Kad se dogode ovakvi slučajevi, ljudima je to sve strašno, a ne razmišljaju da životinjama to nije neprirodno ponašanje zbog različitih razloga - teritorija, hrane, iznenađenja, straha…

One će zbog svega toga i napasti i braniti se. U svemu tome nisu presudni ni veličina psa ni starost ni spol - kazali su nam u Veterinarskoj inspekciji nakon nemilog događaja u stobrečkom parku, gdje je doberman, bez nadzora, nasmrt izmasakrirao šnaucera naočigled njegove šokirane vlasnice, koja ga je šetala na povodcu. Pas je žrtvu doslovce istrgao iz njezinih ruku, dok je svojega ljubimca bezuspješno pokušavala zaštititi od njegova pomahnitalog, iznenadnog napada.

- Doberman nije u kategoriji opasnog psa. U opasne pse, po zakonu, spadaju pasmine terijeri tipa bull bez rodovnice. Znači, ako imate američkog staforda, koji ima rodovnicu, on nije opasan pas - pojašnjavaju u Veterinarskoj inspekciji u kojoj, na temelju procjene incidenta, izriču mjere za vlasnika i psa.

Opasan pas

U Pravilniku o opasnim psima stoji kako je “opasan pas”, uz spomenute bullove bez rodovnice i njegove križance, bilo koja jedinka pseće vrste, podrijetlom od bilo koje pasmine koja je, ničim izazvana, napala čovjeka i nanijela mu tjelesne ozljede ili ga usmrtila.

Opasni su i oni psi koji su, ničim izazvani, napali drugog psa i nanijeli mu teške tjelesne ozljede, kao i oni uzgajani i/ili dresirani za borbe pasa ili zatečeni u organiziranoj borbi s drugim psom.

- Ni belgijski ovčari, ni argentinske doge, ni mastifi… nisu automatski opasni psi. Veterinarski inspektor može svakog psa, od pekinezera do pinča, jorkširca, pa do cane corso doge, proglasiti opasnim, ali zato postoje procedure. Eutanazija?!

Nakon ovakvih incidenata eutanazija psa nije isključivi put, prethodi joj cijeli niz postupaka, koje je potrebno proći prije njezine provedbe. Zakon puno više štiti životinje nego se to ljudima u prvi mah čini. Ne može nitko ad hoc doći i reći: "Ovog psa treba uspavati". To ne ide tek tako, rješenje o eutanaziji životinje ne izdaje se olako - tumače u Veterinarskoj inspekciji, zaduženoj za navedena rješenja.

Propisane mjere

Prema članku 4. Pravilnika, činjenicu da je pas opasan (osim za pse pasmine terijera tipa bull i njegovih križanaca) utvrđuje veterinarski inspektor po podnesenoj prijavi o ničim izazvanom napadu na čovjeka s nanesenim tjelesnim ozljedama ili usmrćenjem ili ničim izazvanom napadu na drugog psa s nanesenim teškim tjelesnim ozljedama te se nakon provedenog postupka u Upisnik pasa upisuje da je pas opasan.

U slučaju nemilog događaja poput stobrečkog, pa čak i prilikom samog ugriza psa, prema zakonu postoje određene mjere koje vlasnik napadača treba obaviti.

Primjerice, treba donijeti potvrdu da je pas čipiran i steriliziran, da je prošao test socijalizacije i sl. Vlasnik mora imati potvrdu da nije kažnjavan te da je radno sposoban, a Veterinarska inspekcija na temelju procjene incidenta izriče mjere za vlasnika i psa.

Mjera eutanazije je zadnja ako druge mjere poput resocijalizacije životinje nisu dale zadovoljavajuće rezultate. Moguće je i rješenje, ako se utvrdi da problem nije u psu, nego u vlasniku, da se pas da na udomljavanje nekome drugome. Ideja je da se život psa, ako je ikako moguće, sačuva.

Veterinarska inspekcija u slučaju napada provjerava reakcije psa

 

U slučaju prijavljenog napada psa na čovjeka ili drugog psa jedna je od mjera Veterinarske inspekcije, primjerice, test kojim se provjeravaju reakcije psa na glasne zvukove, na prolazak bicikla, na grupu ljudi, na maženje stranih osoba i sl., drugim riječima, njegove reakcije na uobičajene situacije s kojima će se susretati u svakodnevnom životu.

No ni to ne znači da je problem riješen, jer neki problematični vlasnici ne ispunjavaju mjere koje je inspekcija zatražila. A to se, kao i puno toga u Hrvatskoj, već malo teže ili rijetko kontrolira.

