Rebalans proračuna, budućnost Košarkaškog kluba Split, izmjene i dopune javnih potreba u predškolskom odgoju, prijedlog KBC-a Split o rješavanju problema prometa u mirovanju u krugu bolnica na Križinama i Firulama - samo su neke od točaka o kojima će se raspravljati na idućoj sjednici Gradskog vijeća koja će se održati u četvrtak, 21. listopada.

Već možemo prognozirati kako nas očekuje duga sjednica lokalnog parlamenta. Premda zasjedaju barem jednom mjesečno, od ukupno 26 tema na dnevnom redu, većina njih je "podloga" za dugu raspravu.

Jedna od takvih točaka je budućnosti košarkaškog kluba Split i moguće izglasavanje godišnjeg iznosa od sedam milijuna kuna za razdoblje od 2022. do 2023. godine, koliko bi iz gradskog proračuna trebalo ići prema Gripama. Na prošloj sjednici splitski parlamentarci su uskratili financiranje klubu, ali će se i na nadolazećoj ponovo raspravljati o potpori omladinskoj školi kluba i ulaganju u njihovo poslovanje.

Što se tiče Prijedloga izmjena i dopuna Proračuna za 2021. godinu s projekcijama za 2022. i 2023. godinu, u materijalima je objašnjeno kako se proračun, koji je u prosincu donijela prethodna gradska vlast, temeljio na nerealnim prihodima i ne uzimajući u obzir mjere pomoći donesene uslijed posljedica pandemije koronavirusa koja se negativno odrazila na gospodarsku aktivnost.

Planiranim izmjenama i dopunama proračuna raspravljat će se o mogućem kratkoročnom zaduživanju Grada u iznosu od 135 milijuna kuna. Najavljen je i planirani manjak prihoda od 108,8 milijuna kuna. Rashodi u izmjenama i dopunama iznose 1,302 milijarde kuna, a odnose se na tekuće rashode i na investicije za koje su već ugovoreni radovi temeljem javne nabave, i veći su za 20,5 milijuna kuna dok su izdaci povećani za 0,8 milijuna kuna.

Rashodi za zaposlenike su povećani za 18,9 milijuna kuna sukladno potpisanim kolektivnim ugovorima, a što je rezultiralo povećanjem planiranih sredstava za zaposlenike; i to u predškolskom odgoju za 10,4 milijuna, u osnovnoškolskom obrazovanju za 5,8 milijuna, u ustanovama kulture za milijun kuna, za gradsku Javnu vatrogasnu postrojbu 900 tisuća kuna te 600 tisuća za Javnu ustanovu Sportski objekti. Od većih iznosa izdvajaju se rashodi za na investicijska ulaganja, a izmjenama i dopunama smanjeni su za 22,4 milijuna kuna za investicije koje se neće realizirati do kraja godine prema procjeni nadležnih službi. Uz to, planirani su ukupni izdaci za financijsku imovinu i otplate zajmova u iznosu od 75,3 milijuna kuna.

S obzirom na iznesene okolnosti među brojkama i tablicama izmjena i dopuna proračuna, mogli bi očekivati da će građani u bliskoj budućnosti morati stabilizirati zajedničku blagajnu kroz skuplju komunalnu naknadu ili, primjerice, povećanjem cijena zakupa javne površine, a teško da će se smanjiti prirez ili porez na potrošnju, kako se najavljivalo.

Zasigurno je zanimljiva točka prijedlog Kliničkog bolničkog centra Split koji je izradio glavni projekt uređenja parkinga u obuhvatu bolnice Križine te idejno rješenje uređenja parkinga bolnice Firule. S obzirom na složenost problematike, projekte je potrebno planirati u skladu s ”Prometovim” javnim gradskim prijevozom i sustavom javnih bicikli kako bi se razradio cjelokupan plan za rješavanje prometnih problema oko obuhvata bolnica, objasnili su iz KBC-a. Žele osigurati partnerstvo s Gradom u poslovno-tehničkoj suradnji s gradskim poduzećima, kako bi se riješio dugogodišnji problem.

Roditeljima naših najmlađih možda je najzanimljivije kako će se među točkama naći prijedlog Izmjena i dopuna Programa javnih potreba u predškolskom odgoju za 2021. godinu, a tu su uvrštena sredstva za izradu projektne dokumentaciju za izgradnju vrtića Žnjan-Pazdigrad, energetsku obnovu DV Mandalina, dovršetak dogradnje vrtića Ružmarin te povećanje iznosa za sufinanciranje privatnih i vjerskih vrtića.

Rebalans proračuna, budućnost Košarkaškog kluba Split, izmjene i dopune javnih potreba u predškolskom odgoju, prijedlog KBC-a Split o rješavanju problema prometa u mirovanju u krugu bolnica na Križinama i Firulama - samo su neke od točaka o kojima će se raspravljati na idućoj sjednici Gradskog vijeća koja će se održati u četvrtak, 21. listopada.

