Sedamnaest godina postojanja tvrtke osnovane sa samo jednim ciljem – realizacijom projekta za kojeg još ni jedan mašklin nije udaren na gradilištu – rezultiralo je (tek) proširenjem radnog prostora za njezine zaposlenike.

Za trenutačnih devet djelatnika "Regionalnog centra čistog okoliša" (RCČO), tvrtke čiji je osnivač Županija splitsko-dalmatinska s ciljem izgradnje Centra za gospodarenje otpadom kod Lećevice, za koje već godinama građani svojim (ne)posrednim uplatama u županijsku "blagajnu" izdvajaju novac za njihove "bušte" i ostale troškove, odlučeno je da trebaju dodatne kvadrate za rad.

Za to, naravno, treba i novac, što će se riješiti dodatnim izdvajanjem iznosa većeg od milijun kuna (do sada 1,1 milijuna kuna). Usporedbe radi, ni kuna još nije uložena za otkupljivanje privatnih zemljišta na predjelu Šilovića doci kod Kladnjica gdje bi se trebala graditi moderna tvornica za preradu otpada.

Ni izvođač radova na projektu vrijednom oko pola milijarde kuna još nije poznat budući da se i s tim natječajem "kilavilo", ali zato spomenuta tvrtka ima uredan i redovan priljev novca, jer je na zadnjoj sjednici Županijske skupštine odobreno podizanje kredita za Lećevicu u iznosu od 85 milijuna kuna.

Za postojeći ured, površine oko 94 četvorna metra, koji je u državnom vlasništvu na splitskoj adresi Vukovarska 148b, poznatoj zgradi Belvedere, RCČO nije trebao izdvajati ni kune za najamninu, ali sada je očito postao premalen, pa su se odlučili zakupiti i kvadrate u susjedstvu, na adresi Vukovarska 148c. Taj je prostor - privatni.

Ugovor s vlasnikom poslovne nekretnine, za čiji zakup nije ni bio proveden natječaj budući da je po javnoj nabavi dovoljno poslati ponudu na tri adrese, potpisan je na ukupan iznos najamnine od 472.500 kuna. Županijska tvrtka svoje podstanarstvo plaća 10.500 kuna svaki mjesec, zaključno do 31. prosinca 2023. godine.

Naravno, prostor je trebalo (pre)urediti, što je koštalo 462.387 kuna koje su uplaćene na račun tvrtke "Deltron" za uređenje interijera novog prostora za rad, uz namještaj i opremu vrijedne ukupno 182.118 kuna i nabavljene od tvrtke "X-panel".

Dakle, 644.505 kuna do sada je RČCO utrošio na uređenje tuđeg prostora, s tim da, kako doznajemo, nakon izlaska zaposlenika regionalne kompanije iz prostora, sva oprema ostaje vlasniku.

Kako je vidljivo i iz registra javne nabave ove županijske tvrtke, u 2020. godini bilo je navedeno kako se za "ulaganje na tuđoj imovini u prostoru za sastanke" osigurava 195 tisuća kuna, dok je lani ta stavka iznosila od 150 tisuća kuna.

Ivanu Vukorepi (HDZ), novom direktoru RCČO-a, poslali smo pitanja vezana uz dodatan prostor za rad, ime vlasnika zakupljenih kvadrata, natječaj..., a dobili smo odgovor na samo dio naših upita. Prenosimo ga u cijelosti:

- Poslovni prostor poduzeća "Regionalni centar čistog okoliša" zakupljen je od privatne osobe na razdoblje do 31. 12. 2023., s mjesečnom najamninom u visini od 10.500 kuna, a koristi se za potrebe poslovanja tvrtke.

