Državni su revizori pročešljali poslovanje Općine Škabrnja u 2020. godini i pronašli cijeli niz nepravilnosti koje bi općinska administracija trebala ispraviti.

Analizirano razdoblje spada u mandat sada već bivšeg načelnika Nediljka Bubnjara (HDZ), a stvari bi "u škvaru" trebao dovesti lani izabrani nezavisni Ivan Škara.

– Još je to i dobro: za 2020. godinu dobili smo uvjetno pozitivno mišljenje revizije, a dvije prethodne godine njihovo je mišljenje bilo negativno – kaže načelnik Škara, vidjevši dobru stranu i u lošoj vijesti.

A među "lošim vijestima" iz revizorskog nalaza nalazi se i tradicionalno brljanje s računima za reprezentaciju.

Rashodi za reprezentaciju ostvareni su u iznosu od 63.958 kuna, a da na pojedinim računima nije navedena aktivnost u povodu koje je račun sastavljen niti je navedena svrha ugošćivanja.

- Dio tih računa ne sadrži naziv, adresu, osobni identifikacijski broj Općine ni detaljnu specifikaciju, odnosno količinu ili opseg "isporučenih dobara" i vrstu obavljenih usluga, te se ne može potvrditi jesu li sredstva korištena za ostvarenje aktivnosti utvrđenih proračunom - stoji u nalazu revizije.

Rashodi za zaposlene ostvareni su u iznosu od 948.604 kune, a odnose se na bruto plaće u iznosu od 790.904 kune, doprinose na plaće u iznosu od 130.852 kune te druge rashode za zaposlene u iznosu od 26.848 kuna. Isplaćena masa plaća i doprinosa iznosi 921.756 kuna ili 23 posto osnovice utvrđene u iznosu od 4.010.822 kune, odnosno veća je od dopuštene.

Prema propisima, dopuštena masa sredstava za isplatu plaća za 2020. iznosila je 802.164 kune, što je 20 posto od osnovice utvrđene u iznosu od 4.010.822 kune. Preostalih tri posto je – nezakonito.

I – što sada?

– Iskreno, nisam ni znao što sve možemo zateći i u kakvom je stanju općinski proračun, a proteklih je šest mjeseci bilo teško sve to pohvatati, a kamoli ispraviti.

Znamo za nalaz revizije, pa ono što su oni uočili kao nedostatke mi već ispravljamo. Ali nismo smanjivali plaće jer naši zaposlenici ionako nemaju prevelike plaće, koje se kreću od 4500 do 6000 kuna, dok je plaća načelnika ostala 7000 kuna – obrazlaže Škara.

Navodi i da je problem s kresanjem plaća i njihovim dovođenjem unutar gabarita od 20 posto u tome što ljudi imaju ugovore, pa bi njihovo eventualno mijenjanje ili otpuštanje zaposlenika dovelo do novih troškova i isplata otpremnina.

U Bubnjarove grijehe revizori su ubrojili i to što su jednokratne naknade građanima i kućanstvima isplaćene u iznosu od 59.500 kuna, iako pojedini korisnici tih naknada uopće nisu priložili isprave kojima se dokazuje postojanje uvjeta za ostvarivanje prava iz socijalne skrbi, a "Općina ne vodi evidenciju o ostvarenim pravima u sustavu socijalne skrbi, ne sastavlja o tome izvješća i ne dostavlja ih Županiji, što je obveza propisana Zakonom o socijalnoj skrbi".

Ukupna potraživanja koncem 2020. iznose 1.748.454 kune, a među njima najveći dio (647.220 kuna) otpada na potraživanja za zajam koji je Općina dala svojem komunalnom društvu. Međutim, komunalci su otišli u stečaj, a "potraživanja za dane zajmove nisu prijavljena u stečajnu masu", pa su "nenaplativa te ih je trebalo brisati iz poslovnih knjiga", navode dalje revizori.

Dobro su prošli i općinski sportski klubovi, kojima je isplaćeno 244.467 kuna, pri čemu "Općina nije zaključivala ugovore s udrugama kojima su odobrena financijska sredstva, nije obavljala kontrolu namjenskog korištenja sredstava na licu mjesta niti je od korisnika tražila dostavu dokumentacije radi provjere korištenja sredstava".

Tijekom 2020. godine Općina je od naknada za dodjelu grobnih mjesta imala prihod od 30.000 kuna, ali "Općina nije imenovala upravu groblja, nisu donesene odluke o uvjetima i mjerilima za plaćanje naknade pri dodjeli grobnog mjesta i godišnje naknade za korištenje grobnog mjesta, te se ne vodi grobni očevidnik i registar umrlih osoba, što je obveza propisana Zakonom o grobljima".

Nije onda čudo što je koncem te godine Općina Škabrnja imala 1,7 milijuna potraživanja, od čega je više od pola bilo staro od jedne do pet godina. Dakako, "nisu pokrenuti ovršni postupci niti su slane opomene i požurnice", a "ovršni postupci u cilju naplate potraživanja nisu pokretani ni prijašnjih godina".

– Kod primopredaje smo vidjeli da je Općina dužna 3,5 milijuna kuna i da povrh toga ide jedna ovrha od 1,2 milijuna. Od tih 4,7 milijuna ukupnoga duga koji smo zatekli, u proteklih šest mjeseci uspjeli smo vratiti pola milijuna kuna, što za općinu s proračunom od šest, sedam milijuna kuna nije beznačajan iznos – kaže načelnik Škara.

