Nogostupom uz bolnički zid sam gurala dječja kolica s blizancima. Iz suprotnog pravca je, pomažući se štakom, išla starija i slabo pokretna gospođa. Nije bilo načina da se mimoiđemo, „pola” kolica sam morala pomaknuti na kolničku traku. Baš je tada naišao kamion, mislim da su me centimetri dijelili od udara, kosa mi je poletjela od vjetra. Recite vi meni: je li to normalno i mora li tamo stvarno netko poginuti pa da gradske vlasti ili tkogod drugi reagira, jer taj je nogostup opasan?!

Prethodnih pet rečenica izgovorila nam je jedna zgrožena mlada Zadranka. Nije prva, reagirali su i mnogi drugi građani, pa i Udruga tjelesnih invalida. I? Što se dogodilo? Jedno veliko i savršeno ništa: Ulica Nikole Šubića Zrinskog je puštena u promet prije tri i pol godine. Točno toliko usred grada imamo krajnje opasnu prometnicu.

Možda je to najveći, ali sigurno nije i jedini problem. Četverotračna prometnica u Ulici Nikole Šubića Zrinskog nema uporabnu dozvolu. Zašto? Zato što investitor nije podnio zahtjev za tehnički pregled. A zašto to nisu učinili? Zato što je riječ o projektu koji – nije dovršen! Zašto nije dovršen? Jer nije izmještena famozna trafostanica, nisu prošireni nogostupi...I nitko ne zna kada će se to dogoditi.

Dakle, veliki projekt rekonstrukcije državne ceste u srcu Zadra „službeno” nije završen, zakonske procedure nisu provedene, ali prometnica je bez uporabne dozvole u punom pogonu tri i pol godine. A Zadrani su sretni jer još nitko nije poginuo na toj „nezakonitoj prometnici”.

Samo za trenutak probajte zamisliti što bi se dogodilo da bez uporabne dozvole napravite garažu ili neku sličnu monumentalnu građevinu i „pustite je u funkciju” ne čekajući „dovršetak radova”, „tehnički pregled” i sve one zakonski propisane, dosadne procedure, a mediji vas puste u svoj mlin? Što mislite, koliko bi vremena prošlo dok vam dvorište ne bi bilo krcato građevinskih inspektora, komunalnih redara, policajaca? Sjatila bi se bulumenta nervoznih činovnika, cijela bi država samouvjereno repetirala sve svoje brojne ovlasti. U slučaju Ulice Nikole Šubića Zrinskog – ništa. Nisu se oglasili ni Hrvatske ceste, kao investitor, ni Grad Zadar, na čijem području skandal traje tri i pol godine.

Prije točno mjesec dana direktor Hrvatskih cesta Josip Škorić bio je u Zadru i razgovarao s gradonačelnikom Brankom Dukićem. Sastanak je bio zatvoren za javnost, pa je iz Dukićevog kabineta odaslano priopćenje s kojega su curili med i mlijeko, navedeni su brojni veliki projekti koji, evo, samo što nisu krenuli, svi su bili sretni, zadovoljni i nasmijani, milijuni će biti utrošeni u Zadru i okolici. Usput, najavljeno je da će do kraja listopada biti objavljen natječaj za izvođača radova na rekonstrukciji Žmirića. Polovina je studenog, natječaj još nije objavljen.

Dakako, nigdje nije spomenuto jesu li Škorić i Dukić, makar kao stranački drugovi, progovorili iti jednu jedinu riječ o „nezakonitoj cesti” između Bolnice i Poliklinike, nogostupu čija širina ne zadovoljava zakonske standarde i cijelom tom „velikom projektu” koji još nije dovršen.

Za Dukića je jasno da ne želi potencirati priču i živcirati kolegu HDZ-ovca i direktora velike državne tvrtke, jer ako ga naljutiš – riskiraš da milijuni odlepršaju u drugom pravcu. Gradska je vlast pred moćnim državnim poduzećem spustila gaće kada je dopustila da projektom rekonstrukcije bude izbrisan nekadašnji rotor kod Bolnice, mada su se prethodno „žestoko protivili” semaforizaciji križanja. Pobijedio je jači, a gaće su, valjda po navici, ostale spuštene i tri i pol godine kasnije. Naravno, kada domaćini ništa ne pitaju, ni Škorić ne osjeća potrebu samoinicijativno podsjećati na sramotu koja bi se mogla pripisati baš njemu i njegovom poduzeću. Ovaj rang državnih direktora ionako ne ide na izbore, pa da vode računa o mišljenju javnosti.

Uglavnom, Zadrani nemaju pojma kada će „veliki projekt” biti dovršen, kada će nogostup biti proširen i kada će prometnica konačno postati zakonita. Samo da ne bude kao u jednoj zemlji na jugu Balkana, gdje vlasnici izgrade kuću s ravnim krovom, a na ćoškovima napadno ostave željeznu armaturu, čime izbjegavaju plaćanje poreza jer, eto, vidite, objekt još nije završen.

Sreća pa Zadar nije na Balkanu...

Nogostupom uz bolnički zid sam gurala dječja kolica s blizancima. Iz suprotnog pravca je, pomažući se štakom, išla starija i slabo pokretna gospođa. Nije bilo načina da se mimoiđemo, „pola” kolica sam morala pomaknuti na kolničku traku. Baš je tada naišao kamion, mislim da su me centimetri dijelili od udara, kosa mi je poletjela od vjetra. Recite vi meni: je li to normalno i mora li tamo stvarno netko poginuti pa da gradske vlasti ili tkogod drugi reagira, jer taj je nogostup opasan?!

