba ne plati. Sve je veći broj bolnica koje imaju račune starije od godinu dana, a odnedavno su se već dobro poznatim neplatišama "sa zaostatkom" pridružile i neke velike bolnice poput KBC-a Osijek, KBC-a Split, KB-a Sveti Duh, OB-a Pula, OB-a Varaždin...
Zabrinutost raste i zbog sve većeg duga ljekarnama kojima su još do polovice prošle godine lijekovi plaćani u zakonskom roku od 60 dana, a onda se plaćanje podiglo na 120 dana pa se dug stalno povećava. U HZZO-u pak kažu da se rok plaćanja ljekarnama produljio za 50 dana jer se moralo osigurati 412 milijuna kuna za plaćanje cjepiva te remdesivira za liječenje najtežih pacijenata oboljelih od covida-19. No, ipak je enigma zašto su barem neke bolnice sve lošiji platiše lijekova koje su već potrošili s obzirom na to da im se limit povećao od početka godine, i to nekima za čak 25 posto. One s pak "brane" objašnjenjem da su im osnovice plaća morale biti povećane za 4 posto na temelju kolektivnog ugovora.
Na pitanje zašto ne plaćaju čak ni posebno skupe lijekove za koje dobivaju posebna sredstva, dakle koji nisu uključeni u limit, odgovor je da se i iz tog iznosa dio prelijeva u plaće!? Upravo to govori u prilog Marićevoj tezi po kojoj je nužna reorganizacija sustava, posebice bolničkog dijela, u kojem lokalna samouprava kao vlasnik povećava djelatnosti, kupuje uređaje, investira, a kad te investicije proizvedu gubitke za, primjerice, lijekove, onda to treba platiti državni proračun. Nema odgovora ni na pitanje zašto neke bolnice nisu u stanju odraditi ugovorene poslove, a istodobno za njih dobivaju konkretne iznose. Istina, protekla je godina bila specifična i po načinu rada i po troškovima u bolničkom sustavu, ali gubici koji rastu iz mjeseca u mjesec ne proizlaze iz više izvršenog posla.
No, kako se približavaju lokalni izbori, teško se može očekivati konkretna rješenja.
Do kraja lipnja
Po svemu sudeći, uskoro bi mogla uslijediti injekcija Ministarstva financija, ali to neće riješiti problem koji se samo povećava.
"Tražili smo od nadležnih ministarstava razgovor i trenutno smo u očekivanju ne bismo li riješili ovaj problem koji je sve veći", rekao nam je Damir Zorić, glavni direktor HUP-a. Naime, veledrogerije traže hitnu injekciju od oko 3 mlrd. kuna, a u suprotnom se mogu očekivati i ovrhe bolnica, što bi ugrozilo i isplatu plaća. Ističu da mogu kreditirati sustav do 3 mlrd. do kraja lipnja, ali da je dvostruko veći dug neizdrživ.
