Ima ih posvuda po gradu. Neki su inovativni i nose skrivene poruke, neki su vulgarni, a nekima sadržaj širi govor mržnje, pa zahtijeva trenutačno uklanjanje jer se kosi s pozitivnim zakonima i dobrim običajima. Ukratko, riječ je o grafitima, zidnim 'črčkarijama' kakvih se u posljednje vrijeme nađe gdje god ima raspoloživih golih zidova, energetskih ormarića, rasvjetnih stupova...grafiterima koji u pravilu ostaju nepoznati, podloga ne fali, a ni komunalcima posla oko uklanjanja tragova laka, boje i drugih umjetničkih 'alata'.

Čišćenje i pjeskarenje

Posao oko čišćenja i pjeskarenja gradskim službama donekle su olakšali sami grafiteri jer mlađi naraštaji ne posežu za ispisivanjem grafita tako često prije eksplozije društvenih mreža gdje brže i dalje mogu prenijeti poruku. No, ispisanih i išaranih javnih površina itekako još ima.

Da je tomu tako, potvrđuju i iz dubrovačke gradske uprave:

- Već godinama Grad Dubrovnik, putem Upravnog odjela za promet, uklanja grafite neprimjerenog sadržaja sa zidova na javnim prometnim površinama. Najviše uklanjanja obavljeno je na području naselja Nova Mokošica, u ulicama Bartola Kašića i Vinogradarska. Također, osim navedenih lokacija učestalo se uklanjaju i grafiti s ostalih javnih površina na području Grada Dubrovnika. Cijena bojanja grafita po metru kvadratnom iznosi 75 kuna, bez PDV-a – ističu iz Grada Dubrovnika.

Kako i komu prijaviti?

Objašnjavaju potom i najčešću proceduru prijave neželjenih črčkarija.

- Pojavu grafita u većini slučajeva prijavljuju tajnici gradskih kotara, odnosno mjesnih odbora, a uklanjanje se obavlja putem ugovornog izvođača radova na održavanju nerazvrstanih cesta i javnih prometnih površina. Službenici Odsjeka za komunalno redarstvo su u ovoj su godini pokrenuli više desetaka upravnih postupaka temeljem Odluke o komunalnom redu koji navodi da ''Vanjski dijelovi zgrada u vlasništvu fizičkih i pravnih osoba, u dijelu koji je vidljiv s površine javne namjene, moraju biti održavani i uredni." Po zaprimanju rješenja građani u takvim slučajevima uredno izbrišu grafit – ističu iz gradske uprave.

Iscrtavanje i ispisivanje grafita, čiji je autor detektiran, kažnjava se s 12 tisuća kuna kazna za pravnu osobu, dok je za fizičku osobu kazna 5 tisuća kuna, ističu iz dubrovačke gradske uprave.

Ima ih posvuda po gradu. Neki su inovativni i nose skrivene poruke, neki su vulgarni, a nekima sadržaj širi govor mržnje, pa zahtijeva trenutačno uklanjanje jer se kosi s pozitivnim zakonima i dobrim običajima. Ukratko, riječ je o grafitima, zidnim 'črčkarijama' kakvih se u posljednje vrijeme nađe gdje god ima raspoloživih golih zidova, energetskih ormarića, rasvjetnih stupova...grafiterima koji u pravilu ostaju nepoznati, podloga ne fali, a ni komunalcima posla oko uklanjanja tragova laka, boje i drugih umjetničkih 'alata'.

Čišćenje i pjeskarenje

Posao oko čišćenja i pjeskarenja gradskim službama donekle su olakšali sami grafiteri jer mlađi naraštaji ne posežu za ispisivanjem grafita tako često prije eksplozije društvenih mreža gdje brže i dalje mogu prenijeti poruku. No, ispisanih i išaranih javnih površina itekako još ima.

Da je tomu tako, potvrđuju i iz dubrovačke gradske uprave:

- Već godinama Grad Dubrovnik, putem Upravnog odjela za promet, uklanja grafite neprimjerenog sadržaja sa zidova na javnim prometnim površinama. Najviše uklanjanja obavljeno je na području naselja Nova Mokošica, u ulicama Bartola Kašića i Vinogradarska. Također, osim navedenih lokacija učestalo se uklanjaju i grafiti s ostalih javnih površina na području Grada Dubrovnika. Cijena bojanja grafita po metru kvadratnom iznosi 75 kuna, bez PDV-a – ističu iz Grada Dubrovnika.

Kako i komu prijaviti?

Objašnjavaju potom i najčešću proceduru prijave neželjenih črčkarija.

- Pojavu grafita u većini slučajeva prijavljuju tajnici gradskih kotara, odnosno mjesnih odbora, a uklanjanje se obavlja putem ugovornog izvođača radova na održavanju nerazvrstanih cesta i javnih prometnih površina. Službenici Odsjeka za komunalno redarstvo su u ovoj su godini pokrenuli više desetaka upravnih postupaka temeljem Odluke o komunalnom redu koji navodi da ''Vanjski dijelovi zgrada u vlasništvu fizičkih i pravnih osoba, u dijelu koji je vidljiv s površine javne namjene, moraju biti održavani i uredni." Po zaprimanju rješenja građani u takvim slučajevima uredno izbrišu grafit – ističu iz gradske uprave.

Iscrtavanje i ispisivanje grafita, čiji je autor detektiran, kažnjava se s 12 tisuća kuna kazna za pravnu osobu, dok je za fizičku osobu kazna 5 tisuća kuna, ističu iz dubrovačke gradske uprave.
