Uzbudljivo će biti danas (srijeda) na skupštini Splitsko-dalmatinske županije.

Tri od četiri dopunske točke u vezi su s koncesijama na pomorskom dobru, pa oporbi neće manjkati materijala za "napad" na vladajuće. Poglavito jer se radi o traženju koncesije na deset godina za područje od čak 22.454 četvorna metra ispred hotela i apartmana "Medena", a fiksna naknada bila bi 150.000 kuna godišnje. S druge strane, za upravljanje upola manjeg područja, znači 13.861 kvadrat, traži se godišnja fiksna naknada od 250.000 kuna, na Šolti u uvali Šešula.

Odakle ovakav nerazmjer površine i novčane naknade, provjerili smo u materijalima dodatno upućenim vijećnicima, a sve na traženje "Apartmani Medena" d.d. iza kojeg stoji član Uprave Nenad Končar i privatni strani kapital u iznosu od 90 posto. Oni su podnijeli inicijativu za dodjelu koncesije na pomorskom dobru u svrhu gospodarskog korištenja plaže na dijelu k.o. Seget Donji, predio ispred apartmana.

Drugu inicijativu za koncesiju uputilo je "H.L. Dvorac" d.o.o., također u privatnom vlasništvu i sa stopostotnim stranim kapitalom, a koji predstavlja član uprave Hartmut Lademacher.

Znači strani kapital – budući da je Končarova tvrtka registrirana na Malti, a "Dvorac" koji djeluje u Maslenici, vlasništvo je njemačkog investitora, softverskog poduzetnika – želi sljedeće desetljeće upravljati našim pomorskim dobrom ispred Medene, pružajući ugostiteljske usluge i zabavu, dok u uvali Šešula na Šolti žele biti na usluzi nautičkom turizmu, što će zahtijevati i znatna ulaganja i gradnju.

Spekulacije

Odmah su krenule spekulacije da se opet pogoduje "velikima" te smo pročešljali njihove zahtjeve.

Naime, "Apartmani Medena" d.d. na segetskoj plaži ispred hotelskog kompleksa traže upravljanje plažom na 10 godina, a obavljali bi ugostiteljske, turističke i trgovačke djelatnosti: iznajmljivali bi 314 ležaljki, 157 suncobrana, 10 sefova za plažu, po 10 sandolina i kajaka, daske za jedrenje (5), jet-skijeve (2), štand za tetoviranje, te 10 štandova za prodaju izleta, rekvizita, opreme, hrane i pića, kao i 8 ugostiteljskih štekata ukupne površine od 823 kvadrata. Sve za fiksni dio godišnje naknade od 155.816 kuna, uz onaj promjenjivi od 3 posto od ostvarenog prihoda.

Ako ležaljke budu iznajmljene samo mjesec dana, svaka po 20 kuna dnevno, to je već 188.400 kuna: dakle, samo mjesečni najam ležaljki osigurava fiksni dio godišnje koncesije.

Uz ležaljke, neka gosti iznajme 157 suncobrana po najmanjoj cijeni od 15 kuna dnevno, to je 70.650 kuna mjesečno.

A trenutno je samo u hotelu "Medena" 600 gostiju, bez onih koji dolaze iz apartmanskih smještaja... A gdje su još sve ostale usluge, da ne govorimo o osam ugostiteljskih objekata. Dio će ih sigurno raditi i zimi. I svi će plaćati najam koncesionaru!

No, odgovorni iz Ministarstva mora, prometa i infrastrukture, te Ministarstva financija, slažući tablice i bodove za pojedine dijelove koji se koncesioniraju, potvrdit će vam da je izračun dobar. Budući da se naknada dijeli na tri dijela – državi, županiji i jedinici lokalne samouprave, ispada da će svi na kraju biti "zadovoljni". Još ako koncesionar bude uredan, ako ne bude devastacije na pomorskom dobru, te zabrane domaćima da i oni koriste plažu pod koncesijom – svi će biti "sretni".

Znakovito je i da domicilno stanovništvo već šuška o gradnji marine za koju se Nenad Končar sprema. Doznajemo neslužbeno da je Danko Končar, njegov otac, sada sve poslovne snage usmjerio na nautički turizam, kupivši cijeli ovaj hotelski kompleks u Segetu. Naime, nakon što je postao vlasnik hotela, 2017. njegova tvrtka "Kermas energija" kupila je i 260 apartmana.