Već možemo prognozirati kako nas očekuje duga sjednica lokalnog parlamenta. Premda zasjedaju barem jednom mjesečno, od ukupno 26 tema na dnevnom redu, većina njih je "podloga" za dugu raspravu.

Jedna od takvih točaka je budućnosti košarkaškog kluba Split i moguće izglasavanje godišnjeg iznosa od sedam milijuna kuna za razdoblje od 2022. do 2023. godine, koliko bi iz gradskog proračuna trebalo ići prema Gripama. Na prošloj sjednici splitski parlamentarci su uskratili financiranje klubu, ali će se i na nadolazećoj ponovo raspravljati o potpori omladinskoj školi kluba i ulaganju u njihovo poslovanje.

Što se tiče Prijedloga izmjena i dopuna Proračuna za 2021. godinu s projekcijama za 2022. i 2023. godinu, u materijalima je objašnjeno kako se proračun, koji je u prosincu donijela prethodna gradska vlast, temeljio na nerealnim prihodima i ne uzimajući u obzir mjere pomoći donesene uslijed posljedica pandemije koronavirusa koja se negativno odrazila na gospodarsku aktivnost.

Planiranim izmjenama i dopunama proračuna raspravljat će se o mogućem kratkoročnom zaduživanju Grada u iznosu od 135 milijuna kuna. Najavljen je i planirani manjak prihoda od 108,8 milijuna kuna. Rashodi u izmjenama i dopunama iznose 1,302 milijarde kuna, a odnose se na tekuće rashode i na investicije za koje su već ugovoreni radovi temeljem javne nabave, i veći su za 20,5 milijuna kuna dok su izdaci povećani za 0,8 milijuna kuna.

Rashodi za zaposlenike su povećani za 18,9 milijuna kuna sukladno potpisanim kolektivnim ugovorima, a što je rezultiralo povećanjem planiranih sredstava za zaposlenike; i to u predškolskom odgoju za 10,4 milijuna, u osnovnoškolskom obrazovanju za 5,8 milijuna, u ustanovama kulture za milijun kuna, za gradsku Javnu vatrogasnu postrojbu 900 tisuća kuna te 600 tisuća za Javnu ustanovu Sportski objekti. Od većih iznosa izdvajaju se rashodi za na investicijska ulaganja, a izmjenama i dopunama smanjeni su za 22,4 milijuna kuna za investicije koje se neće realizirati do kraja godine prema procjeni nadležnih službi. Uz to, planirani su ukupni izdaci za financijsku imovinu i otplate zajmova u iznosu od 75,3 milijuna kuna.

S obzirom na iznesene okolnosti među brojkama i tablicama izmjena i dopuna proračuna, mogli bi očekivati da će građani u bliskoj budućnosti morati stabilizirati zajedničku blagajnu kroz skuplju komunalnu naknadu ili, primjerice, povećanjem cijena zakupa javne površine, a teško da će se smanjiti prirez ili porez na potrošnju, kako se najavljivalo.

Zasigurno je zanimljiva točka prijedlog Kliničkog bolničkog centra Split koji je izradio glavni projekt uređenja parkinga u obuhvatu bolnice Križine te idejno rješenje uređenja parkinga bolnice Firule. S obzirom na složenost problematike, projekte je potrebno planirati u skladu s ”Prometovim” javnim gradskim prijevozom i sustavom javnih bicikli kako bi se razradio cjelokupan plan za rješavanje prometnih problema oko obuhvata bolnica, objasnili su iz KBC-a. Žele osigurati partnerstvo s Gradom u poslovno-tehničkoj suradnji s gradskim poduzećima, kako bi se riješio dugogodišnji problem.

Roditeljima naših najmlađih možda je najzanimljivije kako će se među točkama naći prijedlog Izmjena i dopuna Programa javnih potreba u predškolskom odgoju za 2021. godinu, a tu su uvrštena sredstva za izradu projektne dokumentaciju za izgradnju vrtića Žnjan-Pazdigrad, energetsku obnovu DV Mandalina, dovršetak dogradnje vrtića Ružmarin te povećanje iznosa za sufinanciranje privatnih i vjerskih vrtića.

Rebalans proračuna, budućnost Košarkaškog kluba Split, izmjene i dopune javnih potreba u predškolskom odgoju, prijedlog KBC-a Split o rješavanju problema prometa u mirovanju u krugu bolnica na Križinama i Firulama - samo su neke od točaka o kojima će se raspravljati na idućoj sjednici Gradskog vijeća koja će se održati u četvrtak, 21. listopada.

Već možemo prognozirati kako nas očekuje duga sjednica lokalnog parlamenta. Premda zasjedaju barem jednom mjesečno, od ukupno 26 tema na dnevnom redu, većina njih je "podloga" za dugu raspravu.
