Ovih dana događa se prava financijska drama. Država je omogućila tvrtkama s prihodom manjim od 7,5 milijuna kuna odgodu plaćanja PDV-a ako im je pad prihoda viši od 20 posto. Međutim, iako su mnoge srednje i velike kompanije zabilježile vrlo visoki pad prihoda, od njih se i dalje očekuje da financiraju državu i tako vrlo brzo ugroze svoj opstanak, a ta ista država se zaklinje kako čini sve da im pomogne. Nema tu brige o gospodarstvu, piše Jutarnji list.
Okrutno
Problem je u sljedećem: u sustavu PDV-a kompanije funkcioniraju kao neka vrsta agenata koji prikupljaju porez za državu te imaju obvezu plaćanja PDV-a prije nego što su ga same naplatile po izdanim fakturama. Ima nešto okrutno u ovakvoj situaciji očekivati od srednjih i velikih tvrtki da plaćaju PDV iako s visokom razinom sigurnosti mogu računati da neće naplatiti vrlo značajan postotak izdanih faktura. Drugim riječima, ne samo da država, kad je u pitanju PDV, ne pomaže srednjim i velikim tvrtkama, nego očekuje da one pomažu njoj.
Država bi, i tu nema drugog rješenja, u ovom trenutku trebala preuzeti puni rizik nemogućnosti naplate izdanih faktura, a ne bezobzirno očekivati da joj srednje i velike kompanije plate što same neće moći naplatiti. Da na razini države ima zdravog razuma, omogućili bi svakoj ozbiljnijoj kompaniji financijske olakšice koje će im omogućiti zadržavanje radnih mjesta. I zaklinju se da to čine.
No, naplata PDV-a po osnovi izdanih faktura izravno će ugroziti brojna radna mjesta. Hrvatske kompanije nisko su kapitalizirane, mnoge su visoko zadužene ili prezadužene. Vrlo mali broj najbogatijih kompanija može izdržati pritisak likvidnosti sljedeća dva ili tri mjeseca. Ako će nenaplaćenim PDV-om morati financirati državu, posustat će čak i ta nekolicina najprofitabilnijih.
Većina kompanija u privatnom sektoru morat će drastično rezati plaće u svibnju, neke pripremaju smanjivanje već u travnju. Što misle donosioci odluka, kako će izgledati Hrvatska kad za mjesec, dva dramatično naraste broj nezaposlenih, a veći dio sretnih, koji su u privatnom sektoru zadržali radno mjesto, počne primati puno manje plaće, možda samo minimalac? I kako će izgledati epidemiološka blokada kad svi ti očajnici izađu na ulice?
U ovom trenutku nitko više u privatnom sektoru nije spreman mirno gledati prodavanje magle koje je karakteriziralo nekoliko posljednjih godina koje nisu iskorištene za nužne i radikalne reforme. Slušali smo, primjerice, priču o velikom poreznom rasterećenju, a udio poreza u BDP-u, kao najbolja metrika opterećenosti porezima, ostajala je cijelo vrijeme tu negdje oko 20 posto.
Gospodarski rast uopće nismo iskoristili za prilagodbu, a sada se od mnogih poduzetnika očekuje da kreditiraju državu. Dosta toga. Kao i “poreznog rasterećenja” kao onog kod poreza na dobit, gdje si je država sačuvala oko milijardu prihoda ukidanjem olakšica na reinvestiranu dobit 2017. godine. Ekonomija više ne može izdržati mjere koje služe skupljanju političkih poena i maskiraju strašne razmjere nečinjenja ičega bitnog.
Novi udar
Problem je u tome što donosioci odluka još nisu osvijestili brzinu usporavanja hrvatske ekonomije te potencijalnu dubinu krize koja nas čeka. Još manje shvaćaju da rasprava o rigoroznim epidemiološkim mjerama nije napad na ljudske živote nego poziv na uspostavljanje učinkovitog sustava kontrole širenja Covida-19 po uzoru na napredna rješenja u Singapuru ili Tajvanu. Zemlje koje nisu ubile ekonomiju u prva dva, tri mjeseca zaraze, imaju dobre šanse preživjeti novi udar pandemije najesen.
To je sasvim realan scenarij. Financijski onemoćala Hrvatska najesen će se pak vrlo vjerojatno suočiti s čistom, nepatvorenom ekonomskom nemoći. Moći će u tom slučaju računati samo na samilost iz inozemstva. S obzirom na dramu u Italiji i Španjolskoj, bit će dug red država koje će pružati ruke, a mi ćemo viriti iza ramena onih velikih. Čak i ako zaustavimo Covid-19 do ljeta, opet nam prijeti taj scenarij.