Potreba za dodatnim prostorom proizašla je iz Ugovora o sufinanciranju projekta izgradnje Centra za gospodarenje otpadom u SDŽ od strane Europske unije. Po njemu smo zbog dva potpisana ugovora – jednog za usluge tehničke pomoći i upravljanja projektom te drugog za stručni nadzor gradnje – morali osigurati dvoranu za sastanke koja može primiti minimalno 20 osoba tijekom cjelokupnog razdoblja provedbe projekta te odgovarajući namještaj, a što nismo bili u mogućnosti osigurati u prostoru u kojem su smješteni uredi zaposlenika.

Osim navedenog, potrebno je osigurati pristup podacima, sadržajima te logističku podršku kako bi Izvršitelji mogli učinkovito izvršiti obveze iz ugovora. Javni natječaj za najam prostora nije bio raspisan jer nije bio potreban prema pravilima javne nabave sve u skladu sa Zakonom o javnoj nabavi NN 120/16, Članak 30.

Prema Planu poslovanja tvrtke, koji je dostupan na našoj internetskoj stranci www.rcco.hr, predviđeno je povećanje opsega poslovanja i zapošljavanje novih djelatnika koji će koristiti navedeni zakupljeni prostor, a sve u skladu s napretkom realizacije Projekta izgradnje Centra za gospodarenje otpadom u SDŽ.

Dakle, dodatni ured u susjedstvu postojećeg potreban je za sastanke, ali i uskoro i za nove zaposlenike tvrtke koja ni nakon 17 godina od osnivanja nije počela izgradnju Centra za gospodarenje otpadom. Tvornice za preradu otpada poput one koja je po istom sistemu i sufinancirana sa 72 posto iz EU-ovih fondova, već odavno izgrađena i funkcionira u Ljubljani, dok kod nas imamo (samo) širenje prostora za sastanke djelatnika, te smještanje opreme, dokumentacije,...

Zar za sastanke 20 osoba nije dovoljna dvorana u zgradi njihova osnivača, odnosno Županije ili u bilo kojem od primjerenih prostora kakve zasigurno imaju ustanove i tvrtke u županijskom vlasništvu? A koštali bi - nula kuna...

Sedamnaest godina postojanja tvrtke osnovane sa samo jednim ciljem – realizacijom projekta za kojeg još ni jedan mašklin nije udaren na gradilištu – rezultiralo je (tek) proširenjem radnog prostora za njezine zaposlenike.

Za trenutačnih devet djelatnika "Regionalnog centra čistog okoliša" (RCČO), tvrtke čiji je osnivač Županija splitsko-dalmatinska s ciljem izgradnje Centra za gospodarenje otpadom kod Lećevice, za koje već godinama građani svojim (ne)posrednim uplatama u županijsku "blagajnu" izdvajaju novac za njihove "bušte" i ostale troškove, odlučeno je da trebaju dodatne kvadrate za rad.

Za to, naravno, treba i novac, što će se riješiti dodatnim izdvajanjem iznosa većeg od milijun kuna (do sada 1,1 milijuna kuna). Usporedbe radi, ni kuna još nije uložena za otkupljivanje privatnih zemljišta na predjelu Šilovića doci kod Kladnjica gdje bi se trebala graditi moderna tvornica za preradu otpada.

Ni izvođač radova na projektu vrijednom oko pola milijarde kuna još nije poznat budući da se i s tim natječajem "kilavilo", ali zato spomenuta tvrtka ima uredan i redovan priljev novca, jer je na zadnjoj sjednici Županijske skupštine odobreno podizanje kredita za Lećevicu u iznosu od 85 milijuna kuna.

Za postojeći ured, površine oko 94 četvorna metra, koji je u državnom vlasništvu na splitskoj adresi Vukovarska 148b, poznatoj zgradi Belvedere, RCČO nije trebao izdvajati ni kune za najamninu, ali sada je očito postao premalen, pa su se odlučili zakupiti i kvadrate u susjedstvu, na adresi Vukovarska 148c. Taj je prostor - privatni.