Kad se dogode ovakvi slučajevi, ljudima je to sve strašno, a ne razmišljaju da životinjama to nije neprirodno ponašanje zbog različitih razloga - teritorija, hrane, iznenađenja, straha…

One će zbog svega toga i napasti i braniti se. U svemu tome nisu presudni ni veličina psa ni starost ni spol - kazali su nam u Veterinarskoj inspekciji nakon nemilog događaja u stobrečkom parku, gdje je doberman, bez nadzora, nasmrt izmasakrirao šnaucera naočigled njegove šokirane vlasnice, koja ga je šetala na povodcu. Pas je žrtvu doslovce istrgao iz njezinih ruku, dok je svojega ljubimca bezuspješno pokušavala zaštititi od njegova pomahnitalog, iznenadnog napada.

- Doberman nije u kategoriji opasnog psa. U opasne pse, po zakonu, spadaju pasmine terijeri tipa bull bez rodovnice. Znači, ako imate američkog staforda, koji ima rodovnicu, on nije opasan pas - pojašnjavaju u Veterinarskoj inspekciji u kojoj, na temelju procjene incidenta, izriču mjere za vlasnika i psa.

Opasan pas

U Pravilniku o opasnim psima stoji kako je “opasan pas”, uz spomenute bullove bez rodovnice i njegove križance, bilo koja jedinka pseće vrste, podrijetlom od bilo koje pasmine koja je, ničim izazvana, napala čovjeka i nanijela mu tjelesne ozljede ili ga usmrtila.

Opasni su i oni psi koji su, ničim izazvani, napali drugog psa i nanijeli mu teške tjelesne ozljede, kao i oni uzgajani i/ili dresirani za borbe pasa ili zatečeni u organiziranoj borbi s drugim psom.

- Ni belgijski ovčari, ni argentinske doge, ni mastifi… nisu automatski opasni psi. Veterinarski inspektor može svakog psa, od pekinezera do pinča, jorkširca, pa do cane corso doge, proglasiti opasnim, ali zato postoje procedure. Eutanazija?!

Nakon ovakvih incidenata eutanazija psa nije isključivi put, prethodi joj cijeli niz postupaka, koje je potrebno proći prije njezine provedbe. Zakon puno više štiti životinje nego se to ljudima u prvi mah čini. Ne može nitko ad hoc doći i reći: "Ovog psa treba uspavati". To ne ide tek tako, rješenje o eutanaziji životinje ne izdaje se olako - tumače u Veterinarskoj inspekciji, zaduženoj za navedena rješenja.

Propisane mjere

Prema članku 4. Pravilnika, činjenicu da je pas opasan (osim za pse pasmine terijera tipa bull i njegovih križanaca) utvrđuje veterinarski inspektor po podnesenoj prijavi o ničim izazvanom napadu na čovjeka s nanesenim tjelesnim ozljedama ili usmrćenjem ili ničim izazvanom napadu na drugog psa s nanesenim teškim tjelesnim ozljedama te se nakon provedenog postupka u Upisnik pasa upisuje da je pas opasan.

U slučaju nemilog događaja poput stobrečkog, pa čak i prilikom samog ugriza psa, prema zakonu postoje određene mjere koje vlasnik napadača treba obaviti.

Primjerice, treba donijeti potvrdu da je pas čipiran i steriliziran, da je prošao test socijalizacije i sl. Vlasnik mora imati potvrdu da nije kažnjavan te da je radno sposoban, a Veterinarska inspekcija na temelju procjene incidenta izriče mjere za vlasnika i psa.

Mjera eutanazije je zadnja ako druge mjere poput resocijalizacije životinje nisu dale zadovoljavajuće rezultate. Moguće je i rješenje, ako se utvrdi da problem nije u psu, nego u vlasniku, da se pas da na udomljavanje nekome drugome. Ideja je da se život psa, ako je ikako moguće, sačuva.

Veterinarska inspekcija u slučaju napada provjerava reakcije psa

 

U slučaju prijavljenog napada psa na čovjeka ili drugog psa jedna je od mjera Veterinarske inspekcije, primjerice, test kojim se provjeravaju reakcije psa na glasne zvukove, na prolazak bicikla, na grupu ljudi, na maženje stranih osoba i sl., drugim riječima, njegove reakcije na uobičajene situacije s kojima će se susretati u svakodnevnom životu.

No ni to ne znači da je problem riješen, jer neki problematični vlasnici ne ispunjavaju mjere koje je inspekcija zatražila. A to se, kao i puno toga u Hrvatskoj, već malo teže ili rijetko kontrolira.
