Mnogim je Šibenčanima ovih dana, otkako vijest sustiže vijest o novim megainvesticijama u gradu, palo na pamet kako bi bilo dobro, ispravno, u korist demokracije i respektiranja volje građana, da se o namjeni gradskog prostora ponešto pita i građane. Uostalom, zato je u svakom demokratskom sustavu i predviđen referendum kao oblik izravne demokracije koji se koristi kad odgovorna vlast za najrelevantnija pitanja razvoja grada i disponiranja njegovim najvrjednijim resursima dade priliku i građanima da iznesu svoje mišljenje. Da sudjeluju. Da odlučuju bez posrednika.

Za to je, kako neki naši sugrađani misle, a neki i otvoreno govore, prava prilika bila i kod definiranja buduće namjene (arhitektonsko-urbanističkog rješenja) prostora bivšeg TEF-a, ali i kod prodaje čak 60 hektara zemljišta na Podima za izgradnju tzv. fotonaponskog modula.

Goleme su investicije u pitanju. Projekt Batižele, kako je svojedobno javnosti prezentiran, mogao bi dosegnuti milijardu eura vrijednosti investicija u buduću, navodno elitnu, gradsku četvrt, koju umjesto arhitekata i urbanista "crtaju" svojim novcem i ambicijama budući investitori.

Njih prije svega zanima profit, a ne vizura novog dijela grada. Dobra je vijest da je Grad uvjetovao potencijalnim investitorima da na tom prostoru mogu izgraditi 60 posto sadržaja koje preferira privatni kapital, a 40 posto je rezervirano za javne funkcije (vrtić, škola, glazbena i plesna škola...).

No nije realno očekivati da će u dogledno vrijeme Grad biti financijski sposoban realizirati takve sadržaje, pa je vrlo vjerojatno da će u prvoj fazi izgradnje, ako se ostvari, u zoni bivše Tvornice elektroda i ferolegura nicati hoteli i stambene zgrade, pa čak deseterokatnice (?!), više namijenjeni turizmu negoli stanovanju. Ali o tom potom. Projekt Batižele tek je u potrazi za investitorom pa nema razloga da već prejudiciramo njegov razvoj...

S druge strane, za projekt Podi investitor je poznat, zna se da je nositelj projekta tvrtka "Valis Solaris", koja nastupa kao zastupnik njemačkog Instituta Fraunhofer iz Freiburga, koja je posljednjih 20 godina tražila adekvatnu lokaciju za izgradnju budućih postrojenja obnovljivih izvora energije, odnosno tzv. fotonaponskog modula (solarne elektrane, pogona za izgradnju dijelova za solarne elektrane, tvornice vodika itd.).

Ovdje se radi o investiciji "teškoj" nevjerojatnih pet milijardi eura, koja podrazumijeva izgradnju čak sedam tvornica (pogona), u kojima bi u finalnoj varijanti radilo čak pet tisuća radnika! Za potrebe ove investicije Grad je partneru ustupio svih preostalih 60 hektara gradskog zemljišta u zoni Podi, koja nakon toga više nema ni jednog jedinog raspoloživog kvadrata za druge namjene, a investitor će morati tražiti i dodatno od hrvatske države da im ustupi barem još 40 hektara zemljišta kako bi u cijelosti mogli realizirati svoje megaplanove.

S obzirom da je riječ o zemljištu, a u tradiciji naših ljudi se zemlja zadnja prodaje, zar ne bi bilo uputno da je gradska vlast prije sklapanja sporazuma anketirala i javno raspoloženje građana u odnosu prema ovako velikom projektu koji će progutati goleme gradske resurse?

Uostalom, u nedavno prihvaćenom Sporazumu među ostalim stoji da investitor, u slučaju da zbog objektivnih zapreka ne uspije realizirati projekt, može nekretninu i prodati. S obzirom da je "Valis Solaris" prije Šibenika s istom ponudom, istim projektom, obišao pola Hrvatske (od Lipika, Obrovca, Drniša, Sinja... do šibenskih Poda), a da nigdje dosad nije ništa napravio, moguće je da ista sudbina čeka i Pode. S tim da Grad u tom slučaju ostaje bez 60 hektara gradskog zemljišta!

Zbog svega toga, referendum građana bio bi za gradsku vlast i neka vrsta osigurača, uvijek bi mogli reći da su građani (a ne oni sami, snagom autoriteta vlasti) tako odlučili, pa onda zajedno dijele i odgovornost za eventualni negativni epilog priče. Za pozitivni, dakako, uvijek će biti zaslužna vlast, sa ili bez referenduma...

Jedan od glasnijih zagovornika referenduma općenito, kao najizravnijeg oblika demokracije, jest šibensko-kninski župan Marko Jelić, koji referendumsko izjašnjavanje građana smatra dijelom svoga političkog programa.

Mnogim je Šibenčanima ovih dana, otkako vijest sustiže vijest o novim megainvesticijama u gradu, palo na pamet kako bi bilo dobro, ispravno, u korist demokracije i respektiranja volje građana, da se o namjeni gradskog prostora ponešto pita i građane. Uostalom, zato je u svakom demokratskom sustavu i predviđen referendum kao oblik izravne demokracije koji se koristi kad odgovorna vlast za najrelevantnija pitanja razvoja grada i disponiranja njegovim najvrjednijim resursima dade priliku i građanima da iznesu svoje mišljenje. Da sudjeluju. Da odlučuju bez posrednika.