Ugovor s vlasnikom poslovne nekretnine, za čiji zakup nije ni bio proveden natječaj budući da je po javnoj nabavi dovoljno poslati ponudu na tri adrese, potpisan je na ukupan iznos najamnine od 472.500 kuna. Županijska tvrtka svoje podstanarstvo plaća 10.500 kuna svaki mjesec, zaključno do 31. prosinca 2023. godine.

Naravno, prostor je trebalo (pre)urediti, što je koštalo 462.387 kuna koje su uplaćene na račun tvrtke "Deltron" za uređenje interijera novog prostora za rad, uz namještaj i opremu vrijedne ukupno 182.118 kuna i nabavljene od tvrtke "X-panel".

Dakle, 644.505 kuna do sada je RČCO utrošio na uređenje tuđeg prostora, s tim da, kako doznajemo, nakon izlaska zaposlenika regionalne kompanije iz prostora, sva oprema ostaje vlasniku.

Kako je vidljivo i iz registra javne nabave ove županijske tvrtke, u 2020. godini bilo je navedeno kako se za "ulaganje na tuđoj imovini u prostoru za sastanke" osigurava 195 tisuća kuna, dok je lani ta stavka iznosila od 150 tisuća kuna.

Ivanu Vukorepi (HDZ), novom direktoru RCČO-a, poslali smo pitanja vezana uz dodatan prostor za rad, ime vlasnika zakupljenih kvadrata, natječaj..., a dobili smo odgovor na samo dio naših upita. Prenosimo ga u cijelosti:

- Poslovni prostor poduzeća "Regionalni centar čistog okoliša" zakupljen je od privatne osobe na razdoblje do 31. 12. 2023., s mjesečnom najamninom u visini od 10.500 kuna, a koristi se za potrebe poslovanja tvrtke.

Potreba za dodatnim prostorom proizašla je iz Ugovora o sufinanciranju projekta izgradnje Centra za gospodarenje otpadom u SDŽ od strane Europske unije. Po njemu smo zbog dva potpisana ugovora – jednog za usluge tehničke pomoći i upravljanja projektom te drugog za stručni nadzor gradnje – morali osigurati dvoranu za sastanke koja može primiti minimalno 20 osoba tijekom cjelokupnog razdoblja provedbe projekta te odgovarajući namještaj, a što nismo bili u mogućnosti osigurati u prostoru u kojem su smješteni uredi zaposlenika.

Osim navedenog, potrebno je osigurati pristup podacima, sadržajima te logističku podršku kako bi Izvršitelji mogli učinkovito izvršiti obveze iz ugovora. Javni natječaj za najam prostora nije bio raspisan jer nije bio potreban prema pravilima javne nabave sve u skladu sa Zakonom o javnoj nabavi NN 120/16, Članak 30.

Prema Planu poslovanja tvrtke, koji je dostupan na našoj internetskoj stranci www.rcco.hr, predviđeno je povećanje opsega poslovanja i zapošljavanje novih djelatnika koji će koristiti navedeni zakupljeni prostor, a sve u skladu s napretkom realizacije Projekta izgradnje Centra za gospodarenje otpadom u SDŽ.

Dakle, dodatni ured u susjedstvu postojećeg potreban je za sastanke, ali i uskoro i za nove zaposlenike tvrtke koja ni nakon 17 godina od osnivanja nije počela izgradnju Centra za gospodarenje otpadom. Tvornice za preradu otpada poput one koja je po istom sistemu i sufinancirana sa 72 posto iz EU-ovih fondova, već odavno izgrađena i funkcionira u Ljubljani, dok kod nas imamo (samo) širenje prostora za sastanke djelatnika, te smještanje opreme, dokumentacije,...

Zar za sastanke 20 osoba nije dovoljna dvorana u zgradi njihova osnivača, odnosno Županije ili u bilo kojem od primjerenih prostora kakve zasigurno imaju ustanove i tvrtke u županijskom vlasništvu? A koštali bi - nula kuna...