Ovih dana događa se prava financijska drama. Država je omogućila tvrtkama s prihodom manjim od 7,5 milijuna kuna odgodu plaćanja PDV-a ako im je pad prihoda viši od 20 posto. Međutim, iako su mnoge srednje i velike kompanije zabilježile vrlo visoki pad prihoda, od njih se i dalje očekuje da financiraju državu i tako vrlo brzo ugroze svoj opstanak, a ta ista država se zaklinje kako čini sve da im pomogne. Nema tu brige o gospodarstvu, piše Jutarnji list.
Okrutno
Problem je u sljedećem: u sustavu PDV-a kompanije funkcioniraju kao neka vrsta agenata koji prikupljaju porez za državu te imaju obvezu plaćanja PDV-a prije nego što su ga same naplatile po izdanim fakturama. Ima nešto okrutno u ovakvoj situaciji očekivati od srednjih i velikih tvrtki da plaćaju PDV iako s visokom razinom sigurnosti mogu računati da neće naplatiti vrlo značajan postotak izdanih faktura. Drugim riječima, ne samo da država, kad je u pitanju PDV, ne pomaže srednjim i velikim tvrtkama, nego očekuje da one pomažu njoj.
Država bi, i tu nema drugog rješenja, u ovom trenutku trebala preuzeti puni rizik nemogućnosti naplate izdanih faktura, a ne bezobzirno očekivati da joj srednje i velike kompanije plate što same neće moći naplatiti. Da na razini države ima zdravog razuma, omogućili bi svakoj ozbiljnijoj kompaniji financijske olakšice koje će im omogućiti zadržavanje radnih mjesta. I zaklinju se da to čine.
No, naplata PDV-a po osnovi izdanih faktura izravno će ugroziti brojna radna mjesta. Hrvatske kompanije nisko su kapitalizirane, mnoge su visoko zadužene ili prezadužene. Vrlo mali broj najbogatijih kompanija može izdržati pritisak likvidnosti sljedeća dva ili tri mjeseca. Ako će nenaplaćenim PDV-om morati financirati državu, posustat će čak i ta nekolicina najprofitabilnijih.
Većina kompanija u privatnom sektoru morat će drastično rezati plaće u svibnju, neke pripremaju smanjivanje već u travnju. Što misle donosioci odluka, kako će izgledati Hrvatska kad za mjesec, dva dramatično naraste broj nezaposlenih, a veći dio sretnih, koji su u privatnom sektoru zadržali radno mjesto, počne primati puno manje plaće, možda samo minimalac? I kako će izgledati epidemiološka blokada kad svi ti očajnici izađu na ulice?
U ovom trenutku nitko više u privatnom sektoru nije spreman mirno gledati prodavanje magle koje je karakteriziralo nekoliko posljednjih godina koje nisu iskorištene za nužne i radikalne reforme. Slušali smo, primjerice, priču o velikom poreznom rasterećenju, a udio poreza u BDP-u, kao najbolja metrika opterećenosti porezima, ostajala je cijelo vrijeme tu negdje oko 20 posto.
Gospodarski rast uopće nismo iskoristili za prilagodbu, a sada se od mnogih poduzetnika očekuje da kreditiraju državu. Dosta toga. Kao i “poreznog rasterećenja” kao onog kod poreza na dobit, gdje si je država sačuvala oko milijardu prihoda ukidanjem olakšica na reinvestiranu dobit 2017. godine. Ekonomija više ne može izdržati mjere koje služe skupljanju političkih poena i maskiraju strašne razmjere nečinjenja ičega bitnog.
Novi udar
Problem je u tome što donosioci odluka još nisu osvijestili brzinu usporavanja hrvatske ekonomije te potencijalnu dubinu krize koja nas čeka. Još manje shvaćaju da rasprava o rigoroznim epidemiološkim mjerama nije napad na ljudske živote nego poziv na uspostavljanje učinkovitog sustava kontrole širenja Covida-19 po uzoru na napredna rješenja u Singapuru ili Tajvanu. Zemlje koje nisu ubile ekonomiju u prva dva, tri mjeseca zaraze, imaju dobre šanse preživjeti novi udar pandemije najesen.
To je sasvim realan scenarij. Financijski onemoćala Hrvatska najesen će se pak vrlo vjerojatno suočiti s čistom, nepatvorenom ekonomskom nemoći. Moći će u tom slučaju računati samo na samilost iz inozemstva. S obzirom na dramu u Italiji i Španjolskoj, bit će dug red država koje će pružati ruke, a mi ćemo viriti iza ramena onih velikih. Čak i ako zaustavimo Covid-19 do ljeta, opet nam prijeti taj scenarij.