Pa je nakon brodogradnje, gdje mu svi plaćamo poticaje za opstanak te važne privredne grane, kao i njegovo ulaganje u energetiku, sada fokusiran na nautički turizam. Kažu mještani da je kupio i hotel "Jadran", ali i parcelu tik uz more na području Pećina, s nedovršenim objektom, vlasništvo općinskog načelnika, sada saborskog zastupnika Vinka Zulima.

Sve kako bi sutra imali još veću marinu, uza sve popratne sadržaje.

Vijećnici

U vali Šešula na Šolti, tvrtka "H.L. Dvorac" želi izgraditi novu luku i njom upravljati 10 godina, a godišnji stalni iznos koncesije bio bi 250.000 kuna, uz pet posto od ostvarenih prihoda. Hoće li na ukupno 13.961 četvorni metar, gdje je 12.237 metara morske površine, niknuti pontoni, gat, valobran i ostala lučka infrastruktura, pa zgrade za nautički turizam – recepcija, sanitarni čvorovi, uredi... vidjet ćemo!

Naime, odluku o raspisivanju natječaja za koncesionara, po ustaljenom pravilu sigurno će potvrditi zastupnici u regionalnom parlamentu, no treba onda i natječaj raspisati, pa izabrati najboljeg ponuđača, a sve to mora "amenovati" i Ministarstvo kulture koje traži podvodno-arheološko istraživanje, dok Ministarstvo zaštite okoliša i energetike traži "Ocjenu prihvatljivosti" za provedbu samog zahvata gradnje marine.

Pojedini mještani jesu za gradnju marine jer su imali samo dobra iskustva s prvom marinom koju je Ladermacher napravio u Maslinici, pa se nadaju još jednom dobrom projektu koji će otočanima osigurati radna mjesta, dok drugi grintaju. Smatraju kako je Šešula fantastična i sigurna uvala za brodove, te da je i dalje samo treba koristiti kao sidrište i time očuvati prirodni izgled tog dijela otoka.

Odluka je na županijskim vijećnicima.

Uzbudljivo će biti danas (srijeda) na skupštini Splitsko-dalmatinske županije.

Tri od četiri dopunske točke u vezi su s koncesijama na pomorskom dobru, pa oporbi neće manjkati materijala za "napad" na vladajuće. Poglavito jer se radi o traženju koncesije na deset godina za područje od čak 22.454 četvorna metra ispred hotela i apartmana "Medena", a fiksna naknada bila bi 150.000 kuna godišnje. S druge strane, za upravljanje upola manjeg područja, znači 13.861 kvadrat, traži se godišnja fiksna naknada od 250.000 kuna, na Šolti u uvali Šešula.

Odakle ovakav nerazmjer površine i novčane naknade, provjerili smo u materijalima dodatno upućenim vijećnicima, a sve na traženje "Apartmani Medena" d.d. iza kojeg stoji član Uprave Nenad Končar i privatni strani kapital u iznosu od 90 posto. Oni su podnijeli inicijativu za dodjelu koncesije na pomorskom dobru u svrhu gospodarskog korištenja plaže na dijelu k.o. Seget Donji, predio ispred apartmana.

Drugu inicijativu za koncesiju uputilo je "H.L. Dvorac" d.o.o., također u privatnom vlasništvu i sa stopostotnim stranim kapitalom, a koji predstavlja član uprave Hartmut Lademacher.

Znači strani kapital – budući da je Končarova tvrtka registrirana na Malti, a "Dvorac" koji djeluje u Maslenici, vlasništvo je njemačkog investitora, softverskog poduzetnika – želi sljedeće desetljeće upravljati našim pomorskim dobrom ispred Medene, pružajući ugostiteljske usluge i zabavu, dok u uvali Šešula na Šolti žele biti na usluzi nautičkom turizmu, što će zahtijevati i znatna ulaganja i gradnju.

Spekulacije

Odmah su krenule spekulacije da se opet pogoduje "velikima" te smo pročešljali njihove zahtjeve.