Državni su revizori pročešljali poslovanje Općine Škabrnja u 2020. godini i pronašli cijeli niz nepravilnosti koje bi općinska administracija trebala ispraviti.

Analizirano razdoblje spada u mandat sada već bivšeg načelnika Nediljka Bubnjara (HDZ), a stvari bi "u škvaru" trebao dovesti lani izabrani nezavisni Ivan Škara.

– Još je to i dobro: za 2020. godinu dobili smo uvjetno pozitivno mišljenje revizije, a dvije prethodne godine njihovo je mišljenje bilo negativno – kaže načelnik Škara, vidjevši dobru stranu i u lošoj vijesti.

A među "lošim vijestima" iz revizorskog nalaza nalazi se i tradicionalno brljanje s računima za reprezentaciju.

Rashodi za reprezentaciju ostvareni su u iznosu od 63.958 kuna, a da na pojedinim računima nije navedena aktivnost u povodu koje je račun sastavljen niti je navedena svrha ugošćivanja.

- Dio tih računa ne sadrži naziv, adresu, osobni identifikacijski broj Općine ni detaljnu specifikaciju, odnosno količinu ili opseg "isporučenih dobara" i vrstu obavljenih usluga, te se ne može potvrditi jesu li sredstva korištena za ostvarenje aktivnosti utvrđenih proračunom - stoji u nalazu revizije.

Rashodi za zaposlene ostvareni su u iznosu od 948.604 kune, a odnose se na bruto plaće u iznosu od 790.904 kune, doprinose na plaće u iznosu od 130.852 kune te druge rashode za zaposlene u iznosu od 26.848 kuna. Isplaćena masa plaća i doprinosa iznosi 921.756 kuna ili 23 posto osnovice utvrđene u iznosu od 4.010.822 kune, odnosno veća je od dopuštene.

Prema propisima, dopuštena masa sredstava za isplatu plaća za 2020. iznosila je 802.164 kune, što je 20 posto od osnovice utvrđene u iznosu od 4.010.822 kune. Preostalih tri posto je – nezakonito.

I – što sada?

– Iskreno, nisam ni znao što sve možemo zateći i u kakvom je stanju općinski proračun, a proteklih je šest mjeseci bilo teško sve to pohvatati, a kamoli ispraviti.

Znamo za nalaz revizije, pa ono što su oni uočili kao nedostatke mi već ispravljamo. Ali nismo smanjivali plaće jer naši zaposlenici ionako nemaju prevelike plaće, koje se kreću od 4500 do 6000 kuna, dok je plaća načelnika ostala 7000 kuna – obrazlaže Škara.

Navodi i da je problem s kresanjem plaća i njihovim dovođenjem unutar gabarita od 20 posto u tome što ljudi imaju ugovore, pa bi njihovo eventualno mijenjanje ili otpuštanje zaposlenika dovelo do novih troškova i isplata otpremnina.

U Bubnjarove grijehe revizori su ubrojili i to što su jednokratne naknade građanima i kućanstvima isplaćene u iznosu od 59.500 kuna, iako pojedini korisnici tih naknada uopće nisu priložili isprave kojima se dokazuje postojanje uvjeta za ostvarivanje prava iz socijalne skrbi, a "Općina ne vodi evidenciju o ostvarenim pravima u sustavu socijalne skrbi, ne sastavlja o tome izvješća i ne dostavlja ih Županiji, što je obveza propisana Zakonom o socijalnoj skrbi".

Ukupna potraživanja koncem 2020. iznose 1.748.454 kune, a među njima najveći dio (647.220 kuna) otpada na potraživanja za zajam koji je Općina dala svojem komunalnom društvu. Međutim, komunalci su otišli u stečaj, a "potraživanja za dane zajmove nisu prijavljena u stečajnu masu", pa su "nenaplativa te ih je trebalo brisati iz poslovnih knjiga", navode dalje revizori.

Dobro su prošli i općinski sportski klubovi, kojima je isplaćeno 244.467 kuna, pri čemu "Općina nije zaključivala ugovore s udrugama kojima su odobrena financijska sredstva, nije obavljala kontrolu namjenskog korištenja sredstava na licu mjesta niti je od korisnika tražila dostavu dokumentacije radi provjere korištenja sredstava".

Tijekom 2020. godine Općina je od naknada za dodjelu grobnih mjesta imala prihod od 30.000 kuna, ali "Općina nije imenovala upravu groblja, nisu donesene odluke o uvjetima i mjerilima za plaćanje naknade pri dodjeli grobnog mjesta i godišnje naknade za korištenje grobnog mjesta, te se ne vodi grobni očevidnik i registar umrlih osoba, što je obveza propisana Zakonom o grobljima".

Nije onda čudo što je koncem te godine Općina Škabrnja imala 1,7 milijuna potraživanja, od čega je više od pola bilo staro od jedne do pet godina. Dakako, "nisu pokrenuti ovršni postupci niti su slane opomene i požurnice", a "ovršni postupci u cilju naplate potraživanja nisu pokretani ni prijašnjih godina".

– Kod primopredaje smo vidjeli da je Općina dužna 3,5 milijuna kuna i da povrh toga ide jedna ovrha od 1,2 milijuna. Od tih 4,7 milijuna ukupnoga duga koji smo zatekli, u proteklih šest mjeseci uspjeli smo vratiti pola milijuna kuna, što za općinu s proračunom od šest, sedam milijuna kuna nije beznačajan iznos – kaže načelnik Škara.
