Gradonačelnik Ivica Puljak će na današnjoj sjednici Gradskog vijeća pravdati prvo zaduženje kod Europske investicijske banke (EIB) na idućih četvrt stoljeća. Vijećnici bi trebali glasati za prvi kredit u iznosu od 71 milijun eura. Naime, EIB je Splitu odobrio okvirni municipalni kredit od 150 milijuna eura, a ukupni trošak svih investicija iznosio bi 350 milijuna eura. Gradonačelnik je najavio da bi u prvoj fazi koristio kredit od 71 milijun, a u drugoj 79 milijuna eura od EIB-a.

Uoči rasprave Puljak je održao sastanke s oporbom, a jedan od njih je završio taman uoči jučerašnje konferencije za medije na tu temu. Premda se iz njihovih redova posljednjih nekoliko dana moglo čuti protivljenje kreditnom zaduženju, gradonačelnik je dan uoči sjednice Gradskog vijeća kazao kako je razgovore s predstavnicima svih stranaka obilježila konstruktivna atmosfera. Optimističan je uoči izglasavanja zaduženja.

– Očekujemo da će gradski vijećnici sutra podržati zaduženje Grada Splita za infrastrukturne projekte – Žnjan, tehnološki park na Dračevcu, gradnju i rekonstrukciju vrtića, gradnju i proširenje škola i školskih dvorana, kulturnih sadržaja, sportskih centara i ostalog navedenog u odluci, a na čemu planiramo raditi u sljedećih nekoliko godina. Kredit bi se digao po vrlo povoljnim uvjetima, praktički najboljima koje možete naći na tržištu u ovom trenutku, s obzirom na to da se radi o banci koja je javna banka EU-a i Hrvatska banka kojoj je fokus razvoj javnih infrastruktura i gradova, a ne profit – rekao je Puljak.

Novi projekti

Grad bi isprva na raspolaganju imao 71 milijun, a preostali iznos – 79 milijuna – kada uvrsti nove projekte u proračun. Sukladno zakonima, kredit se može koristiti samo za stavke koje su već u proračunu i u projekcijama za proračun.

– Kredit bi se uzeo na poček od pet godina i na financiranje od 20 godina, što znači da bi se sva javna infrastruktura financirala u duljem periodu. Kroz oslobođena sredstva u narednom periodu mogu se financirati neki drugi projekti, kao što su obnova stadiona Poljud, gradnja cesta, gradnja garaža... Svi projekti koji se ne mogu financirati iz ovakvih sredstava – ponovio je gradonačelnik Puljak.

Nakon što je Davor Matijević najavio da će pristati na zaduženje, uz uvjet da pred vijećnike dođe konačan ugovor, a ne draft verzija, te da svaku tranšu odobri Gradsko vijeće, Puljak je odgovorio da ugovor nije problem. Draft je ujedno i konačna verzija, rekao je.

– Predstavnici SDP-a žele da je Gradsko vijeće više uključeno u taj proces, a bit će itekako uključeno jer se svaki projekt financira kroz Gradsko vijeće. Prvo se uvrsti u proračun i bilo kakva promjena na projektu ide kroz Gradsko vijeće. Nema bojazni da oni neće biti uključeni jer inače izvještavam o tijeku projekata, a za one koji se financiraju kroz kredit Europske investicijske banke može se posebno izvještavati o njihovoj realizaciji – naglasio je čelni čovjek grada. Komentirao je i najavu Mosta kako neće podržati zaduženje.

– Njihovo je pravo da budu protiv, moram priznati da nisam razumio što im je sporno. Recimo, kolega iz Mosta je pitao gdje je 79 milijuna, što smo objasnili – zaključio je gradonačelnik, koji je optimističan uoči zasjedanja lokalnog parlamenta.

Gradonačelnik Ivica Puljak će na današnjoj sjednici Gradskog vijeća pravdati prvo zaduženje kod Europske investicijske banke (EIB) na idućih četvrt stoljeća. Vijećnici bi trebali glasati za prvi kredit u iznosu od 71 milijun eura. Naime, EIB je Splitu odobrio okvirni municipalni kredit od 150 milijuna eura, a ukupni trošak svih investicija iznosio bi 350 milijuna eura. Gradonačelnik je najavio da bi u prvoj fazi koristio kredit od 71 milijun, a u drugoj 79 milijuna eura od EIB-a.

Uoči rasprave Puljak je održao sastanke s oporbom, a jedan od njih je završio taman uoči jučerašnje konferencije za medije na tu temu. Premda se iz njihovih redova posljednjih nekoliko dana moglo čuti protivljenje kreditnom zaduženju, gradonačelnik je dan uoči sjednice Gradskog vijeća kazao kako je razgovore s predstavnicima svih stranaka obilježila konstruktivna atmosfera. Optimističan je uoči izglasavanja zaduženja.

– Očekujemo da će gradski vijećnici sutra podržati zaduženje Grada Splita za infrastrukturne projekte – Žnjan, tehnološki park na Dračevcu, gradnju i rekonstrukciju vrtića, gradnju i proširenje škola i školskih dvorana, kulturnih sadržaja, sportskih centara i ostalog navedenog u odluci, a na čemu planiramo raditi u sljedećih nekoliko godina. Kredit bi se digao po vrlo povoljnim uvjetima, praktički najboljima koje možete naći na tržištu u ovom trenutku, s obzirom na to da se radi o banci koja je javna banka EU-a i Hrvatska banka kojoj je fokus razvoj javnih infrastruktura i gradova, a ne profit – rekao je Puljak.

Novi projekti

Grad bi isprva na raspolaganju imao 71 milijun, a preostali iznos – 79 milijuna – kada uvrsti nove projekte u proračun. Sukladno zakonima, kredit se može koristiti samo za stavke koje su već u proračunu i u projekcijama za proračun.

– Kredit bi se uzeo na poček od pet godina i na financiranje od 20 godina, što znači da bi se sva javna infrastruktura financirala u duljem periodu. Kroz oslobođena sredstva u narednom periodu mogu se financirati neki drugi projekti, kao što su obnova stadiona Poljud, gradnja cesta, gradnja garaža... Svi projekti koji se ne mogu financirati iz ovakvih sredstava – ponovio je gradonačelnik Puljak.

Nakon što je Davor Matijević najavio da će pristati na zaduženje, uz uvjet da pred vijećnike dođe konačan ugovor, a ne draft verzija, te da svaku tranšu odobri Gradsko vijeće, Puljak je odgovorio da ugovor nije problem. Draft je ujedno i konačna verzija, rekao je.

– Predstavnici SDP-a žele da je Gradsko vijeće više uključeno u taj proces, a bit će itekako uključeno jer se svaki projekt financira kroz Gradsko vijeće. Prvo se uvrsti u proračun i bilo kakva promjena na projektu ide kroz Gradsko vijeće. Nema bojazni da oni neće biti uključeni jer inače izvještavam o tijeku projekata, a za one koji se financiraju kroz kredit Europske investicijske banke može se posebno izvještavati o njihovoj realizaciji – naglasio je čelni čovjek grada. Komentirao je i najavu Mosta kako neće podržati zaduženje.

– Njihovo je pravo da budu protiv, moram priznati da nisam razumio što im je sporno. Recimo, kolega iz Mosta je pitao gdje je 79 milijuna, što smo objasnili – zaključio je gradonačelnik, koji je optimističan uoči zasjedanja lokalnog parlamenta.
