Oporavak turizma bit će brži nego što smo očekivali, kaže Gordana Tomičić, predsjednica Uprave Sunčanog Hvara na 39. stranici ovog broja Globusa. Već sljedeća rečenica počinje: "Ali treba nam…" Nije u problemu Gordana Tomičić, ona zna što hoće, zračnu luku na samom otoku, zna i kako se to u Hrvatskoj postiže (kontinuiranim pritiskom na državu). U problemu je država koja, čini se, od svojeg najjačeg i najupornijega gospodarskog sektora ima prevelika očekivanja, donosi Jutarnji.

Prošle je godine turizam, unatoč nužnosti državnih potpora za plaće zaposlenih, spasio ekonomiju od kraha, jer sezona je bila "bolja od očekivane". Ove godine, opet neočekivano, turistička sezona koja se približila rekordnoj 2019. trebala bi amortizirati štetu od druge pandemijske godine.

"Rast hrvatske ekonomije sigurno će biti veći od pet posto", rekao je nedavno Tomislav Ćorić, ministar gospodarstva u drugoj Vladi Andreja Plenkovića. Taj optimizam Ćorić u velikoj mjeri temelji na priljevu pozitivnih turističkih statistika.

No vratimo se na trenutak u prošlost. Linićeva fiskalizacija 2013. prvi put je pokazala da turizam može poslužiti kao poluga sa spašavanje proračuna. Kada je fiskalnim blagajnama i rigoroznim nadzorom računa turizam (nimalo dobrovoljno) uguran u sustav, proračun je procvjetao. "U ožujku 2013. godine fizičke osobe, uglavnom ugostitelji, prijavile su promet viši za 38,05 posto u odnosu na prošlu godinu", pisalo je u jednom od prvih izvješća Porezne uprave o učinku fiskalizacije. U 400 ugostiteljskih objekata kojima su tada inspektori zbog lošeg vođenja knjiga privremeno zabranili rad zabilježen je prosječni rast dnevnog prometa od 63 posto. Milanovićev ministar financija Slavko Linić barem privremeno je postao heroj, a turizam i ugostiteljstvo postali su, i zbog izostanka drugih reformi ostali, ključno sidro državnog proračuna.

Hrvatska je u 2019. po tradicionalnoj metodi brojanja dolazaka i noćenja domaćih i stranih turista doista bila prebacila rekord. Statistika bilježi 19,6 milijuna dolazaka i 91,2 milijuna noćenja turista, što na međugodišnjoj razini predstavlja porast dolazaka turista od 4,8 posto i porast noćenja od 1,7 posto (ključ za otkrivanje razlike u velikoj mjeri je u kruzerima).

Brojke koje donosi Ekonomski institut pokazuju da su ukupni prihodi u turizmu od stranih gostiju u 2019. dosegli 10,5 milijardi eura, što je za 1,04 milijarde eura (10,9 posto) više u usporedbi s godinom dana ranije. U strukturi deviznih prihoda od turizma prevladavaju prihodi ostvareni od privatnih putovanja (97,7 posto), dok prihodi na temelju poslovnih putovanja stranih gostiju čine svega 2,3 posto ukupnih deviznih prihoda u turizmu. Strani turisti činili su 92,2 posto udjela u ukupnoj strukturi turističkih noćenja u Hrvatskoj u 2019. godini.

Kao posljedica bržeg rasta deviznih prihoda od turizma od rasta BDP-a, udio deviznih prihoda od turizma u BDP-u povećan je s 12,3 (2010.) na 19,4 posto (2019.).

U prijevodu, iako turizam ne jamči ni brz ni velik povrat investicije, zbog niskih plaća u sektoru relativno je lukrativan vlasnicima biznisa. To se pokazalo dobrom značajkom kada je trebalo probuditi ulagače koje je nakratko umrtvila fiskalizacija (mnogi su čekali da vide hoće li i kako će njihovi konkurenti preživjeti porezni udar). Ujedno, to je, uz relativno održive cijene na terenu, bilo i ostalo solidno opravdanje svakom ministru financija da ugostiteljima ne smanjuje porez.

