Vila Dalmacija dobila je konačno uporabnu dozvolu. Dakle, trebalo je “samo” jedno stoljeće da se srede papiri. Sve dotle, objekt u kojem su odsjedali predsjednici država, organizirala se primanja svjetskih državnika na najvišoj razini, kao i luksuzni turizam sa skupim noćenjima i vjenčanja za one s dubokim džepom, nije imao uporabnu dozvolu.

Ali zato kad se objekt koji slovi za oličenje luksuza konačno odlučilo spojiti na nove kanalizacijske cijevi i modernu hidrantsku mrežu, ispalo je da se krenulo u bespravne radove!

Ovo se dogodilo zahvaljujući novom vodstvu Javne ustanove za upravljanje park-šumom Marjan, koje je u veljači inspekciji prijavilo radove započete koncem prošle godine. Kako su mediji pisali, čuvar prirode je protiv Ivice Puljka kao odgovorne osobe investitora, tj. Grada podigao optužni prijedlog zbog radova bez suglasnosti konzervatora i Županijskog odjela za zaštitu prirode. Tako je projekt vrijedan dva milijuna kuna stavljen na čekanje dok se ne prikupe papiri od zaštitara za vodovodne i kanalizacijske cijevi.

Sada imamo paradoks da je Vila Dalmacija dobila uporabnu dozvolu, a građevinski radovi na infrastrukturi već dva mjeseca su zabranjeni.

- Građevinska inspekcija Državnog inspektorata obavila je inspekcijski nadzor na lokaciji iz Vašeg upita. Nadzorom je utvrđeno da investitor izvodi građevinske radove rekonstrukcije postojećeg sustava vodoopskrbe, odvodnje i hidrantske mreže bez glavnog projekta. Slijedom navedenoga obustavlja se daljnje građenje postavljanjem službenog znaka “zatvoreno gradilište”. Inspekcijski postupak je u tijeku - odgovorili su nam iz Državnog inspektorata.

A što s događanjima?

Kako je onda Vila Dalmacija dobila uporabnu dozvolu ako nema kanalizaciju i sređenu hidrantsku mrežu, upitali smo Tea Vojkovića, pročelnika Upravnog odjela za prostorno planiranje, uređenje i zaštitu okoliša.

- Vila Dalmacija dobila je uporabnu dozvolu za građevine izgrađene prije 1968. god. Radi se o posebnom propisu sukladno čl. 184 i 185 Zakona o gradnji. U ovom postupku se, sukladno točki 4. čl. 185, ne ispituju okolnosti ispunjavanja temeljnih zahtjeva za građevinu, kao ni ispunjavanje lokacijskih i drugih uvjeta. Ova napomena upisana je u ovu vrstu uporabne dozvole, što je zakonom propisano - odgovorio nam je Vojković.

Dakle, ovaj najpoznatiji objekt na južnim padinama Marjana dobio je uporabnu dozvolu zato što je izgrađen prije 15. veljače 1968. godine, a ne na osnovi toga što ispunjava tehničke, sigurnosne ili higijenske standarde.

Već u veljači, kad su radovi na infrastrukturi zabranjeni, postavilo se pitanje hoće li se time ugroziti najavljena događanja. Riječ je o proslavama i svadbama koje bi trebale krenuti od 22. travnja sa po 140 uzvanika i najmom od 30 tisuća kuna dnevno. Pisalo se da je ishod upitan, a da je priličan broj zainteresiranih korisnika prostora uglavnom iz Ujedinjenog Kraljevstva, Njemačke i Amerike.

Od voditelja Vile Dalmacije Marina Urlića doznali smo kako neće biti dovedena u pitanje skupa gostovanja u Vili Dalmaciji. Za probleme koji su nastali on proziva koordinatora za Marjan Srđana Marinića.

’Vratit ćemo stare cijevi’

- Mi imamo glavni projekt i on je bio na Gradskom vijeću. Stvar je da nismo pitali Javnu ustanovu za upravljanje park-šumom Marjan, a to se nije prije radilo, nismo ni znali da im se moramo obratiti. No, sad se našao Srđan Marinić koji zna sve zabraniti, a nema prijedlog kako nešto poboljšati.

Snaći ćemo se tako da ćemo postaviti cijevi koje imamo natrag u zemlju, da imamo osnovnu kanalizaciju pa da možemo funkcionirati s minimalnim tehničkim uvjetima. Stavit ćemo spremnik za kanalizaciju koji ćemo prazniti da bismo mogli odraditi dogovorene ugovore unatrag dvije ili tri godine koji čekaju na određene datume.

A novu infrastrukturu koju smo planirali postaviti ostavit ćemo za jesen. Do tada ćemo prikupiti sve papire na svitu koji postoje da svima začepimo usta - objašnjava Urlić.

Voditelj Vile Dalmacije kaže kako je ovakav potez nužan da bi se izbjegli veliki problemi koji bi u protivnom mogli zadesiti Grad.

- Da se odustalo od već zakazanih termina na koje ljudi čekaju po dvije ili tri godine, oni su mogli tužiti Grad. A mi im nismo mogli reći da prostora na koji su čekali nema jer je Marinić zatvorio gradilište.

S obzirom na to da je u pitanju i više od sto događanja i svaki je skup, Grad bi morao platiti i više od stotinu milijuna kuna za tužbe! - napominje Urlić, koji dodaje kako ništa neće biti dovedeno u pitanje.

Pokušali smo dobiti izjavu od Srđana Marinića, ali nam se ni ovaj put nije javio na telefon.

