Dubrovnik najavljuje smanjenje broja apartmana, a splitska gradska vlast još je zakopčana što se toga tiče, međutim, one koji od iznajmljivanje žive ili dodatno zarađuju sve su ove najave zbog izmjene zakona uznemirile.

Dubrovnik zabranjuje nove apartmane i ukida trećinu postojećih. Raspitali smo se što će Split učiniti: ‘Imamo 4 zone‘

– Poučena iskustvom da je priča s paušalnim porezom za iznajmljivače prebačena u copy-paste maniri s Dubrovnika na Split, ne bi me čudilo da se i po pitanju ograničenja broja apartmana dogodi lančana reakcija na relaciji Dubrovnik – Split – Zagreb itd. Ono što u ovom trenutku raspravljamo s pravnicima u našoj udruzi jest pitanje ustavnosti odluke da se nekome blokira rad – kaže Barbara Marković, predsjednica Hrvatske udruge obiteljskog smještaja.

Navodi kako postoje razni načini za ograničenje broja apartmana. Kao primjer spominje Barcelonu i gradove u nekim drugim europskim državama, u kojima su blokirane online platforme.

– Trebalo bi se upetljati prstima u platforme, što, naravno, nikome nije lako, nego je lakše dohvatiti se iznajmljivača. No ja bih se prije orijentirala na platforme u smislu ograničenja novog broja oglašavanja, pa tko hoće neka radi i čini to na svoj način. Tu metodu je uspješno primijenila Barcelona s platformom Airbnb, a jedan grad u Njemačkoj isto je napravio s Bookingom. I broj apartmana se počeo smanjivati...

Ne vidim razloga zašto to ne bi bio neki modus operandi po kojemu bismo i mi mogli učiniti isto – pita se Marković. Nije, ponavlja, sigurna koliko je zakonski moguće stopirati nove objekte. No ono što se, napominje, može učiniti, a pretpostavlja da će se ići u tom smjeru, jest da se s novom kategorizacijom provede rekategorizacija starih objekata, pa tako i garaža i šupa koje su pretvorene u apartmane, slijedom čega će te i takve jedinice izgubiti dozvole za rad ako se ne ulaže u njihovu kvalitetu i sadržaj.

Treba uvesti reda

– To nije ništa strašno, jer na tržištu vlada kreativni nered i treba uvesti reda. Taj dio mi je jasan... Ali znate što će se sada dogoditi?! Sad će svi, brže-bolje, ići kategorizirati objekte. I onaj tko je mislio i tko nije mislio otvoriti apartman požurit će s registracijom prije stupanja na snagu novog Zakona o turizmu – procjenjuje predsjednica Hrvatske udruge obiteljskog smještaja, koja će stavove njezinih članova izložiti na skorašnjim Danima hrvatskog turizma.

– Mi zapravo tražimo dvije stvari – hitno novu kategorizaciju za obiteljski smještaj, da se zna što je obiteljski, a što komercijalni. To je početak. Ne možemo skakati na razinu četiri, a nismo riješili ni prvu. Na taj način će se dovesti u red stariji objekti, ali da će se nekome zabraniti da radi ili da će se preko noći ugasiti pet tisuća objekata...

To ne može proći. I ne može biti retroaktivno. S druge strane, ne bi bilo loše, u pojedinim destinacijama, ograničiti da se otvara sve i svašta. To bi bilo dobro zbog ljudi koji kvalitetno rade u obiteljskom smještaju, jer se njime svatko ne može ni baviti. 

Svi se slažemo da treba uvesti reda i ulagati u kvalitetu, održivi turizam, ali ga se ne može provoditi na represivan način. Nikad ne zagovaram silu... Svima nam je isti cilj, a do njega se dolazi korak po korak. Najprije treba utvrditi stanje i izići na teren. To je početak svega – smatra Barbara Marković.

Dubrovnik najavljuje smanjenje broja apartmana, a splitska gradska vlast još je zakopčana što se toga tiče, međutim, one koji od iznajmljivanje žive ili dodatno zarađuju sve su ove najave zbog izmjene zakona uznemirile.

Dubrovnik zabranjuje nove apartmane i ukida trećinu postojećih. Raspitali smo se što će Split učiniti: ‘Imamo 4 zone‘

– Poučena iskustvom da je priča s paušalnim porezom za iznajmljivače prebačena u copy-paste maniri s Dubrovnika na Split, ne bi me čudilo da se i po pitanju ograničenja broja apartmana dogodi lančana reakcija na relaciji Dubrovnik – Split – Zagreb itd. Ono što u ovom trenutku raspravljamo s pravnicima u našoj udruzi jest pitanje ustavnosti odluke da se nekome blokira rad – kaže Barbara Marković, predsjednica Hrvatske udruge obiteljskog smještaja.

Navodi kako postoje razni načini za ograničenje broja apartmana. Kao primjer spominje Barcelonu i gradove u nekim drugim europskim državama, u kojima su blokirane online platforme.

– Trebalo bi se upetljati prstima u platforme, što, naravno, nikome nije lako, nego je lakše dohvatiti se iznajmljivača. No ja bih se prije orijentirala na platforme u smislu ograničenja novog broja oglašavanja, pa tko hoće neka radi i čini to na svoj način. Tu metodu je uspješno primijenila Barcelona s platformom Airbnb, a jedan grad u Njemačkoj isto je napravio s Bookingom. I broj apartmana se počeo smanjivati...

Ne vidim razloga zašto to ne bi bio neki modus operandi po kojemu bismo i mi mogli učiniti isto – pita se Marković. Nije, ponavlja, sigurna koliko je zakonski moguće stopirati nove objekte. No ono što se, napominje, može učiniti, a pretpostavlja da će se ići u tom smjeru, jest da se s novom kategorizacijom provede rekategorizacija starih objekata, pa tako i garaža i šupa koje su pretvorene u apartmane, slijedom čega će te i takve jedinice izgubiti dozvole za rad ako se ne ulaže u njihovu kvalitetu i sadržaj.

Treba uvesti reda

– To nije ništa strašno, jer na tržištu vlada kreativni nered i treba uvesti reda. Taj dio mi je jasan... Ali znate što će se sada dogoditi?! Sad će svi, brže-bolje, ići kategorizirati objekte. I onaj tko je mislio i tko nije mislio otvoriti apartman požurit će s registracijom prije stupanja na snagu novog Zakona o turizmu – procjenjuje predsjednica Hrvatske udruge obiteljskog smještaja, koja će stavove njezinih članova izložiti na skorašnjim Danima hrvatskog turizma.

– Mi zapravo tražimo dvije stvari – hitno novu kategorizaciju za obiteljski smještaj, da se zna što je obiteljski, a što komercijalni. To je početak. Ne možemo skakati na razinu četiri, a nismo riješili ni prvu. Na taj način će se dovesti u red stariji objekti, ali da će se nekome zabraniti da radi ili da će se preko noći ugasiti pet tisuća objekata...

To ne može proći. I ne može biti retroaktivno. S druge strane, ne bi bilo loše, u pojedinim destinacijama, ograničiti da se otvara sve i svašta. To bi bilo dobro zbog ljudi koji kvalitetno rade u obiteljskom smještaju, jer se njime svatko ne može ni baviti. 

Svi se slažemo da treba uvesti reda i ulagati u kvalitetu, održivi turizam, ali ga se ne može provoditi na represivan način. Nikad ne zagovaram silu... Svima nam je isti cilj, a do njega se dolazi korak po korak. Najprije treba utvrditi stanje i izići na teren. To je početak svega – smatra Barbara Marković.