Znači li to da i dalje od turizma možemo očekivati ulogu glavnog motora ekonomije? Ne, ako ne želimo da Hrvatska postane jedina europska država s postkolonijalnim, modelom suživota bogatih stranaca i siromašne domaće posluge.

Razmjer neuspjeha domaće politike otkriva podatak da su strani turisti u najboljoj godini činili 92,2 posto udjela u ukupnoj strukturi turističkih noćenja u Hrvatskoj. Domaćih nema, jer im je Jadran postao preskup.

Zato, znat ćemo da smo na pravom putu kada Hrvatskoj prihod od turizma bude veći od današnjeg i s većim udjelom domaćih gostiju, a ukupan udio turističkog sektora u BDP-u značajno manji od današnjeg. Turizam tada neće spašavati proračun, ali će zbog dobre ekonomije razina usluge u turizmu biti viša, a državna blagajna punija.

Oporavak turizma bit će brži nego što smo očekivali, kaže Gordana Tomičić, predsjednica Uprave Sunčanog Hvara na 39. stranici ovog broja Globusa. Već sljedeća rečenica počinje: "Ali treba nam…" Nije u problemu Gordana Tomičić, ona zna što hoće, zračnu luku na samom otoku, zna i kako se to u Hrvatskoj postiže (kontinuiranim pritiskom na državu). U problemu je država koja, čini se, od svojeg najjačeg i najupornijega gospodarskog sektora ima prevelika očekivanja, donosi Jutarnji.

Prošle je godine turizam, unatoč nužnosti državnih potpora za plaće zaposlenih, spasio ekonomiju od kraha, jer sezona je bila "bolja od očekivane". Ove godine, opet neočekivano, turistička sezona koja se približila rekordnoj 2019. trebala bi amortizirati štetu od druge pandemijske godine.

"Rast hrvatske ekonomije sigurno će biti veći od pet posto", rekao je nedavno Tomislav Ćorić, ministar gospodarstva u drugoj Vladi Andreja Plenkovića. Taj optimizam Ćorić u velikoj mjeri temelji na priljevu pozitivnih turističkih statistika.

No vratimo se na trenutak u prošlost. Linićeva fiskalizacija 2013. prvi put je pokazala da turizam može poslužiti kao poluga sa spašavanje proračuna. Kada je fiskalnim blagajnama i rigoroznim nadzorom računa turizam (nimalo dobrovoljno) uguran u sustav, proračun je procvjetao. "U ožujku 2013. godine fizičke osobe, uglavnom ugostitelji, prijavile su promet viši za 38,05 posto u odnosu na prošlu godinu", pisalo je u jednom od prvih izvješća Porezne uprave o učinku fiskalizacije. U 400 ugostiteljskih objekata kojima su tada inspektori zbog lošeg vođenja knjiga privremeno zabranili rad zabilježen je prosječni rast dnevnog prometa od 63 posto. Milanovićev ministar financija Slavko Linić barem privremeno je postao heroj, a turizam i ugostiteljstvo postali su, i zbog izostanka drugih reformi ostali, ključno sidro državnog proračuna.

Hrvatska je u 2019. po tradicionalnoj metodi brojanja dolazaka i noćenja domaćih i stranih turista doista bila prebacila rekord. Statistika bilježi 19,6 milijuna dolazaka i 91,2 milijuna noćenja turista, što na međugodišnjoj razini predstavlja porast dolazaka turista od 4,8 posto i porast noćenja od 1,7 posto (ključ za otkrivanje razlike u velikoj mjeri je u kruzerima).