Za to je, kako neki naši sugrađani misle, a neki i otvoreno govore, prava prilika bila i kod definiranja buduće namjene (arhitektonsko-urbanističkog rješenja) prostora bivšeg TEF-a, ali i kod prodaje čak 60 hektara zemljišta na Podima za izgradnju tzv. fotonaponskog modula.

Goleme su investicije u pitanju. Projekt Batižele, kako je svojedobno javnosti prezentiran, mogao bi dosegnuti milijardu eura vrijednosti investicija u buduću, navodno elitnu, gradsku četvrt, koju umjesto arhitekata i urbanista "crtaju" svojim novcem i ambicijama budući investitori.

Njih prije svega zanima profit, a ne vizura novog dijela grada. Dobra je vijest da je Grad uvjetovao potencijalnim investitorima da na tom prostoru mogu izgraditi 60 posto sadržaja koje preferira privatni kapital, a 40 posto je rezervirano za javne funkcije (vrtić, škola, glazbena i plesna škola...).

No nije realno očekivati da će u dogledno vrijeme Grad biti financijski sposoban realizirati takve sadržaje, pa je vrlo vjerojatno da će u prvoj fazi izgradnje, ako se ostvari, u zoni bivše Tvornice elektroda i ferolegura nicati hoteli i stambene zgrade, pa čak deseterokatnice (?!), više namijenjeni turizmu negoli stanovanju. Ali o tom potom. Projekt Batižele tek je u potrazi za investitorom pa nema razloga da već prejudiciramo njegov razvoj...

S druge strane, za projekt Podi investitor je poznat, zna se da je nositelj projekta tvrtka "Valis Solaris", koja nastupa kao zastupnik njemačkog Instituta Fraunhofer iz Freiburga, koja je posljednjih 20 godina tražila adekvatnu lokaciju za izgradnju budućih postrojenja obnovljivih izvora energije, odnosno tzv. fotonaponskog modula (solarne elektrane, pogona za izgradnju dijelova za solarne elektrane, tvornice vodika itd.).

Ovdje se radi o investiciji "teškoj" nevjerojatnih pet milijardi eura, koja podrazumijeva izgradnju čak sedam tvornica (pogona), u kojima bi u finalnoj varijanti radilo čak pet tisuća radnika! Za potrebe ove investicije Grad je partneru ustupio svih preostalih 60 hektara gradskog zemljišta u zoni Podi, koja nakon toga više nema ni jednog jedinog raspoloživog kvadrata za druge namjene, a investitor će morati tražiti i dodatno od hrvatske države da im ustupi barem još 40 hektara zemljišta kako bi u cijelosti mogli realizirati svoje megaplanove.

S obzirom da je riječ o zemljištu, a u tradiciji naših ljudi se zemlja zadnja prodaje, zar ne bi bilo uputno da je gradska vlast prije sklapanja sporazuma anketirala i javno raspoloženje građana u odnosu prema ovako velikom projektu koji će progutati goleme gradske resurse?

Uostalom, u nedavno prihvaćenom Sporazumu među ostalim stoji da investitor, u slučaju da zbog objektivnih zapreka ne uspije realizirati projekt, može nekretninu i prodati. S obzirom da je "Valis Solaris" prije Šibenika s istom ponudom, istim projektom, obišao pola Hrvatske (od Lipika, Obrovca, Drniša, Sinja... do šibenskih Poda), a da nigdje dosad nije ništa napravio, moguće je da ista sudbina čeka i Pode. S tim da Grad u tom slučaju ostaje bez 60 hektara gradskog zemljišta!

Zbog svega toga, referendum građana bio bi za gradsku vlast i neka vrsta osigurača, uvijek bi mogli reći da su građani (a ne oni sami, snagom autoriteta vlasti) tako odlučili, pa onda zajedno dijele i odgovornost za eventualni negativni epilog priče. Za pozitivni, dakako, uvijek će biti zaslužna vlast, sa ili bez referenduma...

Jedan od glasnijih zagovornika referenduma općenito, kao najizravnijeg oblika demokracije, jest šibensko-kninski župan Marko Jelić, koji referendumsko izjašnjavanje građana smatra dijelom svoga političkog programa.

Šibenik pred milijunskim investicijama; evo što predlaže župan Marko Jelić

Mnogim je Šibenčanima ovih dana, otkako vijest sustiže vijest o novim megainvesticijama u gradu, palo na pamet kako bi bilo dobro, ispravno, u korist demokracije i respektiranja volje građana, da se o namjeni gradskog prostora ponešto pita i građane. Uostalom, zato je u svakom demokratskom sustavu i predviđen referendum kao oblik izravne demokracije koji se koristi kad odgovorna vlast za najrelevantnija pitanja razvoja grada i disponiranja njegovim najvrjednijim resursima dade priliku i građanima da iznesu svoje mišljenje. Da sudjeluju. Da odlučuju bez posrednika.

Za to je, kako neki naši sugrađani misle, a neki i otvoreno govore, prava prilika bila i kod definiranja buduće namjene (arhitektonsko-urbanističkog rješenja) prostora bivšeg TEF-a, ali i kod prodaje čak 60 hektara zemljišta na Podima za izgradnju tzv. fotonaponskog modula.

Goleme su investicije u pitanju. Projekt Batižele, kako je svojedobno javnosti prezentiran, mogao bi dosegnuti milijardu eura vrijednosti investicija u buduću, navodno elitnu, gradsku četvrt, koju umjesto arhitekata i urbanista "crtaju" svojim novcem i ambicijama budući investitori.
