U splitskom Gradskom vijeću dva su člana Mosta. Jedan je noćas, a riječ je o Josipu Markotiću, do sitnih sati "držao kvorum" vladajućima, a drugi se jutros obrušio na takvu politiku. Taj drugi je Tihomir Galić.

Trinesta sjednica, podsjećamo, završila je tek petnaest minuta nakon ponoć, a započela je kako obično biva - jutro prije u 9 sati...

- Očekuje se da će se na takvim sjednicama u zdravoj, demokratskoj atmosferi vijećnice i vijećnici raspravljati o svim točkama dnevnog reda i donijeti najbolje odluke. Međutim, po našem mišljenju, sjednice Gradskog vijeća sve više nalikuju farsi, a sve manje služe svojoj svrsi - poručio je gradski vijećnik Tihomir Galić, koji je na tom mjestu zamijenio svima omiljenu Ivanu Ljulj Cvitanić.

Mostovac je ukazao na činjenicu kako predlagači dnevnog reda ne uzimaju u obzir činjenicu kako dan ima (svega) 24 sata i da je "teško" iskoristiti vrijeme potrebno za rasprave.

- Stoga se utvrđuje dnevni red koji nije moguće kvalitetno raspraviti u normalnom vremenskom okviru, u kojem vijećnici mogu zadržati potrebnu koncentraciju i voditi kvalitetne rasprave. Smatramo da sve sjednice koje traju ili će trajati duže od 8 do 9 radnih sati ne ispunjavaju svoju svrhu, već služe političkim igrama i udovoljavanju "višim interesima". Možda je čak cilj da neki vijećnici izgube koncentraciju - oštar je Galić.

Poseban problem po njemu je i to što se vrlo često događa da predložene točke dnevnog reda nisu dobro pripremljene od strane gradskih stručnih službi, pa se na njih potroši puno više vremena za raspravu nego što bi objektivno trebalo.

- Dobro nam je poznato da je Dubrovačka Republika poznavala mogućnosti i granice zdravog razuma te je imala stroga pravila rada osoba u javnim poslovima. S druge strane, vladajuća većina nama priprema i organizira sjednice koje traju 10, 15, 17... sati i očekuje kvalitetan rad i donošenje najboljih odluka? - pita se vijećnik i zaključuje:

- Smatramo da je nužno na sljedećoj sjednici Gradskog vijeća pripremiti i predložiti izmjenu i dopunu Pravilnika o radu Gradskog vijeća kako bi se osigurali normalni i kvalitetni uvjeti za rad, kako u pripremi točaka dnevnog reda, tako i u samoj provedbi sjednice. Ako vam se čini da su ove primjedbe istovjetne onima članova oprobe iz vremena HDZove vlasti - nažalost, ne čini vam se. Izgledno gradonačelnik Puljak koristi HDZ-ove modele upravljanja unatoč tome što je najavljivao suprotno - kazao je i ispričao se djelatnicima Grada, kao i predstavnicima medija, koji su, kako je rekao "trpjeli teror rada Gradskog vijeća, odnosno vladajuće većine".

S obzirom da vijećnik govori u množini, zaključili smo kako se obraća i u ime svojeg kolege Josipa Markotića, koji je, kako već rekosmo, prisustvovao jedini - osim vijećnika Centra - sjednici do završetka i kao takav je bio "jezičac na vagi". Da je i on napustio vijećnicu - sjednica bi zbog nedostatka kvoruma trebala biti prekinuta i nastavljena u nekim normalnim uvjetima.

U splitskom Gradskom vijeću dva su člana Mosta. Jedan je noćas, a riječ je o Josipu Markotiću, do sitnih sati "držao kvorum" vladajućima, a drugi se jutros obrušio na takvu politiku. Taj drugi je Tihomir Galić.

Trinesta sjednica, podsjećamo, završila je tek petnaest minuta nakon ponoć, a započela je kako obično biva - jutro prije u 9 sati...

- Očekuje se da će se na takvim sjednicama u zdravoj, demokratskoj atmosferi vijećnice i vijećnici raspravljati o svim točkama dnevnog reda i donijeti najbolje odluke. Međutim, po našem mišljenju, sjednice Gradskog vijeća sve više nalikuju farsi, a sve manje služe svojoj svrsi - poručio je gradski vijećnik Tihomir Galić, koji je na tom mjestu zamijenio svima omiljenu Ivanu Ljulj Cvitanić.

Mostovac je ukazao na činjenicu kako predlagači dnevnog reda ne uzimaju u obzir činjenicu kako dan ima (svega) 24 sata i da je "teško" iskoristiti vrijeme potrebno za rasprave.

- Stoga se utvrđuje dnevni red koji nije moguće kvalitetno raspraviti u normalnom vremenskom okviru, u kojem vijećnici mogu zadržati potrebnu koncentraciju i voditi kvalitetne rasprave. Smatramo da sve sjednice koje traju ili će trajati duže od 8 do 9 radnih sati ne ispunjavaju svoju svrhu, već služe političkim igrama i udovoljavanju "višim interesima". Možda je čak cilj da neki vijećnici izgube koncentraciju - oštar je Galić.

Poseban problem po njemu je i to što se vrlo često događa da predložene točke dnevnog reda nisu dobro pripremljene od strane gradskih stručnih službi, pa se na njih potroši puno više vremena za raspravu nego što bi objektivno trebalo.

- Dobro nam je poznato da je Dubrovačka Republika poznavala mogućnosti i granice zdravog razuma te je imala stroga pravila rada osoba u javnim poslovima. S druge strane, vladajuća većina nama priprema i organizira sjednice koje traju 10, 15, 17... sati i očekuje kvalitetan rad i donošenje najboljih odluka? - pita se vijećnik i zaključuje:

- Smatramo da je nužno na sljedećoj sjednici Gradskog vijeća pripremiti i predložiti izmjenu i dopunu Pravilnika o radu Gradskog vijeća kako bi se osigurali normalni i kvalitetni uvjeti za rad, kako u pripremi točaka dnevnog reda, tako i u samoj provedbi sjednice. Ako vam se čini da su ove primjedbe istovjetne onima članova oprobe iz vremena HDZove vlasti - nažalost, ne čini vam se. Izgledno gradonačelnik Puljak koristi HDZ-ove modele upravljanja unatoč tome što je najavljivao suprotno - kazao je i ispričao se djelatnicima Grada, kao i predstavnicima medija, koji su, kako je rekao "trpjeli teror rada Gradskog vijeća, odnosno vladajuće većine".

S obzirom da vijećnik govori u množini, zaključili smo kako se obraća i u ime svojeg kolege Josipa Markotića, koji je, kako već rekosmo, prisustvovao jedini - osim vijećnika Centra - sjednici do završetka i kao takav je bio "jezičac na vagi". Da je i on napustio vijećnicu - sjednica bi zbog nedostatka kvoruma trebala biti prekinuta i nastavljena u nekim normalnim uvjetima.
