Novim zakonskim rješenjima Hrvatska će pokušati dati lokalnim jedinicima da uprave brojem (novih) apartmana na svom području. Mnogi gradovi, prvenstveno Dubrovnik i Split, ljeti doslovce grcaju pod najezdom turista, a domaći su ljudi praktički izgnani iz centra grada. No, što se može tu učiniti?
Širom svijeta u turistički atraktivnim gradovima sve se učestalije donose odluke o ograničenju kratkoročnog najma privatnih stanova i kuća. Gradske uprave ulaze u otvoreni rat s popularnim online platformama poput Airbnb-a i Booking-a, jer se svugdje zbog prekomjernog broja turističkih apartmana pojavljuju isti problemi - porast cijena nekretnina, istiskivanje lokalnog stanovništva i veliko opterećenje na infrastrukturu. Tako je, primjerice, Firenca uoči ovoga ljeta najavila zabranu novih Airbnb oglasa pridruživši se Rimu u ograničavanju kratkoročnog iznajmljivanja nekretnina. Gradske vlasti odlučile su ograničiti nove turističke smještajne jedinice u povijesnoj jezgri, a o istom se raspravljalo i u Veneciji i Milanu, piše Slobodna Dalmacija.

Razni europski gradovi na neki su način ograničili Airbnb. Prva je to učinila Barcelona zabranivši još 2021. kratkoročni najam. Vlasnicima stanova zabranjeno je iznajmljivati smještaj na manje od 31 dana, a vlasnici kuća moraju dobiti posebnu dozvolu. U Amsterdamu domaćini mogu iznajmiti svoje nekretnine najviše 30 dana u godini, a za sve više od toga potrebna je posebna dozvola. I Portugal je prestao izdavati nove dozvole za Airbnb i slične platforme, s iznimkom za smještaj u ruralnim područjima. Postojeće licence revidiraju se svakih pet godina.

Primjerice, Parižani koji žele iznajmiti svoje primarno prebivalište na platformi kao što je Airbnb moraju se registrirati u lokalnoj gradskoj vijećnici. Ograničeni su na iznajmljivanje svog primarnog prebivališta na najviše 120 dana godišnje. Ako ga žele duže iznajmljivati moraju ga službeno registrirati kao turistički smještaj. Pariz je čak ustrojio posebnu jedinicu kojoj je posao lov i kažnjavanje ilegalnih iznajmljivača.
Berlin nije uspio zabraniti Airbnb, ali je uveo stroga pravila za iznajmljivanje. Airbnb domaćini u gradu moraju imati dozvolu za kratkoročni najam cijele nekretnine, a kuće za odmor mogu se iznajmiti na najviše 90 dana godišnje. U Münchenu je kratkoročni najam domova ograničen na osam tjedana godišnje, nakon čega se mora ishoditi dozvola. U Stuttgartu pak domaćini mogu svoju nekretninu, bez dozvole, iznajmiti na najviše deset tjedana godišnje.
Airbnb domaćini u Londonu smiju iznajmljivati svoju nekretninu maksimalno do 90 noćenja godišnje bez podnošenja zahtjeva za promjenu njezine namjene. Dozvole za kratkoročni najam potrebno je izvaditi i u Škotskoj i Sjevernoj Irskoj.

Novim zakonskim rješenjima Hrvatska će pokušati dati lokalnim jedinicima da uprave brojem (novih) apartmana na svom području. Mnogi gradovi, prvenstveno Dubrovnik i Split, ljeti doslovce grcaju pod najezdom turista, a domaći su ljudi praktički izgnani iz centra grada. No, što se može tu učiniti?
Širom svijeta u turistički atraktivnim gradovima sve se učestalije donose odluke o ograničenju kratkoročnog najma privatnih stanova i kuća. Gradske uprave ulaze u otvoreni rat s popularnim online platformama poput Airbnb-a i Booking-a, jer se svugdje zbog prekomjernog broja turističkih apartmana pojavljuju isti problemi - porast cijena nekretnina, istiskivanje lokalnog stanovništva i veliko opterećenje na infrastrukturu. Tako je, primjerice, Firenca uoči ovoga ljeta najavila zabranu novih Airbnb oglasa pridruživši se Rimu u ograničavanju kratkoročnog iznajmljivanja nekretnina. Gradske vlasti odlučile su ograničiti nove turističke smještajne jedinice u povijesnoj jezgri, a o istom se raspravljalo i u Veneciji i Milanu, piše Slobodna Dalmacija.

Razni europski gradovi na neki su način ograničili Airbnb. Prva je to učinila Barcelona zabranivši još 2021. kratkoročni najam. Vlasnicima stanova zabranjeno je iznajmljivati smještaj na manje od 31 dana, a vlasnici kuća moraju dobiti posebnu dozvolu. U Amsterdamu domaćini mogu iznajmiti svoje nekretnine najviše 30 dana u godini, a za sve više od toga potrebna je posebna dozvola. I Portugal je prestao izdavati nove dozvole za Airbnb i slične platforme, s iznimkom za smještaj u ruralnim područjima. Postojeće licence revidiraju se svakih pet godina.

Primjerice, Parižani koji žele iznajmiti svoje primarno prebivalište na platformi kao što je Airbnb moraju se registrirati u lokalnoj gradskoj vijećnici. Ograničeni su na iznajmljivanje svog primarnog prebivališta na najviše 120 dana godišnje. Ako ga žele duže iznajmljivati moraju ga službeno registrirati kao turistički smještaj. Pariz je čak ustrojio posebnu jedinicu kojoj je posao lov i kažnjavanje ilegalnih iznajmljivača.
Berlin nije uspio zabraniti Airbnb, ali je uveo stroga pravila za iznajmljivanje. Airbnb domaćini u gradu moraju imati dozvolu za kratkoročni najam cijele nekretnine, a kuće za odmor mogu se iznajmiti na najviše 90 dana godišnje. U Münchenu je kratkoročni najam domova ograničen na osam tjedana godišnje, nakon čega se mora ishoditi dozvola. U Stuttgartu pak domaćini mogu svoju nekretninu, bez dozvole, iznajmiti na najviše deset tjedana godišnje.
Airbnb domaćini u Londonu smiju iznajmljivati svoju nekretninu maksimalno do 90 noćenja godišnje bez podnošenja zahtjeva za promjenu njezine namjene. Dozvole za kratkoročni najam potrebno je izvaditi i u Škotskoj i Sjevernoj Irskoj.