Prethodnih pet rečenica izgovorila nam je jedna zgrožena mlada Zadranka. Nije prva, reagirali su i mnogi drugi građani, pa i Udruga tjelesnih invalida. I? Što se dogodilo? Jedno veliko i savršeno ništa: Ulica Nikole Šubića Zrinskog je puštena u promet prije tri i pol godine. Točno toliko usred grada imamo krajnje opasnu prometnicu.

Možda je to najveći, ali sigurno nije i jedini problem. Četverotračna prometnica u Ulici Nikole Šubića Zrinskog nema uporabnu dozvolu. Zašto? Zato što investitor nije podnio zahtjev za tehnički pregled. A zašto to nisu učinili? Zato što je riječ o projektu koji – nije dovršen! Zašto nije dovršen? Jer nije izmještena famozna trafostanica, nisu prošireni nogostupi...I nitko ne zna kada će se to dogoditi.

Dakle, veliki projekt rekonstrukcije državne ceste u srcu Zadra „službeno” nije završen, zakonske procedure nisu provedene, ali prometnica je bez uporabne dozvole u punom pogonu tri i pol godine. A Zadrani su sretni jer još nitko nije poginuo na toj „nezakonitoj prometnici”.

Samo za trenutak probajte zamisliti što bi se dogodilo da bez uporabne dozvole napravite garažu ili neku sličnu monumentalnu građevinu i „pustite je u funkciju” ne čekajući „dovršetak radova”, „tehnički pregled” i sve one zakonski propisane, dosadne procedure, a mediji vas puste u svoj mlin? Što mislite, koliko bi vremena prošlo dok vam dvorište ne bi bilo krcato građevinskih inspektora, komunalnih redara, policajaca? Sjatila bi se bulumenta nervoznih činovnika, cijela bi država samouvjereno repetirala sve svoje brojne ovlasti. U slučaju Ulice Nikole Šubića Zrinskog – ništa. Nisu se oglasili ni Hrvatske ceste, kao investitor, ni Grad Zadar, na čijem području skandal traje tri i pol godine.

Prije točno mjesec dana direktor Hrvatskih cesta Josip Škorić bio je u Zadru i razgovarao s gradonačelnikom Brankom Dukićem. Sastanak je bio zatvoren za javnost, pa je iz Dukićevog kabineta odaslano priopćenje s kojega su curili med i mlijeko, navedeni su brojni veliki projekti koji, evo, samo što nisu krenuli, svi su bili sretni, zadovoljni i nasmijani, milijuni će biti utrošeni u Zadru i okolici. Usput, najavljeno je da će do kraja listopada biti objavljen natječaj za izvođača radova na rekonstrukciji Žmirića. Polovina je studenog, natječaj još nije objavljen.

Dakako, nigdje nije spomenuto jesu li Škorić i Dukić, makar kao stranački drugovi, progovorili iti jednu jedinu riječ o „nezakonitoj cesti” između Bolnice i Poliklinike, nogostupu čija širina ne zadovoljava zakonske standarde i cijelom tom „velikom projektu” koji još nije dovršen.

Za Dukića je jasno da ne želi potencirati priču i živcirati kolegu HDZ-ovca i direktora velike državne tvrtke, jer ako ga naljutiš – riskiraš da milijuni odlepršaju u drugom pravcu. Gradska je vlast pred moćnim državnim poduzećem spustila gaće kada je dopustila da projektom rekonstrukcije bude izbrisan nekadašnji rotor kod Bolnice, mada su se prethodno „žestoko protivili” semaforizaciji križanja. Pobijedio je jači, a gaće su, valjda po navici, ostale spuštene i tri i pol godine kasnije. Naravno, kada domaćini ništa ne pitaju, ni Škorić ne osjeća potrebu samoinicijativno podsjećati na sramotu koja bi se mogla pripisati baš njemu i njegovom poduzeću. Ovaj rang državnih direktora ionako ne ide na izbore, pa da vode računa o mišljenju javnosti.

Uglavnom, Zadrani nemaju pojma kada će „veliki projekt” biti dovršen, kada će nogostup biti proširen i kada će prometnica konačno postati zakonita. Samo da ne bude kao u jednoj zemlji na jugu Balkana, gdje vlasnici izgrade kuću s ravnim krovom, a na ćoškovima napadno ostave željeznu armaturu, čime izbjegavaju plaćanje poreza jer, eto, vidite, objekt još nije završen.

Sreća pa Zadar nije na Balkanu...

Gaće su pale s rotorom: tri i pol godine nakon „otvorenja”, prometnica između Bolnice i Poliklinike nema uporabnu dozvolu. Evo kako je to moguće...

Nogostupom uz bolnički zid sam gurala dječja kolica s blizancima. Iz suprotnog pravca je, pomažući se štakom, išla starija i slabo pokretna gospođa. Nije bilo načina da se mimoiđemo, „pola” kolica sam morala pomaknuti na kolničku traku. Baš je tada naišao kamion, mislim da su me centimetri dijelili od udara, kosa mi je poletjela od vjetra.
