Večeras je, u dvorani SpinIT inkubatora, održan okrugli stol na temu 'Cestovna infrastruktura grada Splita', organizirana od strane lokalnog ogranka HDZ-a i njihovog kandidata za gradonačelnika Zorana Đogaša. Uz moderatora Hrvoja Balića iz Županijske uprave za ceste Split, sudinici panela su imali prilike ponuditi svoje viđenje smijera kojim bi se splitske prometnice trebale kretati u budućnosti. 

Raspravu je započeo Dražen Cvitanić, profesor s Fakulteta građevinarstva, arhitekture i geodezije, ustvrdivši da splitski urbanizam ima povijest kojom se svi možemo ponositi, ali i da je to grana koja je, od devedesetih na ovamo, potpuno zapostavljena. 

- Za planiranje prvo moramo odlučit hoćemo li biti turistički, studentski ili industrijski grad pa u tu računicu uključit prometnu potražnju i osmislit čitav koncept prometovanja u gradu da bude održiv. Na osnovu anketa sa sudionicima prometa se napravi model postojećeg stanja, a za onaj planirani se dodaju nove ceste, promijenjena infrastruktura ili veći broja auta. Budućnost je svakako u 'park and ride' pristupu, pri kojem se na obodima grada nalaze velika parkirališta na koja se veže javni prijevoz koji mora bit brz i efikasan, inače ga stanovništvo neće koristiti. Osim toga, potrebno je napraviti posebne trake za vozila javnog prijevoza, počevši od Poljičke ulice - iznio je profesor.

Projektant Miroslav Jakovčević je ustvrdio da se GUP u zadnjih 30 godina, kad ga je priredio Urbanistički zavod Dalmacije, srozao od najboljeg u državi do najgoreg, a razlog tome je što uopće nije mijenjan. Danas, kaže, imamo GUP koji je neadekvatno prenesen iz tuljaka u digitalno izdanje po kojem se nitko ne može orjentirat ni dobit tražene podatke.

- Ljudi koji izdaju građevinske dozvole ne znaju reć jeste li se uskladili s GUP-om. Trebamo dati nekoj firmi da ponovo, ovaj put računalnim putem, izradi i uredi taj prostorni plan. HEP, Vodovod i Telekom trebaju sudjelovati u planiranju komunalne infrastrukture, jer jedino takva koordinacija ima smisla. Zbog čudnih tržišnih uvjeta, prostorni planovi su sve jeftiniji, što znači da su lošiji, što se najbolje vidi na stanju prometnica. Sve češće natječaje dobivaju firme iz Zagreba, Varaždina ili Osijeka pošto ih one splitske izbjegavaju, jer su svjesne u kakav nered bi se upustile. Tim slijedom dobijemo jednokratne i neiskoristive projekte nedostupnih projektanata - kritičan je Jakovčević.

Krešimir Budiša, bivši Oparin savjetnik i suosnivač tvrtke UHY savjetovanje, smatra da današnje izdvajanje iz gradskog proračuna za promet 'nije ništa nego krpačina'. Ukazuje da što više ljudi iseljava iz Splita, to ih više autima dolazi na posao i ceste su nam sve zakrčenije. Sugerira da treba raditi na tome da se ne miješaju trake za vozila, bicikle i pješake, ali i na smanjenju ukupnog broja automobila. Također, vlak vidi kao jednostavan, brz i ekološki efikasan prijevoz na kojeg se svijet sve više oslanja, a kojeg smo mi 'ubili'.

- Split će morati imati multimodalni kolodvor, što znači onaj međunarodnog prometa za autobusne i željeznicu. Taj projekt je Europska banka već predodobrila, ali je zadnja vlast izbubila godina dana na čačkanje, na ništa. Grad može financirati prelazak na novi način prometovanja, ali se svi trebaju uhvatiti za isti štap, inače ćemo imati tu i tamo koju cesticu, putić i to je to. Još jedno pitanje je elektromobilnost, pri čemu ćemo se gradska infrastruktura trebat sasvim prenamijeniti za prilagodbu električnim vozilima. Ako ne počnemo to planirat još danas, za pet godina ćemo u očima turista bit percipirani kao zaostalo mjesto - upozorava Budiša.