Brojke koje donosi Ekonomski institut pokazuju da su ukupni prihodi u turizmu od stranih gostiju u 2019. dosegli 10,5 milijardi eura, što je za 1,04 milijarde eura (10,9 posto) više u usporedbi s godinom dana ranije. U strukturi deviznih prihoda od turizma prevladavaju prihodi ostvareni od privatnih putovanja (97,7 posto), dok prihodi na temelju poslovnih putovanja stranih gostiju čine svega 2,3 posto ukupnih deviznih prihoda u turizmu. Strani turisti činili su 92,2 posto udjela u ukupnoj strukturi turističkih noćenja u Hrvatskoj u 2019. godini.

Kao posljedica bržeg rasta deviznih prihoda od turizma od rasta BDP-a, udio deviznih prihoda od turizma u BDP-u povećan je s 12,3 (2010.) na 19,4 posto (2019.).

U prijevodu, iako turizam ne jamči ni brz ni velik povrat investicije, zbog niskih plaća u sektoru relativno je lukrativan vlasnicima biznisa. To se pokazalo dobrom značajkom kada je trebalo probuditi ulagače koje je nakratko umrtvila fiskalizacija (mnogi su čekali da vide hoće li i kako će njihovi konkurenti preživjeti porezni udar). Ujedno, to je, uz relativno održive cijene na terenu, bilo i ostalo solidno opravdanje svakom ministru financija da ugostiteljima ne smanjuje porez.

Znači li to da i dalje od turizma možemo očekivati ulogu glavnog motora ekonomije? Ne, ako ne želimo da Hrvatska postane jedina europska država s postkolonijalnim, modelom suživota bogatih stranaca i siromašne domaće posluge.

Razmjer neuspjeha domaće politike otkriva podatak da su strani turisti u najboljoj godini činili 92,2 posto udjela u ukupnoj strukturi turističkih noćenja u Hrvatskoj. Domaćih nema, jer im je Jadran postao preskup.

Zato, znat ćemo da smo na pravom putu kada Hrvatskoj prihod od turizma bude veći od današnjeg i s većim udjelom domaćih gostiju, a ukupan udio turističkog sektora u BDP-u značajno manji od današnjeg. Turizam tada neće spašavati proračun, ali će zbog dobre ekonomije razina usluge u turizmu biti viša, a državna blagajna punija.

Turistička stihija umjesto ekonomske strategije: Koliko puta dobra sezona može spasiti lošu politiku?

Oporavak turizma bit će brži nego što smo očekivali, kaže Gordana Tomičić, predsjednica Uprave Sunčanog Hvara na 39. stranici ovog broja Globusa. Već sljedeća rečenica počinje: "Ali treba nam…" Nije u problemu Gordana Tomičić, ona zna što hoće, zračnu luku na samom otoku, zna i kako se to u Hrvatskoj postiže (kontinuiranim pritiskom na državu). U problemu je država koja, čini se, od svojeg najjačeg i najupornijega gospodarskog sektora ima prevelika očekivanja, donosi Jutarnji.

Prošle je godine turizam, unatoč nužnosti državnih potpora za plaće zaposlenih, spasio ekonomiju od kraha, jer sezona je bila "bolja od očekivane". Ove godine, opet neočekivano, turistička sezona koja se približila rekordnoj 2019. trebala bi amortizirati štetu od druge pandemijske godine.

"Rast hrvatske ekonomije sigurno će biti veći od pet posto", rekao je nedavno Tomislav Ćorić, ministar gospodarstva u drugoj Vladi Andreja Plenkovića. Taj optimizam Ćorić u velikoj mjeri temelji na priljevu pozitivnih turističkih statistika.

No vratimo se na trenutak u prošlost. Linićeva fiskalizacija 2013. prvi put je pokazala da turizam može poslužiti kao poluga sa spašavanje proračuna. Kada je fiskalnim blagajnama i rigoroznim nadzorom računa turizam (nimalo dobrovoljno) uguran u sustav, proračun je procvjetao. "U ožujku 2013. godine fizičke osobe, uglavnom ugostitelji, prijavile su promet viši za 38,05 posto u odnosu na prošlu godinu", pisalo je u jednom od prvih izvješća Porezne uprave o učinku fiskalizacije.