Vila Dalmacija dobila je konačno uporabnu dozvolu. Dakle, trebalo je “samo” jedno stoljeće da se srede papiri. Sve dotle, objekt u kojem su odsjedali predsjednici država, organizirala se primanja svjetskih državnika na najvišoj razini, kao i luksuzni turizam sa skupim noćenjima i vjenčanja za one s dubokim džepom, nije imao uporabnu dozvolu.

Ali zato kad se objekt koji slovi za oličenje luksuza konačno odlučilo spojiti na nove kanalizacijske cijevi i modernu hidrantsku mrežu, ispalo je da se krenulo u bespravne radove!

Ovo se dogodilo zahvaljujući novom vodstvu Javne ustanove za upravljanje park-šumom Marjan, koje je u veljači inspekciji prijavilo radove započete koncem prošle godine. Kako su mediji pisali, čuvar prirode je protiv Ivice Puljka kao odgovorne osobe investitora, tj. Grada podigao optužni prijedlog zbog radova bez suglasnosti konzervatora i Županijskog odjela za zaštitu prirode. Tako je projekt vrijedan dva milijuna kuna stavljen na čekanje dok se ne prikupe papiri od zaštitara za vodovodne i kanalizacijske cijevi.

Sada imamo paradoks da je Vila Dalmacija dobila uporabnu dozvolu, a građevinski radovi na infrastrukturi već dva mjeseca su zabranjeni.

- Građevinska inspekcija Državnog inspektorata obavila je inspekcijski nadzor na lokaciji iz Vašeg upita. Nadzorom je utvrđeno da investitor izvodi građevinske radove rekonstrukcije postojećeg sustava vodoopskrbe, odvodnje i hidrantske mreže bez glavnog projekta. Slijedom navedenoga obustavlja se daljnje građenje postavljanjem službenog znaka “zatvoreno gradilište”. Inspekcijski postupak je u tijeku - odgovorili su nam iz Državnog inspektorata.

A što s događanjima?

Kako je onda Vila Dalmacija dobila uporabnu dozvolu ako nema kanalizaciju i sređenu hidrantsku mrežu, upitali smo Tea Vojkovića, pročelnika Upravnog odjela za prostorno planiranje, uređenje i zaštitu okoliša.

- Vila Dalmacija dobila je uporabnu dozvolu za građevine izgrađene prije 1968. god. Radi se o posebnom propisu sukladno čl. 184 i 185 Zakona o gradnji. U ovom postupku se, sukladno točki 4. čl. 185, ne ispituju okolnosti ispunjavanja temeljnih zahtjeva za građevinu, kao ni ispunjavanje lokacijskih i drugih uvjeta. Ova napomena upisana je u ovu vrstu uporabne dozvole, što je zakonom propisano - odgovorio nam je Vojković.

Dakle, ovaj najpoznatiji objekt na južnim padinama Marjana dobio je uporabnu dozvolu zato što je izgrađen prije 15. veljače 1968. godine, a ne na osnovi toga što ispunjava tehničke, sigurnosne ili higijenske standarde.

Već u veljači, kad su radovi na infrastrukturi zabranjeni, postavilo se pitanje hoće li se time ugroziti najavljena događanja. Riječ je o proslavama i svadbama koje bi trebale krenuti od 22. travnja sa po 140 uzvanika i najmom od 30 tisuća kuna dnevno. Pisalo se da je ishod upitan, a da je priličan broj zainteresiranih korisnika prostora uglavnom iz Ujedinjenog Kraljevstva, Njemačke i Amerike.

Od voditelja Vile Dalmacije Marina Urlića doznali smo kako neće biti dovedena u pitanje skupa gostovanja u Vili Dalmaciji. Za probleme koji su nastali on proziva koordinatora za Marjan Srđana Marinića.

’Vratit ćemo stare cijevi’

- Mi imamo glavni projekt i on je bio na Gradskom vijeću. Stvar je da nismo pitali Javnu ustanovu za upravljanje park-šumom Marjan, a to se nije prije radilo, nismo ni znali da im se moramo obratiti. No, sad se našao Srđan Marinić koji zna sve zabraniti, a nema prijedlog kako nešto poboljšati.

Snaći ćemo se tako da ćemo postaviti cijevi koje imamo natrag u zemlju, da imamo osnovnu kanalizaciju pa da možemo funkcionirati s minimalnim tehničkim uvjetima. Stavit ćemo spremnik za kanalizaciju koji ćemo prazniti da bismo mogli odraditi dogovorene ugovore unatrag dvije ili tri godine koji čekaju na određene datume.

A novu infrastrukturu koju smo planirali postaviti ostavit ćemo za jesen. Do tada ćemo prikupiti sve papire na svitu koji postoje da svima začepimo usta - objašnjava Urlić.

Voditelj Vile Dalmacije kaže kako je ovakav potez nužan da bi se izbjegli veliki problemi koji bi u protivnom mogli zadesiti Grad.

- Da se odustalo od već zakazanih termina na koje ljudi čekaju po dvije ili tri godine, oni su mogli tužiti Grad. A mi im nismo mogli reći da prostora na koji su čekali nema jer je Marinić zatvorio gradilište.

S obzirom na to da je u pitanju i više od sto događanja i svaki je skup, Grad bi morao platiti i više od stotinu milijuna kuna za tužbe! - napominje Urlić, koji dodaje kako ništa neće biti dovedeno u pitanje.

Pokušali smo dobiti izjavu od Srđana Marinića, ali nam se ni ovaj put nije javio na telefon.