Predstavnik Hrvatskih cesta, Neven Matijević, je poentirao da je Građevinski fakultet radio na osmišljavanju privremene rampe na križanju Zbora narodne garde i Domovinskog rata, a koja funkcionira bolje nego dosadašnje rješenje. Ta suradnja struke je ono što nam je potrebno za daljnje funkcioniranje, smatra Matijević i kaže:

- Dosadašnja praksa je da dobijemo poluproizvod koji ne služi ničemu, kojem svi plješću i onda ga bacimo u smeće. Vrijeme je da projektni izvođači zapravo vode projetke, budu gazde i ne boje se nikoga eliminirat te da imaju garancije za dobro izvršenje posla. Ono što ja uvijek kažem: 'Zabranjeno je mislit, dajte egzaktne brojke i konkretne zadatke.'

Ivica Budimir iz Colasa, tvtke koja se bavi niskogradnjom, je rekao da se jedino može nešto napraviti ako se okupi stručna javnost, bez obzira na opciju na vlasti, i stavi potrebito na papir.

- Nužan je kontnuitet. Nismo oduševljeni s trenutnim planom za 2022. pa smo se odlučili skupit glave i sugerirat daljnje korake. Sama priprema dokumentacije nije toliko problematična kao rješavanje imovinsko pravnih odnosa. Ulica hrvatske ratne mornarice je izvrstan primjer ovoga jer je tu cijela površina bila gradska, a prometnica je, na kraju, sjajno izvedena. 

Panel je okončao sami Đogaš, prepričavši nekoliko situacija u kojima je on, iako ne potpuno kompetentan za temu, kao koordinator izgurao određene predmetne projekte do kraja. 

- Kad sam čuo sve što su ovdje kolege iznijele, došlo mi je otić vani i povuć kandidaturu. Ali, nakon 10. srpnja, svi ćete sjedit koliko treba da bi rješili spomenute probleme. Onda, kad pustite bijeli dim, meni će bit svejedno hoće li kongresni centar bit u Stinicama il na mjestu Dalmacijavina, glavno da se o tome dogovori struka. Svakako, nakon izbora, spremite se i idemo na posao - pozvao je Đogaš.

Večeras je, u dvorani SpinIT inkubatora, održan okrugli stol na temu 'Cestovna infrastruktura grada Splita', organizirana od strane lokalnog ogranka HDZ-a i njihovog kandidata za gradonačelnika Zorana Đogaša. Uz moderatora Hrvoja Balića iz Županijske uprave za ceste Split, sudinici panela su imali prilike ponuditi svoje viđenje smijera kojim bi se splitske prometnice trebale kretati u budućnosti. 

Raspravu je započeo Dražen Cvitanić, profesor s Fakulteta građevinarstva, arhitekture i geodezije, ustvrdivši da splitski urbanizam ima povijest kojom se svi možemo ponositi, ali i da je to grana koja je, od devedesetih na ovamo, potpuno zapostavljena. 

- Za planiranje prvo moramo odlučit hoćemo li biti turistički, studentski ili industrijski grad pa u tu računicu uključit prometnu potražnju i osmislit čitav koncept prometovanja u gradu da bude održiv. Na osnovu anketa sa sudionicima prometa se napravi model postojećeg stanja, a za onaj planirani se dodaju nove ceste, promijenjena infrastruktura ili veći broja auta. Budućnost je svakako u 'park and ride' pristupu, pri kojem se na obodima grada nalaze velika parkirališta na koja se veže javni prijevoz koji mora bit brz i efikasan, inače ga stanovništvo neće koristiti. Osim toga, potrebno je napraviti posebne trake za vozila javnog prijevoza, počevši od Poljičke ulice - iznio je profesor.

Projektant Miroslav Jakovčević je ustvrdio da se GUP u zadnjih 30 godina, kad ga je priredio Urbanistički zavod Dalmacije, srozao od najboljeg u državi do najgoreg, a razlog tome je što uopće nije mijenjan. Danas, kaže, imamo GUP koji je neadekvatno prenesen iz tuljaka u digitalno izdanje po kojem se nitko ne može orjentirat ni dobit tražene podatke.