Naime, "Apartmani Medena" d.d. na segetskoj plaži ispred hotelskog kompleksa traže upravljanje plažom na 10 godina, a obavljali bi ugostiteljske, turističke i trgovačke djelatnosti: iznajmljivali bi 314 ležaljki, 157 suncobrana, 10 sefova za plažu, po 10 sandolina i kajaka, daske za jedrenje (5), jet-skijeve (2), štand za tetoviranje, te 10 štandova za prodaju izleta, rekvizita, opreme, hrane i pića, kao i 8 ugostiteljskih štekata ukupne površine od 823 kvadrata. Sve za fiksni dio godišnje naknade od 155.816 kuna, uz onaj promjenjivi od 3 posto od ostvarenog prihoda.

Ako ležaljke budu iznajmljene samo mjesec dana, svaka po 20 kuna dnevno, to je već 188.400 kuna: dakle, samo mjesečni najam ležaljki osigurava fiksni dio godišnje koncesije.

Uz ležaljke, neka gosti iznajme 157 suncobrana po najmanjoj cijeni od 15 kuna dnevno, to je 70.650 kuna mjesečno.

A trenutno je samo u hotelu "Medena" 600 gostiju, bez onih koji dolaze iz apartmanskih smještaja... A gdje su još sve ostale usluge, da ne govorimo o osam ugostiteljskih objekata. Dio će ih sigurno raditi i zimi. I svi će plaćati najam koncesionaru!

No, odgovorni iz Ministarstva mora, prometa i infrastrukture, te Ministarstva financija, slažući tablice i bodove za pojedine dijelove koji se koncesioniraju, potvrdit će vam da je izračun dobar. Budući da se naknada dijeli na tri dijela – državi, županiji i jedinici lokalne samouprave, ispada da će svi na kraju biti "zadovoljni". Još ako koncesionar bude uredan, ako ne bude devastacije na pomorskom dobru, te zabrane domaćima da i oni koriste plažu pod koncesijom – svi će biti "sretni".

Znakovito je i da domicilno stanovništvo već šuška o gradnji marine za koju se Nenad Končar sprema. Doznajemo neslužbeno da je Danko Končar, njegov otac, sada sve poslovne snage usmjerio na nautički turizam, kupivši cijeli ovaj hotelski kompleks u Segetu. Naime, nakon što je postao vlasnik hotela, 2017. njegova tvrtka "Kermas energija" kupila je i 260 apartmana.

Pa je nakon brodogradnje, gdje mu svi plaćamo poticaje za opstanak te važne privredne grane, kao i njegovo ulaganje u energetiku, sada fokusiran na nautički turizam. Kažu mještani da je kupio i hotel "Jadran", ali i parcelu tik uz more na području Pećina, s nedovršenim objektom, vlasništvo općinskog načelnika, sada saborskog zastupnika Vinka Zulima.

Sve kako bi sutra imali još veću marinu, uza sve popratne sadržaje.

Vijećnici

U vali Šešula na Šolti, tvrtka "H.L. Dvorac" želi izgraditi novu luku i njom upravljati 10 godina, a godišnji stalni iznos koncesije bio bi 250.000 kuna, uz pet posto od ostvarenih prihoda. Hoće li na ukupno 13.961 četvorni metar, gdje je 12.237 metara morske površine, niknuti pontoni, gat, valobran i ostala lučka infrastruktura, pa zgrade za nautički turizam – recepcija, sanitarni čvorovi, uredi... vidjet ćemo!

Naime, odluku o raspisivanju natječaja za koncesionara, po ustaljenom pravilu sigurno će potvrditi zastupnici u regionalnom parlamentu, no treba onda i natječaj raspisati, pa izabrati najboljeg ponuđača, a sve to mora "amenovati" i Ministarstvo kulture koje traži podvodno-arheološko istraživanje, dok Ministarstvo zaštite okoliša i energetike traži "Ocjenu prihvatljivosti" za provedbu samog zahvata gradnje marine.

Pojedini mještani jesu za gradnju marine jer su imali samo dobra iskustva s prvom marinom koju je Ladermacher napravio u Maslinici, pa se nadaju još jednom dobrom projektu koji će otočanima osigurati radna mjesta, dok drugi grintaju. Smatraju kako je Šešula fantastična i sigurna uvala za brodove, te da je i dalje samo treba koristiti kao sidrište i time očuvati prirodni izgled tog dijela otoka.

Odluka je na županijskim vijećnicima.