- Ljudi koji izdaju građevinske dozvole ne znaju reć jeste li se uskladili s GUP-om. Trebamo dati nekoj firmi da ponovo, ovaj put računalnim putem, izradi i uredi taj prostorni plan. HEP, Vodovod i Telekom trebaju sudjelovati u planiranju komunalne infrastrukture, jer jedino takva koordinacija ima smisla. Zbog čudnih tržišnih uvjeta, prostorni planovi su sve jeftiniji, što znači da su lošiji, što se najbolje vidi na stanju prometnica. Sve češće natječaje dobivaju firme iz Zagreba, Varaždina ili Osijeka pošto ih one splitske izbjegavaju, jer su svjesne u kakav nered bi se upustile. Tim slijedom dobijemo jednokratne i neiskoristive projekte nedostupnih projektanata - kritičan je Jakovčević.

Krešimir Budiša, bivši Oparin savjetnik i suosnivač tvrtke UHY savjetovanje, smatra da današnje izdvajanje iz gradskog proračuna za promet 'nije ništa nego krpačina'. Ukazuje da što više ljudi iseljava iz Splita, to ih više autima dolazi na posao i ceste su nam sve zakrčenije. Sugerira da treba raditi na tome da se ne miješaju trake za vozila, bicikle i pješake, ali i na smanjenju ukupnog broja automobila. Također, vlak vidi kao jednostavan, brz i ekološki efikasan prijevoz na kojeg se svijet sve više oslanja, a kojeg smo mi 'ubili'.

- Split će morati imati multimodalni kolodvor, što znači onaj međunarodnog prometa za autobusne i željeznicu. Taj projekt je Europska banka već predodobrila, ali je zadnja vlast izbubila godina dana na čačkanje, na ništa. Grad može financirati prelazak na novi način prometovanja, ali se svi trebaju uhvatiti za isti štap, inače ćemo imati tu i tamo koju cesticu, putić i to je to. Još jedno pitanje je elektromobilnost, pri čemu ćemo se gradska infrastruktura trebat sasvim prenamijeniti za prilagodbu električnim vozilima. Ako ne počnemo to planirat još danas, za pet godina ćemo u očima turista bit percipirani kao zaostalo mjesto - upozorava Budiša.

Predstavnik Hrvatskih cesta, Neven Matijević, je poentirao da je Građevinski fakultet radio na osmišljavanju privremene rampe na križanju Zbora narodne garde i Domovinskog rata, a koja funkcionira bolje nego dosadašnje rješenje. Ta suradnja struke je ono što nam je potrebno za daljnje funkcioniranje, smatra Matijević i kaže:

- Dosadašnja praksa je da dobijemo poluproizvod koji ne služi ničemu, kojem svi plješću i onda ga bacimo u smeće. Vrijeme je da projektni izvođači zapravo vode projetke, budu gazde i ne boje se nikoga eliminirat te da imaju garancije za dobro izvršenje posla. Ono što ja uvijek kažem: 'Zabranjeno je mislit, dajte egzaktne brojke i konkretne zadatke.'

Ivica Budimir iz Colasa, tvtke koja se bavi niskogradnjom, je rekao da se jedino može nešto napraviti ako se okupi stručna javnost, bez obzira na opciju na vlasti, i stavi potrebito na papir.

- Nužan je kontnuitet. Nismo oduševljeni s trenutnim planom za 2022. pa smo se odlučili skupit glave i sugerirat daljnje korake. Sama priprema dokumentacije nije toliko problematična kao rješavanje imovinsko pravnih odnosa. Ulica hrvatske ratne mornarice je izvrstan primjer ovoga jer je tu cijela površina bila gradska, a prometnica je, na kraju, sjajno izvedena. 

Panel je okončao sami Đogaš, prepričavši nekoliko situacija u kojima je on, iako ne potpuno kompetentan za temu, kao koordinator izgurao određene predmetne projekte do kraja. 

- Kad sam čuo sve što su ovdje kolege iznijele, došlo mi je otić vani i povuć kandidaturu. Ali, nakon 10. srpnja, svi ćete sjedit koliko treba da bi rješili spomenute probleme. Onda, kad pustite bijeli dim, meni će bit svejedno hoće li kongresni centar bit u Stinicama il na mjestu Dalmacijavina, glavno da se o tome dogovori struka. Svakako, nakon izbora, spremite se i idemo na posao - pozvao je Đogaš.
